2 Annex 1 List of Expected TILF Deliverables For 2018 CTI/CTI Sub-forum Committee on Trade and Investment (CTI) Contributions to support the Multilateral Trading System including in response to outcomes from MC11. To ensure that all 21 economies notify to the WTO acceptance of the WTO Agreement on Trade Facilitation (TFA) at the earliest timing possible Monitor and support implementation of the WTO TFA, including economies needs for capacity building to implement the WTO TFA through: Support to implement provisions of the WTO TFA Article 1: Publication and availability of information through the APECTR Implementation of the targeted capacity building projects to improve supply chain performance, including on WTO TFA Articles 1 and 3, Advance Rulings Phase II, and Expedited Shipments Phase II Information sharing through a Public-Private Dialogue on TFA Category B and C commitments. Implementing the Initiative to Progress the WTO Decision on Export Competition - Export Subsidy Preparation for the 2018 Review of economies` progress towards the Bogor Goals, including the discussion of the first draft of the review report at CTI2 Continued implementation of the Pathfinder Initiative on Permanent Customs Duty Moratorium on Electronic Transmissions, Including Content Transmitted Electronically To undertake work programs related to the Lima Declaration on FTAAP through the implementation of a suite of agreed work proposals (tariffs, NTMs, ROOs, investment, MSMEs) To progress discussions on other proposals related to the implementation of the Lima Declaration on FTAAP (SOEs, remanufacturing, technology choice, digital trade and e-commerce, transparency as a NGeTI issue) To report progress to Leaders on the implementation of the Lima Declaration on FTAAP by end of 2018 Implementation of the APEC RTAs/FTAs Information Sharing Mechanism through: Conducting trade policy dialogues on relevant topics, including on the WTO plus aspects of RTAs/FTAs and SOM-level dialogue Creation of inventories/compendium of the FTA/RTA dialogues

3 and capacity building activities implemented to be uploaded to the APEC website To implement a suite of projects under the Third REI Capacity Building Needs Initiative (CBNI) , including inter alia NTMs, competition policy, intellectual property rights, etc To implement the interim review of the Manufacturing Related Services Action Plan (MSAP) To contribute to the implementation of the Road Map for the Internet and Digital Economy, including the CTI discussion on the possible role and enhanced scope of the ECSG To implement the Work Plan to identify Building Blocks to Facilitate Digital Trade for 2018 To continue implementation of the Strategic Framework on Measurement of APEC Trade in Value Added (TiVA) under GVCs, and completed the Technical Group s work by the end of 2018 Implementation of the initiative under the Work Stream 5 of the GVCs Blueprint, in particular promoting participation of SMEs in the services sector (software and tourism) To contribute to the implementation of the Boracay Action Agenda (BAA) and undertake the mid-term review of the BAA in order to inform new priorities post-2018 to support MSMEs internationalization To ensure that all 21 economies implement commitments under the APEC List of Environment Goods at the earliest timing possible Implementation of the Environmental Services Action Plan (ESAP) Implementation of the 2018 Workplan of the APEC Green Supply Chain Network Support implementation of the APEC Services Competitiveness Roadmap (ASCR) Implementation of Phase II of the Supply Chain Connectivity Action Plan (SCFAP II) Implementation of the initiative to promote Single Window Systems International Interoperability Continue implementation of the Asia-Pacific Model E-Port Network (APMEN) under the 2018 Workplan To conduct Peer Review and Capacity Building on APEC Infrastructure Development and Investment Capacity building to the Philippines (completed in end 2017) Peer Review on Viet Nam To upgrade the APEC Guidebook on Quality Infrastructure

