3 Introduction INTRODUCTION Harikar NGO is a neutral, non-governmental, non-profit humanitarian organization established in 30th May 2004 by group of social activists. Harikar NGO as stated in its mission statement strives toward the fulfilment of human and women rights in Duhok Governorate as stipulated in the new Iraqi constitution of 15th October Harikar is committed to- within its resources- contribute towards the achievement of the internationally agreed Millennium Development Goals. Harikar believes in human rights, the right of every person to reach his potential without discrimination on the basis of race, gender, religion, social segment and ethnicity. We strive to achieve the social justice especially among the marginalized vulnerable groups. It also works towards elimination of all forms of discrimination against women and promotes their capacity to fully participate in the community development. In order to keep a track of all our regular activities for Syrian Asylum Seekers (SAS) and IDPs, this bi-weekly report has been prepared. The report highlights the following services conducted by the Harikar/PARC teams and others as divided by camps. Harikar s projects are funded by: Page 3 of 16

4 Chapter One CHAPTER ONE PROTECTION, ASSISTANCE & REINTEGRATION CENTER (PARC) Harikar/UNHCR PARC stands for Protection, Assistance, and Reintegration Centre which is a UNHCR funded project implemented by Harikar NGO. The importance of existing PARC lies behind its provided services to UNHCR POCs which generally aims to refugee protection. PARC activities could be classified as; protection monitoring to identify gaps and offer them for solution and assure refugee s access to basic social services, providing legal assistance to refugees and IDPs to be kept within the protection environment, registration based on standard UNHCR forms and database to keep the required information available whenever needed, providing cash assistance to off camp refugees in dire need to be an effective and appropriate form of relief assistance, GBV and SGBV services to assure that the risk of SGBV is reduced and the quality of response improved, QIPs implementation for the benefit of refugees and host communities so that both communities harmony is maintained. The case worker has conducted two sessions on community violence in Balqos and Gregawre for 8 males and 9 females. Syrian Response Program - Protection monitoring - Provision of legal assistance. - GBV and SGBV services - Registration - Quick impact projects IDPs Response Program PARC lawyers provided 26 cases with legal consultation, 9 cases had been represented before the court. 2 awareness sessions have been carried out on Kinship and Marriage expenses Duhok for 5 females and 17 males. The second session is about the importance of issuing marriage contract for 8 females and 6 males in Malta/ Duhok. PARC received 273 and 169 cases through Gawilan and Domiz camps Community Listening Centers respectively. Quick Impact Projects; 4 monitoring visits have been conducted to Duhok, Domiz and Gawilan. The urban case worker has conducted several sessions. A session has been given In Mserik and Moqble for 9 Males and 15 females on community violence. Another session has been carried out on ways of happiness for 4 males and 4 females in Kane. Moreover, a session on the bad effects of smoking has been given in two different places ; Qadish and Duhok/ Hai alaskari for 24 individuals The last session was in Sersink on how to behave children for 8 males and 7 females. The PMT has conducted 469 assessments in camp and non-camp areas. IDPs protection non-camp teams had paid visits to Page 4 of 16

5 Chapter One - Protection monitoring - GBV and SGBV services - Provision of legal assistance. (424 families) (2253 individuals) within the governorates of Duhok and Ninawah. In Duhok governorate, 7 districts (Duhok, Amedi, Shekhan, Bardarash, Akre, Zakho and Sumel) had been monitored by Harikar protection assistants. Legal Assistance in Duhok governorate; PARC lawyers, received 12 cases, 10cases are resolved, 64 case is still pending, and 6 legal advice. PARC lawyer has also conducted some sessions on the importance of issuing legal documents in several places; Qasrook center for 32 individuals, Qadish center for 43 individulas; Batel for 17 individuals and Sumel- betaske for 28 individuals. Legal Assistance in Nineveh governorate; PARC lawyers received 20 cases, and resolved 17 cases, 44 cases are still pending. Other Activities WOMEN LISTENING CENTER- WLC IN DOMIZ CAMP - CLC-Domiz camp received five new GBV cases, fpur new psychological