15 Project governance & schedule The project will be built by the future operator of Calais and Boulogne-sur-mer ports (which will be considered as a unique port) Tender is proceeding. Contract with the new operator will start beg Calais port 2015 project should start as early as 2014

17 MARPOL and EU directive In the frame of MARPOL convention, the goal of reducing sulphur emission of ships as been defined so as to reduce climate change and improve air quality. This was transposed by the european parliement into european legislation, with a more stringent approach.

18 Sulphur Emission Control Area (SECA) The instrument to limit emission of sulphur oxydes (SOx) is the sulphur concentration in bunker fuels. For Sulphur Emission Control Area (SECA), the targets are: Before 01/01/15: 1% After 01/01/15: 0,1%

19 Solutions How to achieve this goal? Short term: >desulphurized fuel. No modification of ships, but very costly (fuel cost %) >scrubbers. Not fully tested. May be the best solution for old ships. Long term: LNG. >very competitive compared to MGO >seems to be compatible with futur legislation (NOx) >need heavy investment on ships, and also in ports

20 What it means in Nord-Pas de Calais Concerns & risks Nord-Pas de Calais region is particularly concerned by this directive: cross-channel trafic (ferries), short-sea shipping through the Strait Cross-channel: Ferries cost structure is significativly impacted by bunker fuel Scrubbers are not likely fit for ferries (technical & economical reasons) Short-sea shipping: significant risk of modal shift to road transport

21 What it means in Nord-Pas de Calais LNG terminal will be operational in 2015, as an import tool. It can be modified so as to allow loading of ships & trucks Industries linked with the LNG terminal are already working in network (Innocold) Opportunities A pilot studies (TEN-T) is conducted by ports of Dunkirk and Calais

22 Issues Questions (more on this tomorrow!): Are the goals set by the directive achievable? What will happen (on a macroeconomic scale) if ships are not adapted on time? Will all cargo still be carried by ship (short-sea shipping)? How to finance ships adaptation (installation of scrubbers, complete motor revamping, adaptation of port infrastructures, )?
