3 Coherence of Egyptian Policy with trade issues : Issuing the law of intellectual property protection (2003) Proposal for draft Anti Monopoly low( ) The consumer s organizations, human right organization. Signing the commitments on GATS and TRIPS agreements.
4 Coherence of Egyptian Policy with trade issues : Devaluation of the Egyptian pound. Reduction in customs fee. New laws for investment to liberalize the market Procedures and measures to encourage private sector, NGOs and Civil Society to ensure effective partnership
5 Coherence of Egyptian Policy with trade issues : The Supreme Council for Quality and Accreditation for health services organizations by a Ministerial Decree Establishment of national indicators and standards for quality of health services concurrent with international standards at primary and secondary level of health care Co-operation with international organizations e.g. world bank, EC and USAID in developing reform in finance and Economy e.g. national health account (NHA), public expenditure review (PER)
6 Coherence of Egyptian Policy with trade issues : Comprehensive studies about the impact of full application of TRIPS agreement on the Market of drugs and its price, and safe guard steps and procedures to avoid the adverse effect of TRIPS attached Policy of Essential Drug List (EDL) at primary and secondary levels Policy of using Generic names of the drugs Drugs rational policy and clinical pharmacy
7 Coherence of Egyptian Policy with trade issues : Development and Encourage investment in the manufacturing of drugs in Egypt, open new markets for the Egyptian drugs and Egyptian health services organization e.g. lab. and radiology Establishment of advanced, high quality specialized medical centers, equipped with high tech. Appliances followed to Governments, private sectors and also NGOs Establishment of a Governmental Group at the level of Ministers in Investments, Economics and health to support co-operation, co-ordination between agencies and Ministries and sectors,to ensure national stewardship of health system in the context of GATS.
8 Coherence of Egyptian Policy with trade issues : Establishment of formal Non- Governmental organization including all the private hospitals to establish contact and systematic interaction with trade and other key Ministrties. More flexibility from the Ministry of Health and Egyptian Medical Profession Syndicate towards the foreign health services providers either natural persons or commercial presence. Setting the priorities of MOHP polices and strategies for 20 years in a comprehensive policy document (D4)
9 Action Required To establish GATS suprime council. To identify a focal point for trade in health related services within the MOHP. To define the scope of commitments. The Supreme Council of trade define the list measures restricting market access
10 Action Required To collect and evaluate relevant information about the effect of existing trade in health related services within the country. To improve the quality, validity and credibility of information on the health sector. To collect Information about the state of trade and investment in health related services sector.
11 Action Required To establish contacts and systematic interactions (e.g. a GATS Supreme Council) with trade and other key Ministries and with representatives from private sectors and civil society To obtain reliable legal advice not only on GATS but also on other international investment agreements. To develop a sustainable mechanism for monitoring the impact of trade in health related services generally and the GATS 2000 process specifically.
12 Action Required To Build capacity at the national level to inform the GATS negotiations and monitor health implications of GATS (attached) Inter-agency co-operation and collaboration. Subject all request/offers liberalization to a thorough assessment of their health policy implications. Enacting new social health insurance law. Clear exemption policy
13 Building capacity at the national level at the following areas: General macro-economic and trade environment in the country. State of the trade and investment in health related service sectors included privet sectors and privet health insurance companies. Information technology and information systems. Institutional capacity and capabilities for handing liberalized trade in health related services.
14 Building capacity at the national level at the following areas: Legal advises not only on GATS but also in other international investment agreement. Marketing. Government procurement. Health economics. Negotiation Strategic management. Business management Quality and accreditation.
15 Building capacity at the national level at the following areas: Monitoring and evaluation. Health planning. Contracting. raising the technical capacity of all health providers Feasibility, financial and Actuarial studies and financial analysis Communication skills
