Page 1 of 1 ICC-02/05-01/ AnxA /10 EK PT HOME NEWS WEDNESDAY 25 MARCH 2015 I Print J Rights groups call on Indonesia to withdraw invite to Sudan s Bashir March 24, 2015 (WASHINGTON) The Indonesian government must either withdraw its invitation extended to Sudanese president Omer Hassan al -Bashir or arrest him once he sets foot in the country, a number of right groups said in a letter. The coalition known as Bashir Watch which is comprised of human rights organisations dedicated to accountability in Sudan, expressed its grave concern that Jakarta would allow Bashir to visit for the despite being wanted by the International Criminal Court (ICC) on charges of genocide, war crimes, and crimes against humanity. Bashir was invited this month to participate in the Asia-Africa summit scheduled for next April which will host 109 leaders and commemorate the 60th anniversary of the 1955 Asia Africa Conference, as well as the 10th anniversary of the New Asian-African Strategic Partnership (NAASP). His attendance has not yet been confirmed. Even though Indonesia is not a state party to the Rome Statute, non-member states are still encouraged to bring international fugitives to justice. The situation in Darfur was referred to the International Criminal Court by the UN Security Council (UNSC) and the UNSC Resolution 1593 (2005) which urges all members of the United Nations to fully cooperate with the court. The 31st of March 2015 will mark 10 years since this referral. As a member of the United Nations, Indonesia is obligated to act and bring Bashir to justice, the coalition s letter reads in part. He [Bashir] has perpetrated the ongoing atrocities in Darfur where hundreds of thousands have died since 2003 and millions remain displaced. In 2014 alone, approximately half a million people have been newly displaced in Darfur, and projections for 2015 are even worse. The crimes in Darfur continue to rage, and violence has spread into other areas of Sudan, including South Kordofan and Blue Nile. Bashir has continuously blocked humanitarian Sudanese president Omer aid from getting to those in need, and many people are at risk of starvation, it adds. Indonesia must demonstrate its leadership in the region and responsibility to its people by ensuring that when genocide, crimes against humanity and war crimes are committed, those responsible are brought to justice, the letter states. If Bashir enters Indonesia, this coalition calls on the Indonesian authorities to arrest him and transfer him to the ICC so that he can face the charges against him, it adds. Bashir cancelled a planned appearance in South-east Asian nation of Malaysia in 2011 after controversy erupted there over his possible attendance. A Malaysian official at the time said that if Bashir decided to fulfil the invitation it can be an embarrassment to Malaysia. (ST)

Page 2 of 5 ICC-02/05-01/ AnxA /10 EK PT 3025 Sixty years ago on 19 April 1955 Bandung, capital of West Java Province, made world history when leaders from 29 Asian and African emerging countries, most of whom had just gained independence from centuries of colonial rule, gathered to walk together and join hands in the First Asian African Confernece, determined to create their own future. This year, thishistoric moment will be celebrated in the 60 th Commemoration of the Asian-African Conference which will take place from 19 th to 24 rd April 2015 both in Bandung and Jakarta, capital city of Indonesia. At the press conference after a coordinating meeting at the Presidential Palace on Friday, 9 th January 2015, Minister of Foreign Affairs, Retno P Marsudi, stated that the government will invite 109 world leaders and 25 international organizations to participate in this special event. For this special commemoration, we will present the theme :"Strengthening Cooperation added Minister Retno. The series of activities planned for the Commemoration are: official inter-governmental meetings that will take place between 19 th to 23 rd April in Jakarta as capital city of the Republic of Indonesia, while ceremonial programs and the pinnacle of the Commemoration will take place in Bandung, centered at Gedung Merdeka (the present Asian-African Conference Museum) where the historic Asian-African Conference took place exactly 60 years ago. Meanwhile, grand side events such as the Asian-African Carnival, an Asian- African BusinessForum, and more will be held in Bandung, organized by the city of Bandung and the West Java Province explained Retno P Marsudi. On his part, Ridwan Kamil, Mayor of Bandung, said that he plans to make the 24 th April 2015 apublic holiday so that everyone in Bandung can join in the festivities. Ridwan Kamil added that there will be no less than 15 events at national level that will build up to the pinnacle of the

