Looking at the small number of incidents in Avon and Somerset, the limited number of forces in the country and the lack if appetite of the rest of the forces in our region the demand and necessity for an option to spitting is limited. Both the head of Health and Safety and the Force Medical Examiner are of the opinion that whilst it is unpleasant being spat at the dangers of actually catching an infection are very low. Even with the tactical option available there is still a large window of opportunity for the subject to spit before the equipment can be utilised. Only 1 incident over two years. Officers receive custody UDT skills training. Colp TSG trained to deal with violent subjects in custody. Couple of reasons: 1) Fear because of the incident in another force where a spit hood was implicated as a contributing factor in a death in custody. 2) The spit hood is only going to offer protection when it is placed over the detainees head. The time before putting it on (e.g. before you know they are a spitter) and removing it in the cell are going to be the most likely times the Officers will be spat at. 3) Looking at spit incidents it is unlikely to present a significant risk to health even if the person doing the spitting has a transmissible disease. 4) I think there are better ways of protecting Custody Sergeants and Detention Officers e.g. through better design of Custody suite booking in desks (use of laminated safety glass like banks use) design the problem out rather than rely on a bit of kit that you only put on once the person has actually spat at someone. + I d also link this to a mandatory charge for Police Assault NB Custody Sergeant and Detention Officers are the most likely groups to be spat at and the most vulnerable groups as they may be looking down or at the screen when the detainee decides to spit and therefore will not take evasive action to protect themselves such as closing eyes. A detailed review and report was completed following a Federation request to introduce spit hoods. It was considered a disproportionate tactic given the level of incidents reported and there are other means of protecting officers and control methods which are far less intrusive, carry lower risks for the detainee as well as the organisation. The risk of infection from spitting was low. At this time NO but currently being reviewed, after custody staff have been spat at after DP s has done the same to arresting officers Still debate around the issue of inflaming of the situation if used in a street disturbance, no problem with use whilst in detention. Police federation rep is presenting a power point to next Safety Committee meeting We looked into it several years ago and trialled it in a few custody suites, the verbal feedback was negative so they were never introduced. No reason given. They have never been issued into custody. I do not know the reason why this is. With the correct control and restraint techniques they offer limited value as the person has to be restrained for them to work. IF they are restrained then the head can be kept low and the control of the head can be kept down. About 2 years ago, the Force H&S committee considered a request from Custody, but there was insufficient data to suggest there was a requirement. Since then, the Custody Branch purchased some but due to a change in senior leadership team did not distribute them for use, or offer training to use. Do not feel that they are appropriate

We do not currently issue such PPE in Merseyside but we are looking to trial them. Our Academy is looking to develop some training first and they will be referred to as Spit Guards as the use of the work Hood is felt by some to be a little controversial. Not required at present. Currently writing a requirements document to facilitate the Force with spit hoods. Recently received near miss from Airport patrols whilst escort violent contagious person of plane. Force cautious to use hoods due to public perception and possible safety issues. The force has looked in the past at different types of spit hoods. A corporate decision was taken not to issue spit hoods generally across the board. Custody was looked at in isolation and the decision was taken not to issue in custody due to the proximity a DO would need to get to a detainee to place the hood on them. Still researching potential use and we are waiting for National or NPCC approval of the use of them and guidance on an approved type. Never had cause to use one nor any request for their issue/training and use Was discussed about 5 years ago at the Strategic Health and Safety Board. The number of incidents recorded was low and the level of risk was also considered to be low. Concerns were also expressed with regards to public opinion on the use of such equipment. The decision of the ACC chairing the meeting at that time was that they would not be used. Due to IPCC recommendations. Previously considered but not felt appropriate requirement, this is though being currently reviewed but At the moment we are stuck in an interim position their use was agreed by our uniform & equipment group and they have been sent out to custody blocks. Ongoing risk management concerns regarding benefits verses risks associated with spit hoods.
