3 ENGLISH Equal Opportunities in Education and Employment On the occasion of the International Day for the Elimination of Racial Discrimination, the European Year of Equal Opportunities for All and the 50th Anniversary of the Treaty of Rome, the European Training Foundation (ETF) and the Italian Department for Rights and Equal Opportunities have organised an international conference with a special focus on equality and non-discrimination in the areas of education and employment. Equality, respect and tolerance are still far from reality in the EU Member States and their neighbouring countries. Calling for equal rights and adopting laws to try and guarantee them is not enough to ensure that equal opportunities are available to everyone in practice. Incentives have to be given to bring about a change in culture and behaviour. Steps also have to be taken to tackle the intricate patterns of inequality suffered by certain groups and communities in Europe, while examining the causes of these problems. The ever-growing diversity sets new challenges that we have to meet more effectively while planning specific positive actions. In this perspective, the conference has two aims. First to raise awareness and promote the need to focus on equality and non-discrimination when implementing policies related to education, training and employment, in line with EC guidelines, and second, to promote an exchange of views and experiences between EU Member States and neighbouring countries.
