3 A Profile on Chairman Charles Gyude Bryant Profile of the Chairman Charles Gyude Bryant has been active in Liberian civic and political affairs since the early 1970s. When the military junta headed by Samuel K. Doe lifted the ban on political activity in 1984, he joined a number of other prominent Liberian political and business leaders to found the Liberia Action Party (LAP), which was recognized by independent observers for winning the presidential and legislative elections in In 1992, Gyude Bryant was elected chairman of LAP. A skilled consensus builder, he has built the party into an institution that played a leadership role in bringing the fractious Liberian opposition together. In 1997, he brought six parties together into an alliance to contest the special elections following the end of the civil war. More recently, he brought five of the opposition parties to play a lead role in the Accra peace talks. Following his graduation from Cuttington University College with a Bachelor of Arts degree in economics, Bryant was hired by the Mesurado Group of Companies, to serve as fleet manager of Mesurado Fishing Company in In 1973, Gyude was employed by the National Port Authority to head its planning and development department. In 1977, Gyude founded the Liberian Machinery & Supply Company (LIMASCO), of which he is president and CEO. Chairman Bryant has been an active member of the Episcopal Church of Liberia. In 1996 he was elected chairman of its Diocesan Board of Trustees. the past seven years, he has also served as chairman of the church s Boy Town Institute, which is involved in rehabilitation of child soldiers. Chairman Bryant is married to Rosie Lee Bryant-Nee Williams and has three children.
4 Introduction I. Introduction This document is a compilation of the organisational charts and contact list of key Ministries and agencies of the National Transitional Government of Libera (NTGL). The NTGL is headed by Charles Gyude Brant who was sworn in as the Chairman of the Transitional Government on 14 October Posts within the Government s twenty-one Ministries are shared among members of the old Charles Taylor regime, the LURD and MODEL factions, former opposition political organisations, and civic groups. The contact list includes names, positions, and telephone numbers. There are some ministerial structures that are not included due to the nature and function of those ministries. The purpose of this document is to acquaint the Humanitarian Community with the structures and functions of the Ministries and Agencies of the Government of Liberia which are relevant to the implementation of their programmes. It is also hoped this booklet will be of use to the Transitional Government as it establishes and organises itself. UNJLC would like to thank officials from the various Ministries for providing information in compiling this booklet.
5 II. Functions of Ministries: There are key ministries that are relevant to the humanitarian community. Function of Their Ministries functions & Agencies have to be clearly understood for accessibility and collaboration. 6 1. The Ministry of State for Presidential Affairs: acts as a liaison Function body between of Ministry the & office Agencies of the Cont. President and other ministries and agencies. The main responsibility of the Ministry is to coordinate the routine activities of the President. 2. The Ministry of eign Affairs: The ministry of eign Affairs: this ministry is charged with conducting Liberian foreign relations abroad; issues visa to immigrate or visitor to the countries; served as chief custodian of the seal of the republic; also it registered and issues articles of incorporation to businesses, international organizations and foreign missions in the country; approve/revoke Duty Free Exemption. (In Consultation with the Ministry of Finance 3. The Ministry of Information Culture and Tourism: It is the chief spokesman for the government. It informs the public on both national and international programmes. Its also informs the public on Government of Liberia activities, as well as promoting the Liberian culture through tourism. 4. The Ministry of Finance: Chief Comptroller for Liberian Funds: it imposes and regulates taxes, customs and excise regulation. Collection of government revenues is also within its power 5. The Ministry of Planning & Economic Affairs: Chief planner of the Government. It liases with other ministries and agencies of the public sector in developing the country s development plans. It is also the key government focus with regards to the programme implementation of national and international NGOs. Scrutinizes and approves Duty-Free Privileges. 6. The Ministry of Justice: It is the Chief Legal Counsel of the country; it ensures that all residents within its boundaries are protected under the laws of the country. It also investigates all violations of the law as well administer immigration and naturalisation procedures and regulations in the country. Both the Liberia National Police and the Bureau of Immigration fall under the jurisdiction of this ministry. 7. The Ministry of Commerce and Industry: Controls commodity prices, sets standard and commodity controls. It is also responsible for local business registration. 8. The Ministry of Labour: Supervises and monitors all labour policies, protection of the rights of both labour and management; receives and approves applications for work permits for expatriate employees. Attests all employment contract. 9. The Ministry of Transport: coordinates, supervises and regulates the transport industry in the country (land, sea, and air).
