Project objectives To conduct a survey on the initiatives that NSBs apply to help MSMEs better understand the benefits of standards & conformance, and encourage adoption of standards and services by accredited conformity assessment providers and initiatives to get MSMEs more involved in the development of standards, conformity assessment and metrology businesses. To exchange information about best initiatives in a 2-day workshop and deeper discuss the survey results. The workshop will be held at the margins of SOM 3 in To prepare a publication with APEC recommendations on best initiatives that NSB could apply to help MSMEs better understand the benefits of standards & conformance, and encourage adoption of standards and services by accredited conformity assessment providers and initiatives to get MSMEs more involved in the development of standards, conformity assessment and metrology businesses. 2

6 Results of the Survey Sixteen surveys of twelve Economies were finally received. Al data surveys were considered for analysis regarding part A and B of the questionnaire. For part C of the questionnaire only one answer per Economy was taken for initiative analysis. The criteria to select the most representative survey was based on those that described an experience in developing a permanent, replicable and sustainable initiative. Based on data survey, most of the initiatives developed to promote MSMEs competitiveness was performed by National Standard Bodies. It is evident how important an active are National Standard Bodies within quality infrastructure to support MSMEs. 11

Conclusions and recommendations INACAL Peru, quality that leaves print Perú, calidad que deja huella CONCLUSIONS AND RECOMENDATIONS Nine Economies reported to have developed or participated in projects, programs or initiatives that support MSMEs on standards, conformity assessment and/or metrology activities. These are: Australia; Chile; Hong Kong, China; Japan; Peru; The Philippines; Singapore; Chinese Taipei and Thailand. National Standard Bodies have an active role in promote SMES competitiveness through standardization activities. Six of the initiatives (60%) developed by the Economies were promoted by National Standard Bodies (Australia; Chile; Japan; Peru; Singapore and Thailand); - Two (20%) for National Metrology Institutes (Hong Kong, China; The Philippines); - One (10%) for Accreditations Boards (Chinese Taipei); and, - One (10% ) for Conformity Assessment Bodies (Thailand). Six of the initiatives (60%) developed by the Economies were promoted by National Standard Bodies (Australia; Chile; Japan; Peru; Singapore and Thailand); - Two (20%) for National Metrology Institutes (Hong Kong, China; The Philippines); - One (10%) for Accreditations Boards (Chinese Taipei); and, - One (10% ) for Conformity Assessment Bodies (Thailand). The Initiatives reported by 06 Economies were supported by public funding.these Economies are: Chile; Hong Kong, China; Japan; The Philippines; Singapore and Thailand. The following eight (08) Economies reported that their project/programs or initiatives are replicable, sustainable and relevant for APEC economies: Australia; Chile; Hong Kong, China; Japan; Peru; The Philippines; Chinese Taipei and Thailand. 15
17 CONCLUSIONS AND RECOMENDATIONS Based on the survey responses, only three Economies (33%) measured the impact of their initiatives. These Economies are: Japan; The Philippines and Thailand. A predominant high level of woman involvement in National Standards Bodies (56%) and National Accreditation Boards (55%) was reported based on data survey. In contrast with the values for National Metrology Institutes (29%) and Conformity Assessment Bodies (20%). As result of the analysis from the survey replies received, the following seven (07) economies agreed to share eight (08) successful experiences in the Workshop Supporting Micro, Small and Medium Enterprises (MSMEs) Trade Facilitation through Standardization Activities held in Lima Peru: 2from Australia and 1 from Japan, Peru, The Philippines, Singapore, Chinese Taipei, Thailand. Besides the survey replies received, there were invited to join the Workshop Supporting Micro, Small and Medium Enterprises (MSMEs) Trade Facilitation through Standardization Activities: the following economies: Republic of Korea, Malaysia and the United States whose experiences are aligned to the project objectives and will contribute to increase awareness of the implementation of standards, conformity assessment and metrology.
