INTRODUCTION According to the Safety Requirements for the Design of Nuclear Power Plants, all structures, systems and components (SSCs) that are items important to safety shall be first identified and then classified on the basis of their function and significance with regard to safety. This classification identifies the appropriate requirements, codes and standards to be applied in design, manufacturing, construction and operation. The IAEA started to prepare a new Safety Guide on the Safety Classification of Structures, Systems and Components in Nuclear Power Plants (DS 367) under the IAEA programme for Safety Standards for nuclear power plants. The IAEA Safety Guide on Safety Functions and Component Classification for BWR, PWR and PTR (Safety Series No. 50-SG-D1) issued in 1979 was withdrawn in the year 2000 because it did not comply with the new Requirements on design. This new Safety Guide will provide guidance in accordance with the current IAEA Safety Standards. The purpose of this Safety Guide is to provide recommendations to meet the requirements for the safety classification of SSCs, providing rationale and methodologies for this purpose. The recommendations in the Safety Guide will be suitable for the design of new plants and for the safety review of existing plants. This publication is intended for use by organizations designing, manufacturing, constructing, maintaining and operating nuclear power plants, as well as by regulatory bodies for the conduct of the regulatory review and assessment. 2. OBJECTIVE OF THE MEETING The objective of the meeting is to compile comprehensive information on current national practices and experience regarding the safety classification of structures, systems and components in nuclear power plants and to review the draft of the Safety Guide on the Safety Classification of Structures, Systems and Components in Nuclear Power Plants (DS 367). It is intended to discuss the advantages and disadvantages of different approaches presented and to provide recommendations for the finalization of the draft Safety Guide on the Safety Classification of Structures, Systems and Components in Nuclear Power Plants. The discussion should address different aspects of performing safety classification such as safety classification for design of new plants and for safety review of existing plants and also for NPPs with different types of reactors. In particular, the discussion should focus on: Fundamental safety functions Technology independent and reactor type specific safety functions Methods for classifying the safety significance of a structure, system or component Safety classification for NPPs with different type of reactors Interfaces between structures, systems and components of different classes 3. PROVISIONAL PROGRAMME The technical sessions of the meeting will be opened with a presentation on the IAEA policy in the area of safety classification, followed by presentations from different countries and organizations. Based on the insights gained from presentations, the second part of the Technical Meeting will be devoted to the finalization of the draft Safety Guide, which will be sent to the participants in advance of the meeting.

PARTICIPATION Participation is solicited from regulatory bodies, utility organizations, as well as design and engineering consultant organizations, research centres, and international organizations engaged in activities related to operational safety and regulation. To ensure maximum effectiveness in the exchange of information, participants should be persons actively involved in the subject of the meeting. Participants should complete the Participation Form (see Attachment A) as soon as possible and send it to the competent official authorities (Ministry of Foreign Affairs or National Atomic Energy Authority) for transmission to the IAEA Secretariat (see Item 11), to arrive no later than 1 August The designation of a participant will be accepted only if forwarded by the Government of an IAEA Member State or by an Organization invited to participate. The meeting is, in principle, open to all officially designated persons. The IAEA, however, reserves the right to restrict participation due to limitations imposed by the available facilities. It is, therefore, recommended that interested persons take the necessary steps for the official designation as early as possible. 5. VISAS Designated participants who require a visa to enter Austria should submit the necessary application to the nearest diplomatic or consular representative of Austria as soon as possible. On 1 December 1997 the Schengen Agreement entered into force for Austria, as a consequence of which changes in the entry procedures for the Schengen area were introduced. In order to comply with the provisions of the Schengen Agreement, persons who are invited by the IAEA to Vienna for official purposes and who require a visa should apply for a Schengen visa at least 14 days before entry into Austria at a competent mission. In States where Austria has no diplomatic mission, an application for a visa can be made under the same conditions at the consular authority of a Schengen Partner State representing Austria in the country in question. 6. EXPENDITURE The costs of the TM are borne by the IAEA; no registration fee is charged to participants. Travel and subsistence expenses of participants will not be borne by the IAEA. Limited funds are, however, available to help cover the cost of participants from countries eligible to receive technical assistance under the technical cooperation programme. Such assistance can be offered, upon specific request, to one participant per country provided that, in the IAEA s view, this participant will make an important contribution to the meeting. The application for financial support should be made at the time of designation of the participant. 7. PAPERS Papers should be submitted through the appropriate government channels on items in the programme. The submission of a paper implies that the author intends to participate in the meeting if it is accepted. A completed Participation Form (see attachment A), with an indication of the intention to present a paper must be sent to the IAEA through the competent official authority by 1 August WORKING LANGUAGE The working language of the meeting will be English.

4 Page LOCAL ARRANGEMENTS The meeting will be held at the Vienna International Centre, Conference Room VI, C07, in Vienna, Austria, and will start on Monday, 24 September 2007 at 10 a.m. and end at 4 p.m. on Friday, 28 September The meeting agenda and local details, together with information on local arrangements, will be sent to designated participants when the completed participation forms have been received. 11.