7 . Function Of Ministries Cont 10. The Ministry of Post and Telecommunications: Supervises and coordinates the mail delivery system in and out of the country; issues licenses; and monitors the use of import communication equipment. Provides clearing permits for electronic communication instruments and equipments. 11. The Ministry of Lands, Mines and Energy: Provides geological data. It grants or denies applications for prospecting, exploring and mining rights. Conduct research on Liberian energy reserves. 12. The Ministry of Education: Develops national education policies, supervises and monitors all pre-primary, primary and secondary schools in the country. 13. The Ministry of Public Works: It is responsible for designing, maintaining and constructing all major roads, highways, and bridges. It supervises, as well as provides technical services for other agencies. It also carries out urban and town zoning. 14. The Ministry of Rural Development: Plans and coordinates self-help development programmes for the rural population. This includes, roads, bridges, construction of hand pumps, etc 15. The Ministry of Health & Social Welfare: Coordinates and develops programmes for the health sector. It is also responsible for disease prevention and control. It initiates and coordinates programmes for the welfare of youth and people with physical disabilities. Coordination of charitable organisation is under its supervision. 16. The Ministry of Gender Development: coordinates and formulates policies on women rights, gender balance and gender equality. 17. The Ministry of National Defense: It is charged with the responsibility of national security and protecting the national boundaries and territory. It oversees the operations and training of the Armed ces of Liberia. 18. The Ministry of Internal Affairs: It has oversight responsibility over the local government and coordinates the affairs of tribal matters including the election of traditional leaders. It is also the chief custodian and promoter of the Liberian culture. 19. The Ministry of Agriculture: Plans, develops, and conducts research on the promotion of agriculture production and issues of wildlife preservation. 20. The Ministry of National Security: investigates cases of corruption, subversion, and espionage. The Ministry is also the general coordinator of all security apparatus within the country, and is the chief advisor to the government for security matters. 21. The Ministry of Youth and Sports: Coordinates and formulates all sporting and skill training programmes. 22. The Liberia Refugees Repatriation and Resettlement Commission (LRRRC): mulates policy on matters relating to refugees in the country, assists in soliciting local and international assistance for refugee-related activities in the country.

41 ARTICLE XX Interim Period 1 a. With the exit of the President Charles Taylor of the Republic of Liberia, the GOL shall be headed by the Vice President for an interim period. b. The Vice President shall assume the duties of the current President for a period not beyond 14th October 2003, whereupon the Transitional Government provided for in this Agreement shall be immediately installed. ARTICLE XXI Establishment Of a Transitional Government 1. An all-inclusive Transitional Government to be called the National Transitional Government of Liberia, (NTGL), is hereby established to replace the present Government of Liberia. 2. The NTGL shall be inaugurated and fully commence operations by 14th October, 2003 and its mandate shall expire on the third Monday of January 2006 when the next elected Government of Liberia shall be inaugurated.
42 3. Immediately upon the installation of the NTGL in Liberia, all cabinet s, Deputy and Assistant s,heads of autonomous agencies, commissions, heads of public corporations and State-owned enterprises of the current GOL shall be deemed to have resigned. This does not preclude re-appointment according to the appropriate provisions of this Agreement. 4. The authority of the NTGL shall be established and recognised throughout the territory of the Republic of Liberia, immediately upon its installation in Monrovia. The NTGL shall have control over the entire territory of Liberia. 5. The LURD, MODEL, and all irregular forces of the GOL shall cease to exist as military forces, upon completion of disarmament. 6. There shall be no restriction on members of the LURD and MODEL to engage in national politics through the formation of political parties or otherwise, save and except those restrictions imposed on all parties and associations by the relevant laws of Liberia.
43 ARTICLE XXII ANNEX - Mandate Of The National Transitional Government of Liberia 1. The primary responsibility of the NTGL shall be to ensure the scrupulous implementation of this Peace Agreement. 2. In addition to normal State functions, its mandate shall include the following a. Implementation of the provisions of the Ceasefire Agreement; b. Overseeing and coordinating implementation of the political and rehabilitation programs enunciated in this Peace Agreement; c. Promotion of reconciliation to ensure the restoration of peace and stability to the country and its people; d. Contribution to the preparation and conduct of internationally supervised elections in October 2005, for the inauguration of an elected Government for Liberia in January 2006.