4 To discuss follow-up work on Capacity Building for Quality Infrastructure Investment in the rapidly urbanizing APEC region To contribute to implementation of the APEC Action Agenda on Advancing Economic, Financial and Social Inclusion through policy discussion and through discussing and developing specific initiatives Continue to implement works on under the 4th APEC Regulatory Cooperation Advancement Mechanism (ARCAM), including identifying new themes Implement the initiative to streamline, strengthen and sharpen CTI and sub-fora as well as the Senior Official s instruction on APEC Governance, including the amendment of CTI sub-fora Terms of Reference To discuss and progress with a view towards implementation the newly proposed initiatives on: promoting transparency through improvement of APEC economies SPS notifications to the WTO a survey on implementation of Article 3 of the WTO TFA (Advance Rulings) a PSU Study on Fostering an Enabling Policy and Regulatory Environment in APEC for Data-Utilizing Businesses a survey on E-commerce Regulations in APEC, with a view to disseminate information through the APEC Trade Repository (APEC TR) the Protection of Intellectual Property Rights in Digital Content Trade Market Access Group (MAG) Encourage APEC members to join the ITA II expansion. Continue to request APEC economies to fulfill the Leaders' commitment to reduce the tariffs to 0-5% on the 54 environmental goods Contribute to the implementation of the Lima Declaration, in particular on the work on tariffs, NTMs, and ROO. To encourage members to join the Pathfinder on Facilitating Trade in Remanufactured Goods (Lead Economy: The United States) and the Pathfinder on Self Certification on Origin. Managing the APEC Trade Repository (APEC TR), including the use of the APECTR as a hub for the online availability of all required information under the WTO TFA. To work on the draft APEC Cross-cutting Principles on NTMs for consideration at the CTI2 in May Implement the Seminar on Understanding the Impact of Smart

5 Manufacturing in Policy and Regulatory Approaches in July 2018 in Penang, Malaysia (Lead Economy: Malaysia). Group on Services (GOS) Continue the coordinating role in the implementation of ASCR, as endorsed by Senior Officials, including collating input from fora using the proposed matrix, including getting input from ABAC. Develop a set of non-binding principles for domestic regulations of the services sector. Establish the technical group to start working on the development of APEC Index. Contribute to the CTI work and FTAAP-related work plans and proposals (work on services). Implement GOS-specific deliverables as stated in the Annex 3 (APEC-wide Actions) of ASCR. Implement the following self-funded projects: Australia s Workshop on Best Practice Recognition of Professional Qualification Australia s APEC Symposium on Services Trade Investment Group (IEG) Experts Australia s APEC Seminar: Meeting Challenges in the Telecommunication Industry in the Digital Age Implement the Papua New Guinea s Proposal on the Joint CTI-GOS Private Public Dialogue (PPD) on Cross-Border E Commerce in Services: The Transformation to Digitization; Addressing the Challenges and Reaping the Benefits for Regional Trade in Services (subject to approval by the APEC Budget Management Committee). To continue the implementation of the IEG Work Plan for the Next Generation Trade and Investment Issues (IEG Work Plan on NGeTIs). Continue work on investment issues that would contribute to the realization of the FTAAP To continue the implementation of the Boracay Action Agenda (BAA) and the 2018 mid-term review To work on capacity building in handling investment treaty obligations a potential Investment Treaty Handbook. Renewal of the IFAP To implement project on Strengthening Implementation of APEC s Transparency Standards (Canada). To implement project on Inclusive Business Leaders Conference (Philippines).

6 To implement project on Sustainable and Inclusive Investment Policies within the APEC Region and How FDIs can contribute (PNG). To support the implementation of project on Creating Inclusive Growth through Resources Industry Development (PNG) Sub-Committee on Standards and Conformance (SCSC) To endorse SCSC Collective Action Plan (CAP) on Trade Facilitation 2018 (equivalent to Appendix 2 of SCSC ToR) and further implement relevant works related to trade facilitation based on CAP To continue the work for WTO TBT and WTO SPS. To promote alignment with international standards and active participation in international standardization under the revised format for the 6 th Voluntary Action Plan (VAP). To develop indicators to assess the strength of quality infrastructure in APEC. To continue the work on Good Regulatory Practice including through the 11th Conference on Good Regulatory Practice (to be hosted by EC in 2018). To continue developing and sharing capacities in matters of technical infrastructure especially through the realization of 12 th Conference of Standards and Conformance. To promote educational infrastructure on standardization, metrology and conformity to reduce the gaps in the region, by utilization of important events such as International Standards Olympiad. To strengthen food safety systems, enhance the harmonisation of food standards with science based international standards, and facilitate trade in safe food by streamlining of export certificate requirements and harmonizing maximum residue limits (MRLs) for pesticides. To continue the work by Wine Regulatory Forum (WRF) especially further promotion of APEC Export Wine Certificate. To continue cooperation on Electrical and Electronic Equipment Mutual Recognition Arrangement (EEMRA) Pathfinder to enhance the Implementation of APEC EEMRA, towards 23rd Joint Regulatory Advisory Committee (JRAC) on Electrical and Electronic Equipment meeting in the margins of SCSC2. To continue SCSC-SMEWG collaboration under the endorsed work plan to address issues related in standards and conformance that will enable SMEs participation to the regional and global markets, as well as collaboration with the initiative such as the Boracay Action Agenda (BAA). To continue collaboration with IEC and ISO. To review the SCSC s ToR including setting of new Thematic