cases. - CLC-Domiz camp center manager attended PARK project assistant manager meeting to discuss about some difficult cases, the plans of the upcoming activities and the remaining budget for each activity. - CLC-Domiz camp center manager attended GBV WG meeting. - CLC-Domiz camp center manager attended a meeting at UNHCR office with GBVIMS Task Force Co-Chair to discuss about the new guideline of GBV case management. - CLC-Domiz camp center manager coordinated with UNHCR/CS to support students fill out HOPES Scholarship forms. - CLC-Domiz camp center manager conducted a meeting with CLC staff. - WLC-Domiz camp presented two information sessions about the following topics: 1. FGD on: Verbal Abuse and Misunderstanding among Spouses. 9 women attended Several of them talked about their own experiences. 2. Information session on: The Legal Aspects of Prostitution and its Psychological Harm. 17 women and 1 girl attended. The attendees discussed about the existence of such issue in the camp $ was distributed by Harikar on 2 vulnerable cases in Domiz camp. - WLC-Domiz camp staff continuously visited service providers in the camp to provide adequate services for the survivors and other vulnerable cases: - The case worker twice visited a GBV case at her house to follow up her conditions - The vase worker went to Asayish with a legal case that had issues about her/his UNHCR form. - The case worker and the social worker went to BRHA to follow up several GBV and non GBV cases. - The case worker and the social worker went to Asayish with a legal case. - The case worker and the social worker went with a case to Harikar/Cs department to offer him/her a plot. - The case worker discussed the conditions of two GBV cases with UNHCR/Cs. - The case worker went with a GBV case to Asayish to so as to issue the case with UNHCR form and with another legal case that had legal concerns. - The case worker went to DVAW with a GBV case for follow up. - The case worker went to BRHA to follow up a GBV case as well as a legal case. - The case worker went to Asayish with three legal cases that had legal issues. - The case worker went Residency Directorate with a legal case. - The case worker and the social worker went to Domiz Reception to follow up constantly a non GBV case that had recently arrived KRI. 6 Chapter One - The case worker went to UNHCR/Cs dept. to follow up a legal case and a specific case. - The social worker went to Fayda/legal dept. to issue a GBV case power of attorney for divorce. - The social worker went to a non GBV case to Asayish, BRHA and UNHCR/ protection and Cs to coordinate for issuing the case with UNHCR form, resettlement and speed up the process of reunify the case with her/his two sons who were not allowed by YPK to cross to KRI. - Both social workers went to Domiz 2 camp to follow up some GBV cases. - The social worker went to BRHA with a GBV case that had issues with water supply. - The social worker went to UNHCR/CS dept. to follow up some GBV cases, - The social worker visited some GBV cases for psychosocial consultation and further follow up. WOMEN LISTENING CENTER- WLC IN GAWILAN CAMP - CLC/Gawilan camp received Five S/GBV cases. - CLC/Gawilan camp closed 12 Non-S/GBV cases. - CLC/Gawilan camp manager attended a meeting with Harikar SGBV focal point and Domiz camp CLC manager about CLC activity plan. - CLC/Gawilan camp manager held a FGD about the reason of divorced 1 girl and 8 women attended this FGD. - CLC-Gawilan camp presented three information sessions about the following topics: - One session by the case worker about (Domestic Violence): 11 women and 4 girls attended this session. - One session by the social worker about (How to overcome sadness) 30 women attended this session. - One session by social worker about (Forgiveness) 24 women attended this session. - CLC/Gawilan camp social worker and case worker coordinated and visiting some agency inside the camp to following up some Non-GBV and S/GBV cases. 7 Chapter Two Organizati on/ Funded by UNFPA CHAPTER TWO COMMUNITY SUPPORT CENTRES FOR IDPS The community Centres by Harikar funded by UNFPA are founded to provide social and psychological services, counselling, advocacy, and legal representation to IDPs in different IDPs camps;domiz 1, Domiz 2, Gawilan, Bardarash, Khanke, Bajid Kandala, and Sinone. 