44 ARTICLE XXIII Structure Of The NTGL The NTGL shall consist of three branches, namely: i. The National Transitional Legislative Assembly (NTLA); ii. The Executive; and, iii. The Judiciary. ARTICLE XXV The Executive 1. The NTGL shall be headed by a person to be called the Transitional Chairman. The Transitional Chairman shall be assisted by a Transitional Vice-Chairman. 2. Selection of the Transitional Chairman and Vice-Chairman shall be by consensus arising from a process of consultations undertaken by the accredited delegates and observers to the Peace Talks. The selection procedure is defined in Annex 2 to this Agreement. 3. The positions of Chairman and Vice-Chairman shall be allocated to the Political Parties and the Civil Society. 4. The Chairman and Vice-Chairman, as well as all principal Cabinet s within the NTGL shall not contest for any elective office during the 2005 elections to be held in Liberia.
45 ANNEX ARTICLE XXVI The Cabinet 1. The NTGL shall maintain the profile and structure of the Executive Branch of the present Government of Liberia. 1. In addition to the Commissions established by this Agreement, all existing public corporations and autonomous Agencies/Commissions shall operate under the present transitional arrangement, excluding the existing Commissions that have already been referred to under Articles XII and XIII of this Agreement. 3. The ministers, deputy and assistant ministers, heads of autonomous agencies, commissions, public corporations and state-owned enterprises, who should preferably be technocrats, shall be representatives of a broad crosssection of the Liberian society. 4. Allocation of ministerial positions, deputy and assistant ministerial positions, headship of autonomous agencies, commissions, public corporations and state-owned enterprises shall be made to the Parties to this Agreement through a process of negotiation. The allocations as agreed to by the Parties are contained in Annex 4 attached to the Agreement. Annex 4 is an integral part of this Agreement.
46 N N 5. a. The Parties shall forward to the Transitional Chairman within a period of seven (7) days, the name of E one nominee for each position allocated to them. X b. The Transitional Chairman shall within a three (3) day period, forward from the individual list of nominees from the Parties, the candidate for each position, to the NTLA. The NTLA shall, within seven (7) days, confirm or reject the candidate from each of the Parties list for each position. c. Where the NTLA is unable to confirm a candidate from any of the Parties list so submitted, the Chairman shall, following the same procedure as above and within three (3) days of receiving notification of non-confirmation from the NTLA, submit other name(s) which shall be obtained for the relevant Parties to the NTLA. The NTLA shall thereafter, within the same seven (7) day period, make a final selection thereon.
47 ANNEX 6. The mandate of the Cabinet shall include: a. Implementation of the decisions of the NTGL. b. Conduct of the usual activities of government ministries. c. Initiation of policies and recommendation of same to the Transitional Chairman for approval. 7. The Parties call on the United Nations, the ECOWAS, the AU, the International Monetary Fund, the World Bank, African Development Bank and other international institutions in a position to do so, to assign trained personnel and international experts for the purpose of providing technical support and assistance to the NTGL, especially for the functioning of its ministries and parastatals.
48 ARTICLE XXVII The Judiciary 1. The Judiciary shall be the third organ of the NTGL. Its structure shall remain unchanged. 2. Immediately upon the installation of the NTGL, all members of the Supreme Court of Liberia i.e. the Chief Judge and all its Associate Justices shall be deemed to have resigned. 3. Under the NTGL, all new judicial appointments shall be made by the Chairman of the NTGL and approved by the NTLA. Nominations for such judicial appointments shall be based on a shortlist of candidates for each position recommended by the National Bar Association, including the female lawyers. 4. The Chief Justice and all Associate Justices within the NTGL shall not contest for any elective office during the 2005 elections to be held in Liberia.
49 ABOUT UNJLC ABOUT UNJLC UNJLC is an inter-agency facility reporting, in the current emergency, to the Humanitarian Coordinator for Liberia, and overall to the Inter-Agency Standing Committee. Its mandate is to coordinate and optimise the logistics capabilities of humanitarian organisations in large-scale emergencies. UNJLC operates under the custodianship of WFP who are responsible for the administrative and financial management of the Centre. UNJLC is funded from voluntary contributions channelled through WFP.