7 Priorities in align with CTI priorities, based on outcomes of Policy Discussion. Sub-Committee on Customs Procedures (SCCP) To monitor implementation of the WTO TFA in collaboration with the CTI To make efforts to promote effective coordination and cooperation among relevant stakeholders from public and private sector in the implementation of the WTO TFA (Including the finalization of the report on the Enhancement of Stakeholder Engagement in the Implementation of the WTO TFA) To contribute to the implementation of SCFAP II, including: Chokepoint 1 (Lack of coordinated border management and underdeveloped border clearance and procedures) Chokepoint 4 (Limited regulatory cooperation and best practices), Chokepoint 5 (Underdeveloped policy and regulatory infrastructure for e-commerce) In collaboration with the CTI, to contribute to the implementation of the ROO work program to implement the Lima Declaration on FTAAP (Reviewing the Model ROO guidelines, etc.) To continue exchange of views in promoting single windows system To continue exchange of views among members on the effective implementation of AEO system, including facilitation of MRAs in the APEC region To conduct the Workshop on Implementation of APEC Customs APEC Transit Guidelines (September 2018) To continue working on the APEC Implementation Plan for the Boracay Action Agenda to Globalize MSMEs. Intellectual Property Rights Experts Group (IPEG) To implement a suite of projects and initiatives regarding SMEs utilization of intellectual property rights to their business, including the following: Update on Russia s project on Intellectual Property Commercialization for SMEs Update on Philippines project on Promoting Innovation through a Mechanism for IP Valuation, Financing and Leveraging IP Assets Update on US project on Trademark-Infringement Determinations in a Border-Enforcement Context Update on Canada s project on Chargeback Workshop. Completion Report by Mexico on the SMEs Innovation: Capacity

8 Business Group (BMG) Mobility Building on IP Strategy project. Update by Chinese Taipei on the Guidelines on the Best Licensing Practices of Collective Management Organizations (CMOs) to MSMEs project. Update on Peru s project on Best Practices on Patent Commercialization for Independent Inventors. Update on Hong Kong s Self-Funded project on Workshop on Promoting Best Practices in Licensing for SMEs in Creative Industries. Final report and questionnaire on Russia s Self-Funded project on Enhancing IP system in remote areas of APEC economies. Economies to put forward concept notes to seek funding to implement new projects touching upon different IP issues: Russia s proposal on Innovative technologies for IP education: legal and economic aspects and best practices for trainers. Korea s proposal on APEC IP Business workshop based on Guidebook for SMEs IP Business-Cycle. Russia s proposal on "Protection of Intellectual Property Rights in Digital Content Trade". To amend the Terms of Reference (TOR) of IPEG by 2018 To implement the revised TOR that was endorsed by the BMG at BMG2 SOM (further endorsed at BMG1 and CTI1 2018, with addition of the sunset clause and quorum in accordance with the instruction by Senior Officials on APEC reform). The revised TOR ensures that the work of the BMG aligns with APEC priorities, focusing on strengthening capacity and capability of economies in border management and risk-mitigated travel, to facilitate the efficient flow of bona fide businesspeople in the APEC region. To focus on the future success of the ABTC by establishing a BMG workshop dedicated to exploring high-level options for developing the ABTC scheme in a manner that will ensure the ABTC remains a competitive and attractive product. To continue ensuring the integrity of the ABTC scheme and those who benefit from it by establishing a BMG meeting dedicated to fostering open dialogue on integrity issues that economies face and taking proactive measures to manage and mitigate them. To work with the APEC Secretariat to consolidate ABTC information on the apec.org website, in response to the need for public transparency in the application processes and updated border entry requirements under the ABTC scheme. To continue supporting people-to-people connectivity, enhanced traveler facilitation and border integrity in the APEC region through

