PRO ACCESO A LA INFORMACION PUBLICA Coordinator, Santiago, Chile ( ): Worked to establish and strengthen the coalition of Chilean citizens and organizations dedicated to promoting access to official information in Chile through legal and cultural change, supported by the Open Society Justice Initiative. Responsible for coordinating all aspects of coalition activities, including outreach strategies, promoting new law on access, covering relevant local and international litigation, and building effective relationships among sectors of Chilean civil society and political leadership. These efforts led to new Chilean laws and structures advancing access to information, considered to be a model for other countries. CONSULTANT, PEACE OPERATIONS AND ALTERNATIVE DISPUTE RESOLUTION Fundación Poder Cuidadano, Argentina ( ): Led and managed a team of researchers to assess best practices in conflict resolution programs for children and young adults, working with Lius Moreno Ocampo (in 2003 named first Prosecutor of International Criminal Court). Designed a strategy for this Argentine NGO to expand its conflict resolution program for children of different ages throughout Argentina. Conflict Management Group, Cambridge MA ( ): Managed team of researchers and wrote case materials for the Executive Program at Harvard s Kennedy School of Government on international management of the conflict in the Balkans, working closely with Prof. Antonia Handler Chayes (expert in international relations and former United States Under Secretary of the Air Force). The Asia Foundation, Sri Lanka ( ): Working with a Colombo-based local research team, completed an extensive assessment of commercial dispute resolution in Sri Lanka, with focus on commercial arbitration. Report included description and analysis of research results with recommendations for follow-on activities. The Program on Negotiation (PON), Harvard Law School (1998): Conducted survey of over two dozen PON faculty concerning their needs for new teaching materials on international negotiation. Report included recommended strategies for meeting identified needs. Conflict Management Group, Cambridge, MA ( ): Led team on project for United States Agency for International Development (USAID) studying ADR in developing countries and co-authored resulting USAID publication, Alternative Dispute Resolution: Practitioners Guide. Managed all aspects of project, including literature review and case studies by research team, drafting of Guide and relations with the Advisory Team and USAID. Harvard Mediation Program, Community Mediator ( ): Competed intensive mediation training through Harvard Law School and served as a mediator in Massachusetts district court. Carnegie Corporation Project, Organizational Strategies for International Conflict Prevention ( ): Under direction of Harvard University Profs. Abram Chayes and Antonia Handler Chayes, studied interaction among international organizations, donors and NGOs in El Salvador, Gaza Strip and West Bank. Resulting case study on El Salvador published in

3 Commission on the Roles and Missions of the U.S. Armed Forces ( ): Served as independent consultant on international peace operations to Commission, mandated by U.S. Congress to recommend how the U.S. Armed Forces should adjust to the post-cold War era; three studies for this Commission were subsequently published. UNITED NATIONS OBSERVER MISSION IN EL SALVADOR El Salvador Electoral Officer, based in Santa Ana, El Salvador Member of core group of UN professionals addressing all aspects of the electoral process within the framework of the Peace Accords. Worked with political party leadership, NGOs and government officials in the Western Region of El Salvador, with specific responsibility for the approximately 200,000 voters in the state of Sonsonate. Facilitated relations and mediated disputes among the nine political parties, through regular meetings to discuss conflicts as well as the drafting and verifying compliance with codes of conduct. HARVARD LAW SCHOOL Cambridge, MA Visiting Fellow, Human Rights Program International professionals are selected for this program on the basis of active commitment to human rights and research. Specific activities included speaking engagements, research and writing on human rights, refugee and humanitarian law. As a Fellow, published article in Human Rights Quarterly on the rights of Palestinian women refugees (resulting in adjustments to UNRWA policies). GOVERNMENT OF BOLIVIA Cambridge, MA Consultant to Ministry of Foreign Affairs 1993 Advised Eduardo Rodríguez, Ministry of Foreign Affairs of the Government of Bolivia (who later became President of Bolivia), on Bolivia s negotiation of a bilateral extradition treaty with the U.S. Government. UNITED NATIONS RELIEF AND WORKS AGENCY FOR PALESTINE REFUGEES IN THE NEAR EAST (UNRWA) East Jerusalem Legal Officer, West Bank Operations Directed the legal aspects of UNRWA s West Bank Operations serving over 400,000 refugees, particularly on issues relating to international organizations, humanitarian law and human rights. Specific responsibilities included: establishing and then directing innovative Legal Aid