(a) THIS RACE IS ABOUT THE FUTURE OF OUR DISTRICT AND THOSE 700,000 CONSTITUENTS. OUR REPRESENTATIVE HAS TO HAVE A PLAN THAT UNITES OUR VARIOUS COUNTIES, COMMUNITIES AND STAKEHOLDERS. BECAUSE I WAS RAISED IN WILL COUNTY, WORKED ETENSIVELY THROUGHOUT SOUTH COOK AND WILL AND RESIDE IN THE CITY, WHERE I HAVE BEEN A CITY PLANNER, I AM THE ONLY CANDIDATE IN THIS RACE THAT CAN RELATE AND HAS A FIRM UNDERSTANDING OF THE THREE SUB AREAS WITH 1CD AND THE REAL ECOMIC, EDUCATIONAL AND SOCIAL CHALLENGES WE FACE. I CAN ONLY SAY THAT I SUPPORT THE SSA AND THAT WE HAVE TO CONTINUE TO ENSURE THAT THE SYSTEM REMAINS IN PLACE AND SECURES PAYMENT BENEFITS FOR THOSE WHO ARE ELIGIBLE. 44. What would you do to create jobs? Specifically address communities with historically high and lingering unemployment rates. I WOULD SPONSOR A BILL THAT GUARANTEES THE LEVEL OF HIRING IN AREAS AT OR BELOW A SPECIFIED LEVEL OF AREA MEAN INCOME (i.e. 65% AMI) BE AT 50% ON ALL FEDERALLY FUNDED PROJECTS (INCLUDING CONSTRUCTION AND TRANSPORTATION RELATED PROJECTS) FOR ANY/ALL INDIVIDUALS CLASSIFIED AS ELIGIBLE (AND THOSE ELIGIBLE TO ENTER INTO A SKILLED TRADE PROGRAM TO PREPARE THEM FOR THE JOBS FOR ALL POSITIONS) FOR ALL LEVELS IDENTIFIED IN THE PROJECT BID/POSITIONS SO THAT INDIVIDUALS WOULD HAVE OPPORTUNITIES AT ALL LEVELS OF EMPLOYMENT IN THAT PROJECT SCOPE (AND IN A PREDETERMINED RADIUS OF WHERE THAT PROJECT IS TARGETED AND T TO ECEED 50% TOTAL OF ALL POSITIONS IDENTIFIED IN THE PROJECT BID). THIS WAY, WE WOULD BEGIN TO SEE AN END TO THE ECLUSION OF PEOPLE FROM PROJECTS, REAL TRAINING FOR THOSE WHO NEED IT, REAL CAREER ESCALATORS FOR THOSE WHO HAVE BEEN SEEKING PROMOTIONS, AND SUSTAINABLE OPPORTUNITIES FOR THOSE WHO WOULDN T OTHERWISE HAVE THEM.
