PURPOSE a. Manual. This Manual is composed of two volumes, each containing its own purpose, and reissues DoD M (Reference (a)). The purpose of the overall Manual, in accordance with the authority in DoD Directive (DoDD) (Reference (b)), is to implement the policy in DoDD Instruction (Reference (c)) and to assign responsibilities and prescribe procedures for managing DIBRS. b. Volume. This Volume provides instructions for creating DIBRS offense information including the State, offense, property description, and prison facility codes and the data element dictionary. 2. APPLICABILITY. This Volume applies to OSD, the Military Departments, the Office of the Chairman of the Joint Chiefs of Staff and the Joint Staff, the Combatant Commands, the Office of the Inspector General of the Department of Defense, the Defense Agencies, the DoD Field Activities, and all other organizational entities within the Department of Defense (hereafter referred to collectively as the DoD Components ). 3. POLICY. DIBRS policy is set forth in section 4 of Reference (c). 4. RESPONSIBILITIES. See Enclosure 2 of Volume 1 of this Manual. 5. PROCEDURES. See Enclosures 2 and 3.

2 6. RELEASABILITY. UNLIMITED. Cleared for public release. This Volume is approved for public release and is aavailable on the Internet from the DoD Issuances Website at 7. EFFECTIVE DATE. 5 ENCLOSURE 2 INSTRUCTIONS FOR CREATING OFFENSE INFORMATION 1. OFFENSE CODES GENERAL. Offense codes are divided into four basic components. The applicable codes for these fields are provided in the Appendix to this enclosure. a. Offense Statutory Basis. The offense statutory basis indicates the source of the statute violated; i.e., the statutory basis of the offense that, in turn, creates the jurisdiction involved. Federal codes other than those in Chapter 47 of title 10, United States Code (U.S.C.) (also known and hereafter referred to as The Uniform Code of Military Justice (UCMJ)) (Reference (ed)) should include the correct statute reference. b. Offense Code. The offense code is the code for the offense itself. National Incident- Based Reporting System (NIBRS) codes are used for reporting local, State, Federal, and foreign offenses committed by civilians. Standard offense codes were developed for reporting UCMJ codes. c. Offense Result. The offense result indicates whether the offense was attempted or completed. d. Involvement. This code indicates the level of involvement of the person committing the offense. The involvement component applies only when the offense is associated with a person. 2. UCMJ CODING. Table 1 provides an example of how to report a UCMJ code using the four general offense codes in the Appendix. The example reports an attempted crime involving an arrestee who was an accessory. LOCAL, STATE, FEDERAL, AND FOREIGN CODING. Table 2 provides an example of how to report a local, State, Federal (other than UCMJ), or foreign code using the four general Offense Codes in the Appendix. The example reports a completed crime in the Commonwealth of Virginia involving the primary suspect and the Statutory Basis is Virginia State Code Change 2, 04/06/ ENCLOSURE 2

Table 3 provides an example of how to report a suicide using the special Offense Code for suicide, 0000A6, and the other three general Offense Codes in the Appendix. The Offense Statutory Basis Code is B, Non-Criminal Fatality (High Interest); the Offense Result should reflect whether the suicide was attempted or completed; and the Involvement is P, Principal Offender. 7 APPENDIX TO ENCLOSURE 2 GENERAL OFFENSE CODES This appendix provides the codes for the four offense code components described in section 1 of Enclosure 2 (offense statutory basis, offense results, involvement codes, and offense codes). Tables 4, 5, and 6 provide the offense statutory basis, offense results, and involvement codes. Tables 7 and 8 provide the offense codes. Table 7 is sorted by offense description. Table 8 is sorted by UCMJ code. (Both Tables 7 and 8 include offenses pursuant to References (fe) through (nm).) For the Group codes in the fourth columns of Tables 7 and 8, see Table 9. Table 4.
