1 ADDRESSED ANNOUNCEMENT TO PEOPLE OPERATING IN ATTENTION CENTRES, AND/OR SHELTERS FOR WOMEN AND THEIR CHILDREN IN SITUATION OF RISK CAUSED BY GENRE VIOLENCE, AS WELL AS FOR THOSSE PEOPLE GENEARTING STRATEGIES, PROGRAMS, MODELS, SOCIAL TECHNOLOGIES, WORKSHOPS OR INTERVENTION TOOLS AND/ OR COUNTING WITH SUCCESSFUL EXPERIENCES OR MODELS REGARDING ATTENTON. With the support of UNIFEM, INMUJERES, PFIZER, MARY KAY, USAID: CONSIDERING Given the consistency shown by the International Agreements created by the following instruments: the Convention on the Eradication of all types of Discrimination against Women (CEDAW), the Statement and Perkin s action platform, the Inter American Convention to Prevent and Eradicate Violence against Women (Belen Convention of Pará), it is imperative to take jointed actions on the prevention, attention and elimination of genre violence against women. Genre violence is identified in every single act that may create harm or physical, psychological, sexual and economic suffering against women and their children, including verbal threats of such acts, the coercion and/or abusive deprivation of freedom, occurring, in public and private life, and practiced by the sole condition of being women, violating their fundamental rights. National Shelter Net (Red Nacional de Refugios A.C.) is founded under the objective of unifícate, coordinate and represent nationwide the shelters for women and their children living genre violence, mostly those living in civil society, without damaging their autonomy in order to motivate and strength their prevention work, attention and interruption of high risk genre violence with the only purpose of elimination from a perspective of genre equity and the defense of human rights, accomplishing a representation on the society. There is the need to strength and consolidate the existing shelters trough the exchange of experiences and the meting of common points of view with Refuges and Instances of attention to violence of other countries that allow to develop public policies, strategies and tools that promote the labour of Refuges in the country. There are not standard geographic indicators on the level of violence suffered by women either genre, sexual, family related or people trafficking. Violence against women is a fact yet to be measured. Shelters in Mexico constitute so far, the most articulated alternative to guarantee safety, the halt of the situation of violence and the promotion of right s restitution along with the empowerment to those who have been victims and witnesses of the crimes of violence.

2 There s the need to reinforce the conceptual and methodological capacities in the external refuges and attention centres, to meet in an integrated way the basic needs and strategic interests of genre in the context of develop independence process, autonomy and empowerment to women and their children in a situation of violence in order to get full enjoyment of their fundamental rights. As a part of the social commitment to the prevention and eradication of violence, it is necessary the co participation with other national and international agents whom under an interaction and exchange of experiences contribute towards the consolidation of attention models, having in mind the characteristics and social and economical needs of the different geographic areas of the American Continent. It is needed to strengthen the work made by The National Shelters Net (Red Nacional de Refugios A.C) in Mexico and their partners by giving training and spaces for exchange, reflection and systematized experiences so that the successful references can be added to the procedures and practices of the shelters to improve the services granted and begin to measure their obstacles and scopes, suggest better public policies that promote the shelter s objectives and guarantee the graduated families a real opportunity of a life free of violence avoiding relapsing in a new cycle of aggression and exploitation due to the lack of self sufficiency. Given the facts exposed above we issue the following: ANNOUNCEMENT To the Second Inter American Meting towards the trade of models, tools and attention experiences, protection and exponentiation of women capacities in a situation of genre violence and the strengthening of people and Instances related to the subject of violence against women. Addressed to shelter leaders, refuges, processes designers, social methodologies and prevention, attention and protection strategies, to women and their children in situation of violence, as well as people developing evaluation or systematization programs in Mexico, Latin America and North America. 1. Objectives a) General To generate a unique environment for the trade of models, tools, and successful attention experiences, protection and exponentiation of women capacities and their children in a situation of violence trough the strengthening of Inter Institutional bounds in the context of cases that may help reinforce each participant in the Inter American Shelter Net, which first integration stage had place in Mexico City in 2006.

3 b) Specifics To interchange experiences of the attention Models in Shelters of other countries that allows expanding and reinforcing the procedures, models, and attention policies regarding genre violence. To create quality standards in the attention of shelters beginning from the knowledge of the best experiences and practices of Shelters of other countries. To identify new intervention tools for women, boys, girls and teenagers in a situation of violence. To promote the self care culture to the personnel attending the subject of genre violence. To strength security and protection of the shelter users and instances helping with genre violence. To encourage the systematization of the aid granted in the Shelters trough impact indicators and process. To know the public policies carried out in other countries referring to the subject of Shelter and attention to genre violence, and add those policies or elements that may be applicable to the reality of the countries. To reinforce and strengthen the Inter American Net of case Reference which had a first stage of integration in the First Inter American Meeting. To create a unique environment for the exchange of experiences, the coordination of a jointed work I. Meeting Characteristics The Inter American Meeting will take place from November 9 to 11, 2009 in Mexico City. The event will emphasize in the trade of experiences of the attention Models within Shelters and Instances attending violence, the knowledge of public policies from other countries related to attention to genre violence and the reinforcement of the Inter American Net of Reference of Shelter cases. To do so, in this meeting will be exposed successful experiences, good practices, processes, instruments, social technologies and strategies that include the characteristics mentioned before where participants interchange procedures and materials searching to promote agreements and work methodologies in order to reach the objectives mentioned above. To accomplish our goal, a full time Training will be given including lectures, workshops, panels or working tables, to think about and move forward into the consolidation of attention strategies on genre violence in the American Continent, taking into account the social technologies developed by the National Shelter Net (Red Nacional de Refugios A.C.) and other participating instances. The event will have spaces for agreement making, procedure validation, instruments and/ or formats for the intervention of cases of genre violence, which will take place after each workshop or working table. On each working table, will participate an Instance

