3 MINUTES Support Services Committee of the Durham Public Schools Board of Education May 11, 2015 The Support Services Committee met on Monday, April 13, 2015 in the Board Room of the Fuller Administration Building, 511 Cleveland Street, Durham, North Carolina. Board Members Present Leigh Bordley, Chairperson; Sendolo Diaminah, Vice Chairperson; Minnie Forte-Brown; Natalie Beyer; Mike Lee; and Heidi Carter were present. Administrators Present Dr. Debbie Pitman, Assistant Superintendent of Student, Family and Community Services; Dr. Bert L Homme, Superintendent; Dr. Stacey Wilson-Norman, Deputy Superintendent of Academic Services; Marcia Pearson, Chief Information Officer; John McCain, Area Superintendent; Thomas Crabtree, Assistant Superintendent for Human Resources; and William Sudderth-III, Director of Public Information. Attorney Present Steve Rawson Call to Order/Moment of Silence Chairperson, Leigh Bordley called the meeting to order at 4:32 P.M. and presided over a moment of silence. Agenda Review and Approval Motion was made to approve the agenda; motion passed unanimously. Public Comment None Approval of Minutes Motion was made to approve the Minutes. The motion passed unanimously with one amendment noted by Heidi Carter for the Playworks, Physical Activity Programs at Middle Schools and Non-traditional Afterschool Programs topic: The board expressed concern regarding the lack of consistency across the district with implementing physical activity requirement in middle schools and was emphatic about schools adhering to the policy. Committee Reports Calendars for Small Specialty High Schools Public Comment: None Dr. Debbie Pitman introduced Kendra O Neal-Williams, Director, Community Education who provided an update on the instructional calendars for small specialty High Schools. The calendars were designed for J.D. Clement Early College High School connected with North Carolina Central University, Middle College High School connected with Durham Technical
4 Page 2 Support Services Committee April 13, 2015 Community College, and City of Medicine Academy connected with Durham Technical Community College. The small high school calendars align with community colleges and university calendars. The calendars consist of more inclement weather days than the traditional calendar schools which will be presented next month. The board had a full discussion. The agenda item was presented for discussion and subsequent board approval. The item was moved to the Board consent agenda. McKinney-Vento Homeless Education Program Public Comment: None Theresa McGowan, Director, Preventive Services and Jacqueline Love, presented an update on the McKinney-Vento Homeless Education Program that serves children ages The McKinney-Vento Homeless Education Assistance Act is a federal law that ensures immediate enrollment and educational stability for homeless children and youth. McKinney-Vento provides federal funding for the purpose of supporting district programs that serve homeless students. The causes of homelessness were shared; the process for transportation, referral, and enrollment was explained. The count of identified homeless student in Durham Public Schools has increased from 535 students in to 903 students in Staff further reported the number of students by grade level, the support programs and services, and the departmental goals for school year. The board had a full discussion. The agenda item was presented for information. Revised Policy 5430-Non-Renewal of Teachers on Renewable Contracts Public Comment: None Thomas Crabtree and Stephen Rawson, Attorney, Tharrington and Smith introduced the proposal for the revision of the Board Policy The purpose of the draft policy is to restore some of the job protections and standards that were recently eliminated by the General Assembly. Mr. Rawson explained the policy in detail regarding procedures in compliance with North Carolina law for teacher dismissal, protection of teacher s rights, performance evaluations, renewals/nonrenewals, timely document review for possible hearings, and teacher response time in providing supplemental information. The board had a full discussion. The agenda item was moved to the Board with updates for Action. Summary of Follow-Up Items The board directed the administration to include in its update on physical activity, the barriers that schools face with meeting compliance with the physical activity policy and to explore solutions to those barriers. The board requested information on the number of teachers that would be impacted by the revision to Policy The board requested information on the count of homeless students by school to date. There being no further business, Ms. Bordley adjourned the meeting at 6:25 P.M.

Durham Public Schools is entering into a new partnership with the Department of Social Services: o DSS social workers will provide five Preventive Social Workers; o DPS will be recruiting and hiring qualified school social workers to maintain these essential services in our schools. The following are attached for review and subsequent approval: o Policy 1000 Legal Status of the Board and School System o Policy 1010 Board Authority and Duties o Policy 1100 Governing Principles Each of the governing principles has a corresponding policy: 1200 Student Success, 1300 Parental Involvement, 1400 School Initiatives, 1500 Safe, Orderly, and Inviting Environments, 1600 Professional Development, 1700 Removal of Barriers, and 1800 Stewardship of Resources. It is recommended that the board wait to adopt these policies ( ) until all of the other policies in the manual have been adopted to ensure all of the connected policies are listed. The draft versions policies 1200, 1300, 1400, 1500, 1600, 1700 and 1800 are provided for reference purposes only. It was suggested that the board consider eliminating Policy 1005 Vision Statement as a policy. Alternative options may include posting the vision statement on the DPS website with the mission statement, or embedding the vision statement within the governing principles, or including it as a preface to the Policy Manual. 31 GOVERNING PRINCIPLES Policy Code: 1100 Policies are the primary means by which the board expresses its vision for the school system. In formulating specific policies, the board is guided by governing principles it considers critical to providing a system of excellent schools where students can succeed. These governing principles are referenced frequently in the board policies and also are set out below. 1. Opportunities for student success. As its top priority, a system of excellent schools provides opportunities for individual students to succeed and overall student performance to improve. 2. Parental involvement. A system of excellent schools involves parents in decisions regarding their own children, the educational program, and the schools. 3. Safe, orderly, and inviting environment. A system of excellent schools creates and maintains a safe and orderly environment where staff and students are focused on and excited about learning. 4. School initiatives. In a system of excellent schools, each school initiates improvements to the educational program and services for students and involves staff, parents, and students in school-level decision-making processes. 5. Professional development. A system of excellent schools provides continuous professional development and training to help personnel gain the skills and knowledge needed to meet State Board and local board expectations, especially as they relate to improving student performance. 6. Removal of barriers. A system of excellent schools prohibits illegal discrimination and harassment of staff and students, encourages tolerance and respect, and seeks to eliminate or lessen other barriers that may impede a student's ability or opportunity to learn, including economic disadvantages, poor nutrition, ill-health, and lack of transportation. 7. Stewardship of resources. A system of excellent schools conserves financial and environmental resources and operates in an efficient manner.
