Management and control system The management and control systems for the Fund is based on the principle of sound financial management. Systems (see document attached to the national programme) establish the procedures for managing and implementing the national programme and describes in detail the units involved in managing the AMIF, implementation procedures, coordination between authorities and the financial flows established to ensure good planning and implementation of the AMIF. Each of the authorities has assigned its powers as laid down in the decrees implementing the basic organisational structure of the ministries, and have the technical resources, human, methodological and operational to ensure the management of the Fund. EXECUTIVE SUMMARY Purpose 1, common European asylum system. The national strategy has the following priorities: A) development of the Spanish system for asylum and their adaptation to possible situations of mass influx, reinforcing programmes and services, (b) improving the quality of procedures and asylum decisions, and (c) Extension of resettlement operations. AIMS: Maintaining and improving reception conditions and reception of asylum seekers, including before influx; Detection and care for vulnerable groups, quality and speed of the asylum decision-making; Training of personnel; Information systems and databases appropriate to the international protection system (F.P.) and permitting the generation of statistics; Facilities for reception of applications; Resettlement. Results: Increase in human resources, materials and reception services; Action plan to mass influx; Trained staff; Handling of requests for P.I. in six months; Computer equipment and tools for handling of files of I.S.; Maintenance and improvement of facilities; And annual resettlement programmes (NRPs) adopted by the Council of Ministers. Objective 2, integration and legal migration. The national strategy takes as a reference the common basic principles of EU integration and respect for constitutional values that allow coexistence. Public authorities provide their services to all citizens on equal terms, focussing its attention on participation, access to employment, life, equality between men and women, language teaching and promoting tolerance and preventing the racist and xenophobic behaviour. The responsibility for the integration and their management is shared by the various administrations, civil society and citizenship. A national programme is in the limelight civil society to complete a transversal policies developed by different administrations. AIMS: A) the protection, assistance, integration of unaccompanied foreign minors (UFM) and improvement of reception facilities, (b) manage the forma flexible and effective system for the reception of third country nationals (TCN) and applicants and beneficiaries of international protection, (c) improve their employability, (d) strengthen the prevention of xenophobic attitudes; e) improving the time spent in education and improve their uptake, (f) prioritising the integration of women, children, vulnerable groups and the focus on certain groups like young new arrivals, (g) increase the integrated programmes in neighbourhoods, (h) strengthen cooperation between administrations and civil society, i) improving training of professionals, evaluation and dissemination of information to the public. Results: State actions for ore and improvement of reception facilities, state and regional integration actions targeted at not-for-profit organisations (Asbl), and a system of evaluation of results. Purpose 3 return. The national strategy is based on developing programs of voluntary return and reintegration in their countries of origin. BASELINE SITUATION IN THE MEMBER STATE Summary of the current state of play as of December 2013 in the Member State for the fields relevant to the Fund In Spain, the allocation of mandates and responsibilities in the areas of the Fund is as follows: The Directorate-General for Migration, adscrita (DGM) to the Secretariat-General for Immigration and Emigration (SGIE) within the Ministry of Employment and Social Security (MEYSS) is the responsible authority for the Fund. The DGM has assigned the tasks of host and integrated assistance to asylum seekers and refugees, the integration of third country nationals (TCNs), voluntary return and host-driven actions and humanitarian assistance to TCNs in vulnerable situations.the foreigners and social security offices responsible for processing applications for authorisations to reside and work of TCNs. Migration centres (CM), which include accommodation centres for refugees (car) and temporary migrant accommodation centres (CETI), belong to the SGIE. The delegated authority of the Fund is the Subdirectorate-General for the planning and management of security infrastructure and equipment, which comes under the State Secretariat for Security (SES), part of the Ministry of the Interior (MIR). Control of access to and egress from Spanish territory, the identification of the NTP, expulsions, returns, refunds, as well as coordination of the detention centres for foreign nationals (CIEs) rely on the Police Directorate-General, through the Comisaría General de Extranjería y Fronteras. The processing and analysis of applications for international protection (IP) and the recognition of the status of stateless person corresponds to the Asylum and Refugee Office (OAR) MIR via the Directorate-General for Interior Policy. The assessment of these applications for IP admitted under the regular procedure lies with the Interministerial Commission on asylum and refugees (CIAR). The astern is a collegiate body with participation of all ministerial departments responsible for foreign affairs, home affairs, justice, immigration, acogida-asilo and equality and which also participates in the United Nations High Commissioner for Refugees (UNHCR). The Intervención General de la Administración del Estado (IGAE) within the Ministry of Finance and Public Administration, carries out actions of control of Community funds, and carries out the functions of Audit Authority for the Fund through the unit concerned, the National Audit Office (NAO). 4 Specific objective 1: Common European Asylum System (ECAS) The Spanish system of asylum has four phases: 1. The submission of the claim to the OHR, police stations, immigration offices, detention centres for foreign nationals (CIEs) and border posts. If the request is made in a post fronterizo (including airports of Barajas and El Prat, and border crossing points of Ceuta and Melilla) or to a CIE, applies an urgent procedure with all the guarantees for applicants, with a duration of no more than 8 days, within which the decision accepts or rejects the application admissible, or takes the form of refusal. 5 2. Quality assessment and decision-making in asylum procedures. Improvements are needed in areas such as information management, procedures, training of staff, statistics and studies of indicators. 