project and new Paralegal Program for West Bank refugees; negotiating with Government of Israel officials regarding violations of human rights and of UN privileges and immunities; investigating directly, as well as training and guiding UNRWA officers, in investigation and reporting of violations of international law, human rights and humanitarian law; and strengthening UNRWA s relationship with Palestinian and Israeli human rights organizations. UNITED STATES DEPARTMENT OF STATE Washington Attorney-Adviser, Office of the Legal Adviser Specialized in legal aspects of international organizations and of diplomatic construction projects. Participated in negotiations with foreign governments in bilateral and multilateral fora, drafting and negotiating international agreements, resolutions and reports. Drafted and analyzed U.S. legislation with foreign policy content. Such projects included researching the risk of trafficking in the supply chains of Notre Dame licensed goods (ND Licensing Office as client), curating a public media exhibit to educate fellows students on modern day slavery (ND Student Government as client), and advising an international NGO on the best practices in design and evaluation of school-based interventions to reduce student vulnerabilities to sex trafficking (ECPAT as client). Legal Remedies for Human Trafficking, Notre Dame Law School Seminar spring Law School J.D. and LL.M. students completed research papers on a range of issues related to trafficking victims remedies. Most students completed case studies comparing the degree to which the legal remedies framework in specific countries met the UN human rights standards for victims remdies. Law and Human Development in Practice, Notre Dame Law School spring and fall This seminar addressed a range of topics related to human development, providing J.D. students with a deeper understanding of the features in the emerging field of law and human development. This course also supported students in a range of research and experimental learning experiences over the summer of Using this seminar framework, I supervised J.D. and LL.M. students in their law and human development summer research projects in 2011 and Business on the Frontlines, Mendoza College of Business, spring 2012 and spring 2014, faculty support to Guatemala interdisciplinary student teams consulting to Catholic Relief Services. As faculty leader for the Guatemala teams both years, I assisted graduate students in their pre- and post-trip efforts, as well as responsible for accompanying and advising them during their two-weeks of research in-country. Responsible for numerous 1-3 credit Directed Readings undertaken by LL.M. and J.D. students, on a range of topics, including but not limited to: refugee rights, issues of migration, human development and the law, and human trafficking and slavery, 2014-present. Human Trafficking, St. Michael and All Angels Episcopal Church South Bend, November Human Trafficking, Indiana Rotary Congress for High School Students, March Human Trafficking: Brazil Case Study, Trinity School at Greenlawn, December WORK IN PROGRESS: Project on Legal Remedies for Victims of Human Trafficking explores how legal systems around the world can better protect the interests of trafficking victims. This work tackles the question of what features of legal systems - and what legal tools - most effectively help human trafficking victims in the long run. A comparative analysis of remedies structures across countries will lay the groundwork for a comprehensive report on what works. The Human Trafficking Pro Bono Legal Center is a collaborating partner on this project. Project on Catholic Women Religious and Human Trafficking, once fully funded, is aimed at mapping and documenting Catholic sisters work across the globe to address modern-day slavery, with global mapping, analysis, and media outputs. Current efforts include building the historical and current narratives of these efforts, especially in shareholder activism. This project is carried out by CCHR and the U.S. Catholic Sisters Against Trafficking, with collaborating partner the Cushwa Center for the Study of American Catholicism. July 2017 Workshop of Optimal Life Course Conditions Framework for reducing vulnerabilities to sex trafficking and other exploitation, in partnership with Catholic Relief Services. This initiative is the direct result of work on the above project, focusing on assessing the efficacy of this new framework generated by Catholic sister-scholar Dr. Angela Reed. The 6

7 goal of the workshop is to assist CRS in formulating an action-framework to combat human trafficking. Convocate, Database on Catholic Social Teacing and International Human Rights Law is a multi-year CCHR project that I helped conceive and now oversee. This database, to be launched in April 2017, aims to bring Church teaching into conversation with international law, fostering interdisciplinary dialogue on human dignity and facilitating research on the Catholic Church s understanding of human Rights. This free online research tool is developed in close partnership with the Hesburgh Libraries Center for Digital Scholarship.
