1 Vietnam: Typhoon WUTIP Situation Report No. 3 (as of 9 October 2013) This Situation Report is issued on behalf of the United Nations Resident Coordinator in Viet Nam. It covers the period from 5 to 9 October The next situation report will be issued if significant new information is available. Highlights The inter-agencies rapid assessments were conducted from 2 to 4 October in two most affected provinces of Quang Binh and Quang Tri. The teams reported their findings and recommendations on 7 October to the UN and other humanitarian stakeholders. It is estimated that at least 15% of the affected population (about 6,000 households) of poor and nearly poor in Quang Binh (5,000 households) and Quang Tri (1,000 households), whose houses collapsed or % roof was damaged, need additional support. Their needs include housing, basic supplementary food and non-food items. There are concerns on the quality of house-building and repair practices in most of affected areas in Response activity in Quang Binh (reported by Joint Rapid Assessment team) Quang Binh and Quang Tri. About 70-80% of affected households have repaired their houses temporarily and not following building resilience codes and practices. Affected schools and health centers in Quang Binh and Quang Tri are also in high need of support for recovery. Attention should be made to ensure that the schools and health centers are more resilient to future disaster risks. On 7 Oct, the IFRC launched an preliminary emergency appeal of CHF 2,114,739 (~US$ 2.4m) to support an estimated of 7,500 households/37,500 people in all affected provinces. The UNDRMT is meeting regularly to assess the situation and the on-going response. To date, the central government has not requested for international support. Quang Tri Provincial People s Committee sent an Official Letter dated 3 October to call for external assistance from Embassies in Vietnam, INGOs, and international donors and humanitarian agencies. Quang Binh People s Committee sent official letter dated 4th October to request PACCOM to call for external support of INGOs, international agencies and donors to support the province recovery progress. On 8 th Oct, the People s Aid Coordinating Committee (PACCOM) sent a letter to call for support from international agencies and development partners. Total Economic losses Situation Overview Affected provinces from Thanh Hoa to T.T.Hue had experienced medium rainfalls after the typhoon hit on 30 September. Until the weekend of 5-6 October, scatter rainfalls continued in some parts of Quang Binh and Quang Tri, hindering the recovery efforts of local households and schools. Water levels in the affected provinces reach their peaks on 4 October and have receded in the following days. No further risk of flooding in the affected communities is reported. In Quang Binh, while electricity has been recovered quickly in the townships and centers of communes, in surrounding villages with 2-3 km distance from commune s centers it will likely recover slowly, in the next 1-2 months. Electricity disruptions have affected the production and livelihood activities in these areas, causing losses of income sources for households whose livelihood depended on daily wage labor or seasonal jobs.

On 7 October, the Ministry of Health sent 3 teams to visit the affected provinces of Thanh Hoa, Nghe An, Ha Tinh, Quang Binh, Quang Tri to assess health situation and health recovery activity. The mission plans to distribute additional medical supplies, such as chloramines B and Aquatabs, and handbooks for instruction of health emergency treatment for local health sectors. This will complement to the previous distributions for affected provinces. Deputy Minister of Education and Training, Mr. Quy conducted an assessment visit to Quang Binh to identify the damages for consideration of asking support from government budget for education recovery. Families with death or collapsed houses were supported with VND 5 and 3 million VND respectively by provincial CFSCs. Response by the Quang Binh People s Committee (update from last Situation Report): o The Province of Quang Binh committed to allocate VND 18 billion from Provincial CFSC contingency fund for recovery to severe effected districts. It is expected that VND 3.5 billion for education recovery. o Mr. Nguyen Huu Hoai, Chairman of Quang Binh People s Committee sent official letter dated 4 th October to request PACCOM to call for external support of INGOs, international agencies and donors to support the province recovery progress. Priority needs are schools and health centers repair, rebuild or repair houses for poor and most affected households, rice seeds and animal breeds for affected farmers, environment restoration. Response by the Quang Tri People s Committee (update from last Situation Report): o Mr. Nguyen Duc Cuong, Chairman of Quang Tri Provincial People s Committee sent an Official Letter dated 3 October to call for external assistance from Embassies in Vietnam, INGOs, and international donors and humanitarian agencies to the typhoon survivors in most affected areas in Quang Tri province. Priority needs are housing repair, rice seeds and animal breeds for affected farmers, school and health centers repair, chemicals to heal the rubber trees, environment restoration. o Vietnam Red Cross (VNRC) Chapter of Quang Tri started distribution of 200 HH kits to most affected households from 3 October. Quang Tri Red Cross conducted assessments to identify targeted groups (the poorest and most vulnerable groups) until end of 7 October. VNRC approved a full support plan to Quang Tri province with VND 1 billion for relief and recovery assistance on 3 October.

