3 How can we judge if a land tool is responsive to both women and men s needs? ( ) The gender evaluation criteria framework explores how to judge whether a large-scale land tool is sufficiently gender-responsive, to identify where more work needs to be done, and possible entry-points to make a tool equally beneficial to women and men. (GLTN, 2011) What? One-day training on the Gender Evaluation Criteria (GEC) developed by the Global Land Tool Network (GLTN 1 ) to evaluate gender dimension of land tools. When and where? November 6th, Hotel Franco, Yaoundé, Cameroon. The training lasts one full day. Who? ILC members and partners participating in the ILC Africa Regional Forum; including representatives from the GLTN Secretariat, Grassroots Ghana (Ghana), Uganda Land Alliance (ULA, Uganda), the Southern Alliance For Indigenous Resources (SAFIRE, Zimbabwe), and the Rwanda Initiative for Sustainable Development (RISD, Rwanda), with the Women Environmental Programme (WEP, Nigeria) introducing the criteria and sharing their experience on using them at the country level. Why? To stimulate ILC members and partners in using gender-sensitive methods to analyse the gender dimension of land policies and programmes. To allow ILC members and partners who are already using the GEC in their work to share their experiences and preliminary lessons. Context Women provide more than 50 per cent of agricultural labour in Sub-Saharan Africa (FAO, 2011). However, they still have limited access to secure tenure rights over the land they farm or use. It is estimated that in Sub-Saharan Africa fewer than fifteen per cent of women have access to secure land rights, with less than 5 per cent in some countries (FAO, 2011). Generally speaking, land governance fails to be gender-responsive and to promote equal participation of women and men. Where access to and control over land in Africa is seriously gendered it is commonly because of unresponsive or poorly implemented land policies, and discriminatory practices and norms. Women s vulnerability in the area of land rights have been further worsened by the surge for Africa s fertile land resulting from the current global food crisis, increasing concerns about energy security, and carbon sequestration. 1 The Global Land Tool Network (GLTN), with its Secretariat hosted at UN-HABITAT, is an international network which consists of a number of international and regional partners involved in the land sector, from civil society, universities, professional associations, bilateral and multi-laterals. ILC is a partner. To promote more inclusive and gender-responsive land governance, ILC members can take advantage of existing tools to analyse the gender aspects of land policies and develop gender-sensitive approaches to their initiatives. The GLTN Gender Evaluation Criteria is one of these tools.

4 (GEC), What are the GLTN gender evaluation criteria 2? Since 2007, Global Land Tool Network (GLTN) partners have been working on the development, piloting, training and dissemination of the Gender evaluation criteria for largescale land tools a tool to judge whether a large scale land intervention is responsive to both women and men s needs. The GEC are based on a set of 22 questions on a range of relevant factors (e.g. equal participation by women and men and gender responsive governance; legal and institutional considerations in regard to women and men s access to land; social and cultural considerations in regard to women and men s access to land; etc.). The criteria have been successfully tested in Ghana, Brazil and Nepal in 2009 and 2010, focusing on municipal master plans, land reform commissions, and land administration systems. In 2011, a training manual on how to use the criteria was also piloted and is now available. Some ILC members have already worked with the criteria (i.e. the Huairou Commission and their members who were part of designing and later piloting of the tool, and the Uganda Land Alliance who started using the tool in 2011). In June 2012, the ILC organised a training on the GEC in Nairobi, Kenya, in partnership with GLTN, which saw 26 people participate. As a follow-up, ILC is currently supporting members and partners in using these criteria in Rwanda (RISD), Nigeria (WEP) and Zimbabwe (SAFIRE). Activities are also planned in Malawi (Land Net Malawi/Action Aid Malawi), and are under discussion in Togo. Objectives of the one-day training The overall objective is to strengthen ILC members capacity to mainstream gender in their initiatives aimed at promoting secure and equitable access to land for their target groups. Specific objectives are: To highlight the need for gender-mainstreaming in advocacy initiatives aimed at influencing land policies in Africa to be more pro-poor, inclusive and responsive to women s situations; To identify gender-related challenges faced by ILC member organizations in advancing their respective missions; To identify relevant gender analysis tools and strengthen the capacity of ILC members to apply them, thereby enhancing the gender-sensitivity of their actions; To guide ILC members to formulate concrete strategies for addressing gender related challenges and mainstreaming gender in their initiatives. 5 What will you take home from this training? You will be exposed to a tool that helps you monitor whether a land policy or program is responsive to both women and men. In addition, you will interact with organisations that have used this tool or are using it. Expected Outcomes ILC members are more aware of the importance of gender mainstreaming in advocacy actions in the area of land policy; Gender-related challenges faced by ILC members in their initiatives are identified and strategies put in place to address them; ILC members have new gender analysis skills and are able to effectively and efficiently mainstream gender in their initiatives; ILC members are able to use gender tools.