1.2 COMMUNITY CENTERS / GBV & YOUTH PROJECT / UNFPA Activities and Plan Date Location Sardam and Pasharuj Youth Centers in Domiz 1 and Gawilan respectively, deliver services to Syrian refugees had conducted many activities, such as; Peer education sessions, music, sport activities, etc. for the youth beneficiaries (607 M, 403F) were reached. Qaymawa-WSC in Qaymawa camp, supports Mosul IDPs: 506 Beneficiaries were reached (198 Girls, 97 Boys, 64 Men and 147 Women), through trainings, awareness creation sessions, individual case management sessions, etc. Mamrashan-WSC in Marmaton camp, supports Mosul IDPs: 372 Beneficiaries were reached (72 Girls, 14 Boys, 22 Men and 264 Women), through trainings, awareness creation sessions, individual case management sessions, etc. Gawilan-WSC which is located in Gawilan camp, delivers services to Syrian refugees, 729 beneficiaries were reached (159 G, 0 B, 40 M, 530 W), many activities and training were conducted, such as; Music course; English course (conversation); Photo course, etc Domiz-1 (Yasamin- WSC) for Syrian refugees: 310 (31 G, 0 B, 0 M, 195 W) reached through awareness creation sessions and recreation activities Domiz-2 (Nergez WSC) for Syrian refugees: 186 (30 G, 4 B, 28 M, 124 W) reached through awareness creation sessions and recreation activities Khanke-WSC reached out to 224 (44G, 6 B, 32 M, 142 W) beneficiaries through many activities: FGDs, trainings, adolescent sessions and recreation activities Bajed Kandala-( Shler WSC) reached out to 204 (35 G, 8 B, 37 M, 124 W) beneficiaries through many activities: FGDs, trainings, adolescent sessions and recreation activities Bardarash-WSC reached out to 711 (176 G, 34 B, 38 M, 463 W) beneficiaries through many activities: FGDs, trainings, adolescent sessions and recreation activities Snune-WSC reached out to 166 (54 G, 10 B, 4 M, 98 W) beneficiaries, through many activities: FGDs, trainings, adolescent sessions and recreation activities Tilesqof WSC: reached out to 141 (45 G, 8 B, 4 M, 84 W) beneficiaries, through many activities: FGDs, trainings, adolescent sessions and recreation activities 1 st -15th August, 2017 Domiz -1- Woman Social Center (WSC) Domiz-2- WSC Gawilan- WSC Bardarash - WSC Khanke-WSC Bajed Kandala-WSC Qaymawa- WSC Sinone-WSC Mamrashan- WSC Mobile Team Sardam - Youth Center Pasharuj - Youth centers Tilesquf-WSC Benefits and targets All activities conducted at both the Youth centers and WSCs are aimed at improving the Persons of concern Psychosocial wellbeing by improving their knowledge and skills concerning various aspects of their lives. 9 Chapter Three CHAPTER THREE WASH (WATER, SANITATION, AND HYGIENE) FUNDED BY CARE Harikar NGO is implementing different project activities for serving IDPs in different camps and improving their living conditions. This project, which is arranged to promote positive hygienic environments in different camps, is funded by CARE. 3.1 DARKAR CAMP Organization/ Funded by Issues Raised NTR Other Activities: NTR Activities implemented 1) 90 garbage collection points have been emptied on daily basis. 2) 75 skeptic tank/ cesspits emptied (Dislodging). Date Locations of the project 1-15 Aug 17 Darkar Camp Action Taken Benefits and targets 3919 Daily garbage collection and dislodging of skeptic tanks in Darkar camp. 3.2 CHAMMISHKO CAMP Organization/ Funded by CARE Issues Raised Activities implemented Date Locations of the project Benefits and targets 1) 14 cases of defects in the water network have been fixed. 2) 11 water samples tested for water quality in water network supply, no samples were reported to be under the standard quality range Aug 2017 Chammishko camp 3) 114 skeptic tanks have been emptied. 4) 550 garbage collection points have been emptied on daily basis, total number of trips to achieve that were 86. 5) 53 showers rehabilitated/ repaired ) One latrine rehabilitated/ repaired. 9 1) Garbage collection and dislodging is not regular and there is a shortage in labors with the garbage truck. Action Taken 1) WASH team met with the camp management, contractor, and local authorities to discuss the issue. It is solved now. Page 9 of 16

10 Chapter Three Other Activities: Continuous care and maintenance of WASH facilities in Chamishku camp. Continuous monitoring of WASH facilities to identify defects and needs by WASH staff. Continuous care and maintenance of WASH facilities by WASH staff. WASH team participated in the 3rd of August Yezidi's genocide. Page 10 of 16