3. Voluntary actions of resettlement. During the period , the national programme for resettlement includes 260 persons from the Syrian conflict. There is need to have more capacity and resources adapted to the profile of the beneficiaries. The budget for this specific objective of expenditure (MEYSS more MIR) in 2014 was EUR 26,98 million. Specific objective 2: Integration and legal migration Foreign nationals in Spain according to the INE to 1/01/2014 represent about % of the population. The NTP represent 2,96 of the M, % are women and (or %) young people aged under 30 years. Majority nationalities are: Morocco, China, Colombia, Ecuador and Bolivia. Depending on the identified needs will be intervened in: The prevention of irregular immigration of children, improving support for and the protection capacity and asistencia de the MENA, flexible and efficient management of the reception system, in improving employability, prevention of xenophobic attitudes, in programmes to support education, attention to specific groups like minors and women and newly arrived youngsters, training of professionals, and to implement integrated programmes of co-existence in neighbourhoods. In 2014, the State budget for this specific objective plus MEUR, of which 5.54 m correspond to programmes co-financed by the ESF by EIF, 9,45M and 8,97M by the AMIF. Specific objective 3: Return policy There are currently 8 ICD, 5 on the mainland and 3 in the Canary Islands, with a total of seats (2.502 for men and 386 for women) and the general conditions of the infrastructure and its care services should be improved. PROGRAMME OBJECTIVES Specific objective 1 asylum The national strategy of Spain maintained a strong engagement with the European Agency for asylum (EASO), ensuring the alignment with the Community guidelines. The strategy to develop this objective of the AMIF which falls within the reinforcement of the CEAS, sets out three priorities: A) planning and improving the resilience of the Spanish system of reception of asylum seekers, taking into account possible situations of mass influx and strengthening of the programme services, (b) improving the quality de decisiones decision-making procedures on applications for asylum made, and (c) extension of voluntary actions related to resettlement. Furthermore, it will foster capacity-building and training of staff as a cross cutting issue. This strategy is developed taking into account the following objectives: Planning and improvement of the reception system, particularly in the event of a mass influx and emergency situations. Improving and facilitating access to the asylum procedure to all persons in need of protection, ensuring legal assistance, the support of interpreters and ensuring that decisions are rendered after an objective examination, shortening the current deadlines. Staff training until he has the knowledge and skills needed in the procedures laid down and in recognising and attention to groups vulnerables. Improvement of the facilities where applications are developed and managed. Increase in the number of reception places and resources ensuring comprehensive care, and the upgrading of existing facilities. Information systems and equipment for the management, monitoring and evaluation of the reception system and asylum procedure to meet expected needs and burdens. Develop national resettlement programmes approved by the government. The actions envisaged to meet these targets are mainly tasks of organisation, coordination and ownership and distribution of new tasks, improvement of procedures, incorporation of human and material resources and signing of contracts for acquisition of works, equipment and services, according to national rules. Actions to fulfil the objectives are in line with those set out in Articles 5, 6 and 7 of Regulation (EU) No 516/2014, creating the AMIF, and through its implementation shall satisfy the identified needs. National objective 2 Evaluation The measures to be carried out to achieve this national priority, are inter alia the following: design of a process of continuous evaluation of the asylum system at all stages. Specific objective 2 Integration/legal migration The national strategy is the common principles of EU integration as a dynamic process of mutual accommodation and a shared responsibility for the host society and for immigrants, based on respect for constitutional values and statutory cohabitation and enabling to achieve a more cohesive society. Public authorities inclusive considering the principle of standardisation and paying special attention to participation, equal treatment, access to employment, life, equality between men and women, language teaching and promoting tolerance and the prevention of racist and xenophobic attitudes. Results: returnees RV: This figure has been estimated taking into account the continuing decline in foreign population since 2010, the decline in the number of arrivals in Spain in 2014 compared to previous years and a significant decline in applications in programmes of RV 2014, figures that are likely to follow in the coming period. Returnees FR: The number of forced returns has decreased from 2011 to 2012 by 20 % and from 2012 to 2013 by 16 % and is expected to continue to fall. Specific action 6 Joint reintegration As regards joint return and reintegration projects in the countries of origin with a view to sustainable return, elaborates on three types of action: Social care voluntary return programme, especially for vulnerable persons, productive voluntary return to migrants who wish to undertake a business project associated and return of unemployed recipients of unemployment benefit acquired by. The most important countries of return in recent years have been the following: Ecuador, Bolivia, Brazil, Argentina, Peru, Paraguay, Senegal, Nigeria, Cameroon, Côte d Ivoire and Guinea Conakry. Spain will take part in the Network European Reintegration Instrument network (ERIN). ERIN is an intergovernmental cooperation platform for the exchange of ideas, experience, knowledge and best practices in the field of assisted voluntary return and reintegration in their countries of origin, for developing joint projects and for harmonising policies of reintegration. Is the most important network at European level for developing similar projects to those developed by the social security, labour and integration pathways, 16.micro-projects selfemployment projects, and sustainability of return. This action aims at enhancing international cooperation with countries of origin at all stages of the return and enhancing networking and supporting the return between social organisations and other public and private actors. The aim is the reintegration of returnees in their country with a view to sustainable return and providing new resources to areas of return. Spain will take part in the project along with the remaining Erin SMN partners. The country project leader is Holland. EN 16 EN

17 Spain will contribute financially to this action supported from the national budget. Specific action 7 Joint family unity and unaccompanied minor reintegration As regards the joint initiatives aimed at restoring family unity and reintegration of ore within their country of origin, Spain is participating in the specific action Organisation of ore Joint reintegration projects, in which France is the leading role. This action aims to improve the reintegration of unaccompanied minors, being the basic principle of the best interests of the child. The action consists of carrying out information campaigns in third countries and in Member States, family reunification and reintegration of minors through long-term educational projects in selected countries of return. It also includes a pilot centre for the first reception of minors in the country of return. As part of this action, Spain without financial contributions, participate in information campaigns and in cooperation on reintegration of ore.