4 representative who gives attention to genre violence, among them, members of the National Shelter Net (Red Nacional de Refugios A.C.), who will gather and summarize the information given and the agreements taken on the working tables trough the questionnaires and by general consent of the participants. Likewise, we would be advancing in the structuring of an Inter American Violence Case Reference. Each afternoon before concluding the working day there will be a plenary agreement to show the links of the suggested agreements. II. Thematic and Participation Criteria Will be able to participate leaders who have large representation in Instances dealing with the subject of violence against women and successful processes, such intervention may be as lecturer, speaker and panellist. The proposals should emphasize the promotion of genre equity and human rights under the following axes: WORKSHOPS Protection measures to the victims of genre violence and family related. Self care of the personnel dealing with violence against women Security measures for the personnel working in Shelters. Recovery strategies of people and their belongings for women living in violence. Quality standards to the attention of women living genre violence. Indicators systematization for attention to violence against women. Public Policies for women in a situation of violence and/or risk to promote programs for their autonomy, reinforcement and a life free of violence. Reunions and family meetings in Shelters. Case Reference of high risk due to genre and family related violence. PANELS o Public Policies and Models of attention to violence against women. o Security measures for women living genre and family related violence. o New intervention tools for infants experiencing violence. o Women trafficking and rescue strategies. o Traditional medicine and intervention for the native women living in violence. The participating proposals for the workshops as well as the panels should have a summary that includes all the material to be used in order to get in the selection process that will be made by the Second Inter American Meeting Proposal Selector Committee of Shelters. The National Shelter Net (Red Nacional de Refugios A.C.) and the event s financing instances will cover all expenses of the chosen participants in order to guarantee their involvement in the event. III. Requested Documentation

5 The proposals should come with the following documentation: 1. Official proof issued by the shelter s authorities or Institution granting the organization representative as the participant submitting the proposal. 2. Résumé of the person participating as a representative of the shelter or institution. 3. A summary of the most relevant actions being made in the shelter or institution. 4. In case the proposal is meant to perform as panellist or lecturer, the topic and the conference summary should be sent in advance. The panels should last 80 minutes at the most and each panellist should have 20 minutes for their presentation. 5. In the case of the workshops, participants should send the sketch and general program including all the material to be used, which will be copied for the rest of the workshop members. The workshops will last 30 minutes at the most. IV. Proposal Reception The proposal reception period will begin from the moment of the publication of this announcement to August 28, 2009, proposals should be sent to the next address: convocasei@yahoo.com.mx V. Selection Criteria The proposal participation and participant selection will be executed by a Committee formed by at least three representatives of the National Shelter Net (Red Nacional de Refugios A.C.) and at least two representatives of the financing Institutions taking part in this event and representatives of UNIFEM, National Institute of Women in Mexico (Spanish acronym). It will be considered as a basic selection criterion the fulfilling of the characteristics of the required thematic, that includes a focus on the genre. The selection of workshop coordinators, moderators, translators, stenographers, picture, audio and video recording process will be under the administration of the National Shelter Net (Red Nacional de Refugios A.C.). The workshop narrator selection will be executed before the beginning of each activity. The design of the evaluation instruments, the processes of validation, the procedures for expositions and workshops of the event will be managed by the National Shelter Net (Red Nacional de Refugios A.C.), two members of this organization who had already participated in the First Inter American Meeting and at least two representatives of the financing Institutions. VI. OUTCOMES Once the participants have been selected, the committee will formally extend the proper invitation to participate on this event as a lecturer and will be asked for the complete exposition and its materials.

6 The National Shelter Net (Red Nacional de Refugios A.C.), with the Financing Institutions, will cover the full expenses of transportation, accommodation of those selected as panellists, lecturers and speakers. The selected proposals will be asked their participation in a written way as well as their material to be shared with the other participants; these documents should be sent at least two months in advance prior to the event s execution. The Committee will post their results via in a period not longer of 30 working days after the closure of this current announcement and will disclose the working program on this website: VII. Further Information The National Shelter Net (Red Nacional de Refugios A.C.) will be the performing instance of this announcement. The publication rights of the selected proposals should be transferred to The National Shelter Net (Red Nacional de Refugios A.C.), in order to publish the Second Meeting Report.
