Roscher Director, Rates & Tariffs tel fax John_Roscher@TransCanada.com web Dear Ms. Bose: Pursuant to Section 4 of the Natural Gas Act ( NGA ), and Part 154 of the Federal Energy Regulatory Commission s ( Commission ) regulations, 1 Columbia Gas Transmission, LLC ( Columbia ) hereby respectfully submits for filing and acceptance revised tariff section Part 1 Table of Contents ( Table of Contents ) to be part of its FERC Gas Tariff, Original Volume No. 1.1 ( Tariff No. 1.1 ), and certain tariff records containing two (2) amended Rate Schedule FTS ( FTS ) negotiated rate service agreements (collectively, Amendments ). 2 Columbia respectfully requests that the Commission accept the proposed tariff records, included as Appendix A, to be effective, as further described below. In accordance with Section VII.46, ANR is filing the Amendments to reflect revisions to two (2) negotiated rate agreements between Columbia and Core Appalachia Midstream, LLC ( Core ), as more fully described below: Contract No Columbia has agreed to allow Core to change the primary delivery point for volumes associated with both Twelve Pole Main Gas (#836643) and Constellation Big Sandy (#836799) to the TCO Pool (# P10) effective, and has updated the Appendix A to Contract No to reflect the change. Contract No is included in Appendix A as tariff record Contract No Columbia has agreed to allow Core to change the primary delivery point for volumes associated with Constellation Big Sandy (#836799) to the TCO Pool (# P10) effective, and has updated the Appendix A to Contract No to reflect the change. Contract No is included in Appendix A as tariff record Columbia Gas Transmission Corporation, 77 FERC 61,093 (1996), order on compliance filing, 78 FERC 61,263, reh g, 81 FERC 61,206 (1997). 4 Columbia originally filed FTS Contract No with the Commission as a service agreement containing negotiated rates in Columbia Gas Transmission Company, LLC, Docket No. RP (March 8, 2017) (unpublished Director s Letter Order). 5 Columbia originally filed FTS Contract No with the Commission as a service agreement containing negotiated rates in Columbia Gas Transmission Company, LLC, Docket No. RP (March 8, 2017) (unpublished Director s Letter Order). 2
3 Columbia advises that no undisclosed agreements, etc., are linked to the Amendments which are included herein as Appendix A. 6 To conform with Order No. 714, Columbia is submitting the Amendments individually and in their entirety as tariff records 3.3 and 3.4. Columbia is requesting that the Commission approve the Amendments (Appendix A tariff records 3.3 and 3.4), to be effective. Request for Waiver and Effective Due to administrative difficulties encountered in the execution of these Amendments, Columbia was unable to timely file the Amendments with the Commission. Therefore, Columbia respectfully requests that the Commission grant all waivers of its regulations, including Section , necessary to accept the tariff records included as Appendix A, to be effective. 7 Other Filings Which May Affect This Proceeding There are no other filings before the Commission that may significantly affect the changes proposed herein. Contents of Filing In accordance with Section of the Commission s Regulations, Columbia is submitting the following via its electronic tariff filing: 1. This transmittal letter; 2. A clean version of the tariff records (Appendix A); and 3. A marked version of the amendments (Appendix B). Certificate of Service As required by Sections 154.7(b) and of the Commission s regulations, copies of this filing are being served upon all of Columbia s existing customers and interested state regulatory agencies. A copy of this letter, together with any attachments, is available during regular business hours for public inspection at Columbia s principal place of business. 6 The Amendments provide all the information required by Section VII.46 of Columbia s Tariff, including: (1) the exact legal name of the shipper; (2) the negotiated rate; (3) the applicable rate schedule; (4) the receipt and delivery points; and (5) the contract quantities. 7 See Statement of Policy on Alternatives to Traditional Cost-of-Service Ratemaking for Natural Gas Pipelines and Regulation of Negotiated Rate Transportation Services of Natural Gas Pipelines, 74 FERC 61,176 at 61, (1996) (indicating that the Commission will readily grant requests to waive the 30-day notice requirement ). 3

Transporter shall perform and Shipper shall receive service in accordance with the provisions of the effective FTS Rate Schedule and applicable General Terms and Conditions of Transporter's FERC Gas Tariff, Fourth Revised Volume No. 1 ( Tariff ), on file with the Federal Energy Regulatory Commission ( Commission ), as the same may be amended or superseded in accordance with the rules and regulations of the Commission. The maximum obligation of Transporter to deliver gas hereunder to or for Shipper, the designation of the points of delivery at which Transporter shall deliver or cause gas to be delivered to or for Shipper, and the points of receipt at which Shipper shall deliver or cause gas to be delivered, are specified in Appendix A, as the same may be amended from time to time by agreement between Shipper and Transporter, or in accordance with the rules and regulations of the Commission. Section 2. Term. Service under this Agreement shall commence as of, and shall continue in full force and effect until Pre-granted abandonment shall apply upon termination of this Agreement, subject to any right of first refusal Shipper may have under the Commission's regulations and Transporter's Tariff. Section 3. Rates. Shipper shall pay Transporter the charges and furnish the Retainage as described in the amendment attached hereto as Attachment A. The provisions of Attachment A are incorporated herein by reference with full force and effect and are made a part of this Service Agreement as though restated herein verbatim. Section 4. Notices. Notices to Transporter under this Agreement shall be addressed to it at 700 Louisiana St., Suite 700, Houston, Texas , Attention: Customer Services and notices to Shipper shall be addressed to it at 414 Summers Street, Charleston, West Virginia 25301, Attention: Cathy Clark, until changed by either party by written notice.

26 ATTACHMENT A TO FTS SERVICE AGREEMENT FTS The applicable demand rate for High Side FTS service shall be a negotiated rate that is fixed for the primary term of the Service Agreement and that shall equal $9.125 per Dth per month for the term of the Service Agreement, regardless of the incremental monthly demand charge rate for recourse rate shippers that will be established as set forth in Section 2(c)(1) of the Precedent Agreement between the Parties and set forth in the Tariff. All other maximum applicable demand surcharges, commodity rates and surcharges, set forth in Transporter s Tariff, shall apply, in whatever form those maximum applicable rates and surcharges may take, and as those maximum applicable rates and surcharges may thereafter change from time to time. Shipper shall also provide to Transporter the maximum applicable then existing Commission approved Transportation Retainage percentage associated with the Appalachian Basin On-System Expansion Project High Side, in whatever form that Retainage may take, as set forth in Transporter s FERC Gas Tariff, and as amended from time to time. Shipper will be solely responsible for making all construction arrangements with, and/or acquiring any services from, upstream and/or downstream pipelines/entities that may be necessary for Shipper to transport natural gas to and/or from Transporter s pipeline system as set forth in General Terms and Conditions Section 9.4 of Transporter s FERC Gas Tariff.

35 Service Agreement No Revision No. 1 FTS SERVICE AGREEMENT THIS AGREEMENT is made and entered into this day of April,, by and between COLUMBIA GAS TRANSMISSION, LLC ( Transporter ) and CORE APPALACHIA MIDSTREAM LLC ( Shipper ). WITNESSETH: That in consideration of the mutual covenants herein contained, the parties hereto agree as follows: Section 1. Service to be Rendered. This negotiated rate will be fixed for the primary term of this Agreement, regardless of the monthly demand charge rate for recourse rate shippers set forth in Transporter s tariff, as it may change from time to time. Shipper will pay all other maximum applicable demand charges, commodity rates and surcharges set forth in Columbia s tariff, as it may change from time to time.