There will be parades of over 100 participating countries showing each national costumes accompanied by lots of music of each country who are expected to bring their own cultural groups. This year's commemoration of the Asian-African Conference will have lots of music and color, and it will definitely be most memorable, added Ridwan Kamil. Meanwhile, Indonesia s President, Joko Widodo stated that; " This.is a perfect momentum forthe world to remember that Indonesia has played a fundamental role in global history, which wehope to rekindle through this Commemorative event stated President Joko Widodo. Held in Bandung from 18 th to 24 th April 1955, the Asian-African Conference later known as the Bandung Conference - marked the first time that 29 Asian and African countries gathered to join hands to determine their own future. Together they covered a quarter of the world s land surface having a total population of 1.5 billion people. The Bandung Conference was preceded by a preparatory Conference at the Bogor Palace, that was supported by leaders from India, Pakistan, Ceylon (Srilangka), Burma (Myanmar) and Indonesia in 1954, known as the Bogor Conference. Those attending the First Asian African Conference were those who are inscripted in the Who s Who of Asian and African history. They were among others, Soekarno of Indonesia, Jawaharlal Nehru of India who came with daughter Indira Gandhi, Sir John Kottalawala of Ceylon, Muhammed Ali of Pakistan, Prince Norodom Sihanouk of Cambodia, U Nu of Burma, General Abdel Nasser of Egypt, Zhou En Lai of China and many more. And, to underscore solidarity among the nations, the leaders and delegates made the dramatic historic walk together from their hotels at Savoy Homann, the Preanger and the Panghegar to Gedung Merdeka. Held at the height of the Cold War between the United States and Russia, - the western and eastern blocs - the Bandung Conference gained a big success both in formulating common concerns, preparing operational guidance for cooperation among Asian African Nations, as well as creating world order and world peace. The conference resulted in the Dasasila Bandung or the 10 points Bandung Declaration, in which most of the principles of the United Nations were incorporated, and which became the guideline for then still colonized countries in their fight forindependence. 8 Asian African Conference Commemoration 2015 Page 1 of 3 ICC-02/05-01/ AnxA /10 EK PT Asian African Conference Commemoration tndonesia 2015 (./) ABOUT INA (? lang=id&p=a ENG (? lang=en&p=a ASIAN-AFRICAN CONFERENCE COMMEMORATION 2015 Asian-African Conference 1955 Asian-African Conference in 1955 marked an important milestone in the history of Asian and African countries. The delegates from 29 participating countries gathered in Bandung, Indonesia to discuss peace, security, and economic development in the midst of emerging problems in many parts of the world. The problems were mostly caused by the two blocs which had different interests and ideologically contradicted. The blocs were known as Western Bloc and Eastern Bloc. Each of them tried to persuade support from the countries in Asia and Africa which was known as the Cold War. The world situation, especially in Asia and Africa, was also affected by colonialism in various forms. In addition, some independent Asian-African countries suffered conflicts that existed as a result of colonialism and divide et impera politic. At the time, the United Nations was unable to tackle those problems.

9 Asian African Conference Commemoration 2015 Page 2 of 3 ICC-02/05-01/ AnxA /10 EK PT The problems become the major reasons for the governments of Burma (Myanmar), India, Indonesia, Pakistan, and Ceylon (Sri Lanka) to organize the Asian-African Conference (AAC). They invited countries from Asia, Africa, and the Middle East to craft a new ethos of relationship among nations which was called "The Spirit of Bandung". The Leaders at the AAC also declared "The Ten Principles of Bandung" that reflects the commitment of nations to practice tolerance and to live peace with one another as good neighbors. New Asian-African Strategic Partnership 2005 INA (? lang=id&p=a Fifty years after the conference, Indonesia successfully hosted the Commemoration of the Golden Jubilee o 'the ENG Asian (? -African Conference. The Bandung Spirit was finally revived; and plans were made for future cooperation between lang=en&p=a the two continents. All participants who gathered on April 22-24, 2005 in Jakarta and Bandung were convinced that the Bandung Spirit continued to be a solid foundation to nurture better relations among Asian and African countries and to resolve global issues. The commemoration led to the creation of New Asian-African Strategic Partnership (NAASP). Formally signed by the summit s co-hosts, Indonesia and South Africa, the Declaration of NAASP serves as the blueprint for collaboration of two continents in addressing poverty and underdevelopment that considered as major problems in Asia and Africa. It was an accord which aimed at strengthening multilateralism, achieving economic growth, promoting global peace and security, and pursuing a path of sustainable growth between the two regions. Besides that, the Leaders also endorsed the outcome documents that addressed poverty eradication, terrorism, weapons of mass destruction, and the development of tsunami early warning system. Commemoration of the 60th Anniversary of the Asian-African Conference and 10th Anniversary of the New Asian-African Strategic Partnership In Commemorating the 60th Anniversary of the Asian-African Conference and 10th Anniversary of the New Asian- African Strategic Partnership (NAASP), the Government of the Republic of Indonesia will host a series of high level events under the theme Strengthening South-South Cooperation to Promote World Peace and Prosperity in Jakarta and Bandung on April 19-24, Delegates from 109 Asian and African countries, 16 observer countries, and 25 international organizations are invited to participate in this important event. The forum is aimed to bridge Asian and African nations to stronger partnership and to share experiences in enhancing both regions economic development. It is also an opportunity to discuss solutions to overcome common challenges through strengthening South-South Cooperation. The series of the meetings will begin with the Senior Official Meeting on April 19, 2015 on which it will be followed by the Ministerial Meeting on April 20. Then, it will be continued by the Leaders Meeting on April In addition, the Asian-African Business Summit will be held on April in Jakarta, as a side event. Furthermore, the Commemoration of the 60th Anniversary of the Asian-African Conference will be held in Bandung on April 24. The Asian-African Conference Commemoration is aimed to conclude three outcome documents, namely document contained Bandung Message, document on reinvigorating NAASP, and declaration regarding Asian-African nations support to Palestine.