9 improving consistency of the ABTC travel experience. To continue improving ABTC program management through member collaboration on an ABTC Best Practice Guide that will deliver better client service and promote better mobility by APEC business community in the region. To explore complementary uses for RMAS that may expand take up, including consideration of a concept note to investigate a link between RMAS and Interpol s Stolen and Lost Travel Document database (led by New Zealand; co-sponsored by Australia, Papua New Guinea, Chinese Taipei, Thailand and Malaysia). To work with other economies to commence, further or conclude RMAS implementation, thereby contributing to connectivity, regional border security, and counter-terrorism measures. To continue to work collaboratively on projects identified in the APEC Travel Facilitation Initiative (TFI), working closely with the TFI Steering Council and relevant APEC sub fora to enable more efficient and secure travel including work related to Advance Passenger Information (API)/Passenger Name Records (PNR). Electronic Commerce Steering Group (ECSG) Revise the Terms of Reference (TOR) of the ECSG for endorsement in 2018 as part of the work to develop the strategic plan Communications strategy for the revised APEC Privacy Framework and the CBPR and PRP Systems. Assessment and review of Korea Internet and Security Agency s (KISA) application for recognition as an Accountability Agent under the CBPR System Encourage and facilitate economy participation in the CBPR and PRP systems through capacity building projects, assistance and guidance as required. Contribute to the implementation of the Lima Declaration Contribution to the implementation of the ASCR Chemical (CD) Dialogue Complete the self-funded one-year capacity building program for chemical regulators through the hosting of four webinars on topics selected to follow on the 2017 Best Practices in Chemical Regulation workshop; Endorse and submit an annual report regarding implementation of the Globally Harmonized System for the Classification and Labeling of Chemicals ( GHS ) to the Ministers Responsible for Trade ( MRT ); Solicit and compile economy responses to the GHS Implementation Rationale Survey;

10 Endorse the Chemical Trade Paper A: Chemical Trade Data - Regional Flows: Revised (Doc. No. 2018/SOM1/CD/011; Endorse the revised report on the Economic Importance of the Chemical Industry in APEC Economies (Doc. No. 2018/SOM1/CD/012); Endorse the Virtual Working Group on Data Exchange s 2018 work plan; Endorse a 2018 work plan for the Virtual Working Group on Marine Debris which includes: (a) hosting Asia Pacific Infrastructure Partnership meetings on waste management in Indonesia, Viet Nam, and the Philippines; (b) support for a concept note being submitted to the Oceans and Fisheries Working Group ( OFWG ) to update a 2009 study conducted by the OFWG on the costs of marine debris to APEC economies;(c) host a meeting on the margins of the World Bank and International Monetary Fund ( IMF ) meeting in Indonesia on marine litter and waste management infrastructure; and (d) continue to contribute to APEC-wide discussions on urbanization, infrastructure, and sustainable materials management; Endorse the Summary Report and Recommended Next Steps Related to the Survey of Import Requirements for Industrial Chemicals (2018/SOM1/CD/010); Develop recommendations for promoting alignment of import requirements for industrial chemicals across the APEC region; and Complete the SAICM Reporting Template (Doc. No. 2017/SOM3/CD/026) and begin drafting a regional submission from the CD to the SAICM process in advance of SAICM s final meeting in Life Innovation (LSIF) Sciences Forum Collaborate with HWG to adopt Statement of the 8th APEC High- Level Meeting on Health & the Economy Principles/recommendations for improving transparency and stakeholder consultation in the health and life sciences sector A dialogue in Thailand is planned for mid-2018 which will convene government officials; private sector (APFF members, insurance and micro-insurance providers, biopharmaceutical industry, healthcare providers, legal and consulting firms); multilateral develop banks and international institutions (World Bank, ADB, WHO, OECD); academic institutions and other stakeholders. The dialogue will generate a report with economy specific recommendations on innovative healthcare financing.

11 Set of performance indicators for measuring progress towards achieving the 2020 goal of achieving regulatory convergence of medical products. RHSC is building skilled human capacity through network of Centers of Excellence and supporting the gradual adoption of internationally recognized technical guidance documents, standards and scientific principles. An Action Plan for addressing barriers to healthcare services for populations affected by rare diseases Conduct capacity building workshops through the APEC mental health digital hub at SOM3. Establishment of an APEC Tropical Health Workforce Development Hub. Automotive (AD) 1 Dialogue Advance work made by APEC LSIF Biomedical Technology Commercialization Center (TCTC) through regional workshops to train university technology transfer managers to value their discoveries and bring them to market. (TO BE PROVIDED LATER) 1 The Automotive Dialogue s first meeting of 2018 will be held in June.