11 Chapter Three 3.4 WASH IN HOST COMMUNITIES The implementation process of three water network projects, two in Zakho district in Ayaz and Ardawan neighborhood and one in Baadre district in Milachapara neighborhood, are still under process. 3.5 IMPROVEMENT OF MATERNAL AND CHILD HEALTH IN NORTHERN IRAQ Organization/ Funded by Harikar/ Care-KRI Activities implemented 423 mothers participated in awareness raising sessions on Breastfeeding and adequate baby nutrition and Family planning at Zummar and Rabia Health Centres. Harikar NGO with the consultation and help of Zummar and Rabia health centres doctors distributed a number of medications pregnant women and children (e.g., pregnancy supplement, new born baby supplement and birth control pills contraceptives ). 13 01-15 August 2017 Chapter Four 4.2 ENHANCING PROTECTION FOR VULNERABLE WOMEN AND GIRLS AMONG THE SYRIAN REFUGEES FROM SEXUAL GENDER BASED VIOLENCE AND TRAFFICKING DOMIZ CAMP Organizatio n/ Funded by UNDP Activities and Plan Date Location Benefits and targets LSC Lawyer pay a set of visits to Summel and Duhok court for LSC cases who need legal representation in the court. Legal and social center s Social worker field visits to some of the tents of LSC cases. Providing LSC applicable services to S/GBV cases that visit the center, DCVAW and IBHR monitor were involved in some cases which, some cases referred to other service providers within Domiz camp. Legal and social center in Domiz camp arranged 3 awarenessraising seminars plus one legal workshop which was held for Domiz plus 3 field visits in which in each awareness-raising session there were more than 15 Refugee participants on the themes, S/GBV and early marriage and other awareness themes. No. and type of Cases Received : Legal cases 29 Psycho-social August Domiz Camp Providing protection, legal and social services for refugees and providing support to S/GBV women. The target is to aware women and girls from the S/GBV and violence in all its aspects. 165 Beneficiaries between years, the cases received either social or legal services or had participated in LSC awareness raising sessions with follow up cases. Coordination Activities: Coordination with partners for starting a new phase of the project: DCVAW directorate in Duhok IBHR directorate in Duhok, Domiz camp management expressed their happiness for the center to start work again. Coordination meetings with each UNHCR and UNICEF agencies. Staff daily meetings with each of Asayish, BRHA and UNHCR in the sake of resolving some LSC cases. GBV S. working group monthly meeting held in Duhok in DCVAW directorate. Discussing many issues and matters such as protection from sexual exploitation and abuse (PSEA), Standard Operation Procedures System of Kurdistan region of Iraq (SOPs). Coordinating with UNFPA in Domiz2 camp for providing them services. The staff enhanced participating in Camp Cleaning Campaign with camp administration and some other actors. Page 13 of 16

The lawyer also pay regular visits to Duhok to Personal Status Department The social worker arranges weekly field visits to IDP tents to follow up LSC cases. Providing LSC applicable services to S/GBV cases plus social support to other cases some cases had been referred to other service providers, moreover they attended awareness-raising sessions arranged in the center. During the preceding days Sharya Legal and social center conducted 4 seminars for raising the community awareness about the themes (early marriage, domestic violence, relaxation sessions.. etc.) which in each there are more than 15 participants from IDP community. Also a relaxation session were held by LSC social worker for a number of S/GBV clients. No. and type of Cases Received Legal cases 37 Psycho-social August, 2017 Sharia camp The target is to provide legal and social services for IDPs and helping S/GBV women. Coordination Activities: Starting the new phase of the project by a couple of coordination meetings with each: DCVAW directorate in Duhok IBHR directorate in Duhok Shariya camp administration Multiple meetings with Sharya camp administrations for lack of electricity inside the camp Two meetings held by Sharya camp administration with other PSS service providers in the camp discussing the matter of having a specialized psychiatric in camp health clinic to provide services in the camp instead of having cases to travel to Duhok. For this matter a proposal raised from Sharya camp administration and all camp actors to B.RH.A in Duhok. GBV S.working group monthly meeting held in Duhok in DCVAW directorate. Discussing many issues and matters such as protection from sexual exploitation and abuse (PSEA), Standard Operation Procedures System of Kurdistan region of Iraq (SOPs). Sharya center staff enhanced coordination with WRO-Family friendly space center; specialized in providing vocational training to IDP women inside Sharya camp. Center staff paid a visit to Lafam organization to enhance coordination, giving them an overview about the services that LSC provide. And that for referring in need cases to LSC in the future.