3 Vietnam Emergency Situation Report No. 3 3 International Response United Nations The UN DRMT participated in Joint Assessments in the affected provinces of Quang Bình and Quang Tri. The teams have presented their findings to humanitarian stakeholders, including UN Agencies, INGOs, Red Cross and development partners during a meeting organized by the People s Aid Coordinating Committee (PACCOM) on Monday 7 October. The UNDRMT is meeting regularly to assess the situation and the on-going response. Decisions for further actions will be undertaken in the following days in alignment with the Government support plan to the affected provinces. UNDRMT is supporting the coordination of relief and responses in the affected provinces through a consolidated matrix that maps out all on-going actions undertaken by different stakeholders. International NGOs On 7 Oct, the IFRC launched a preliminary emergency appeal of CHF 2,114,739 (~US$ 2.4m) to support an estimated of 7,500 households/37,500 people in all affected provinces. On 8 October PACCOM sent a letter to international non-governmental organizations and development partners to call for emergency assistance for affected communities in the storm-hit provinces. The support is mostly encouraged in the sectors of livelihoods, shelter, health care and education. International NGOs who are operating in the affected provinces have provided some initial support to the communes. These include: Plan International, ADRA, World Vision, and Save the Children. More details are provided below. The main needs, responses and gaps, particularly in the two provinces of Quang Binh and Quang Tri, are summarized below. Needs: Shelter In Quang Bình, extensive damages have been reported on houses and other shelter structures. In particular, 345 houses were collapsed, 3,581 were submerged and over 156,517 unroofed (CCFSC). Primary data from province and district reports in Quang Tra show that 11,276 houses were damaged, of which 17 houses were collapsed, 107 houses were completely unroofed and 573 houses were unroofed for over 70%. 48 schools were also damaged by the typhoon. In both provinces, the houses and buildings that had fiber cement roof sheeting have been severely damaged. Houses/building with tiled roofs or corrugated metal sheet roofs were relatively less damaged. Response: As reported, in Quang Bình 70% of affected families have already repaired the damages to their homes, and 20-30% more are expected to restore them in the next couple of weeks. Similarly, in Quang Tri, as of 3 October, more than 90% of slightly damaged and partly unroofed houses have been repaired. Families with death or collapsed houses were supported with VND 5 and 3 million VND respectively by local CFSC. Provincial chapter distributed 200 household kits to affected people. The Red Cross chapter plans to provide cash grant of VND 1 million per family to those with collapsed houses. World Vision provided drinking water and shelter (roof sheets for the most needy families and kindergartens) valued at 158,327 million VND in Vinh Linh district; and shelter support in Trieu Phong district (roof sheets for the most needy families and kindergartens) and NFIs (mosquito nets and blankets) at value of 195,940 million VND. Petrolimex Company plans to support to 20 heavy effected schools to repair with the average of VND 100 m (US$ 5,000) per school Plan International is planning to support households whose houses collapsed with cash grants of 150 USD. Gaps & Constraints: 528 & 201,341 Houses collapsed & unroofed 1 Both in Quang Bình and Quang Tri, the main concerns are now for the families with collapsed houses and for the poorest families that can t afford to rebuild or repair their house without external support (15-20% of the affected population). Those same families are also in lack of basic NFIs as they were damaged by the rain brought by the typhoon. 1 Total damaged in all affected provinces by CCFSC 8 Oct

4 Vietnam Emergency Situation Report No. 3 4 Both in Quang Bình and in Quang Tri, the major constraint is related to the increased price of roofing materials, due to huge demand of local people. It was reported the price to be doubled than before the typhoon. Needs: Food Security and Livelihoods In Quang Binh, disruption of electricity is likely to cause loss of cash/income generation jobs for at least 1 month for the affected families, particularly the poor. Families who raise aquaculture (e.g. shrimp) will have their activities suspended because of the power cut. Around 10% of the population had not yet harvested their crops or had its harvested crops damaged by the rain. Around 10-20% of the families lost their rice seedlings in the typhoon and floods. Families living under or just above poverty line require additional livelihood support among the affected. In Quang Tri, there is no major concern of food security. The main needs are loss of livelihood for families who have rubber trees and pepper trees farms. Their farms were severely affected by the typhoon and will face huge difficulty in paying off bank loans. There is also loss of income generation jobs for households whose incomes depend from casual labor at those rubber farms, particularly those who are poor or nearly poor. Response: Private sector and well-known media agencies have provided cash grant and food items to several hundreds of households in selected communes in Le Thuy, Bo Trach district. On Sunday 6 October, ADRA via Red Cross Chapter has provided 550 food kits (25kg rice, noodles, cooking oil, sugar, salt, canned meat, mosquito net and mosquito pesticide) to community in 4 communes: Ha Trach - My Trach (Bo Trach district) and Quang Xuân - Quang Hung (Quang Trach district). Gaps & Constraints: In Quang Bình, there is a high concern about the poorest members of the community, who do not have enough cash for food, as they invested their money on roofing material to repair their house. Currently, poor households can have only 1 meal of rice per day without basic nutrition supplements. Basic nutrition demand for the children could not be afforded among the poor families. Currently this accounts for approx. 20% of households. In Quang Tri, there are no gaps in terms of immediate food relief or livelihood recovery activities in the short term. However, for medium and long term, support to livelihood of the most affected people as described above will be needed. Needs: Education In Quang Bình, the needs after the typhoon were related to the damage of 460 schools. The main damages observed are broken tiles, damaged tin roof, walls and equipment. In Quang Tri, 183 schools were damaged or unroofed at different levels. Response: In Quang Bình, most of the small damages have been repaired by the local Government and volunteers in the first days after the typhoon. As a result, most of the schools are expected to reopen in the week of Monday 7 October. The Province People s Committee of Quang Binh committed to allocate VND 18 billion from Provincial CFSC contingency fund for recovery to severe effected districts. It is expected that VND 3.5 billion for education recovery. Deputy Minister of Education and Training, Mr. Quy conducted an assessment visit to Quang Binh to identify the damages for consideration of asking support from government budget for education recovery. In Quang Tri, among infrastructure facilities, the schools were prioritized to be repaired first. District and commune authorities signed memo contracts with construction companies to rehabilitate schools with delayed payment. About 70% of schools have been repaired at the time of assessment. 5 Vietnam Emergency Situation Report No. 3 5 In Quang Bình, a few heavily-affected schools will be closed for 2-3 weeks, especially the pre-schools. In each district, 1-5 schools roofing were heavily damaged and schools can t recover in the coming 2-3 months, as this required further financial support from the local Government. Due to the lack of electricity for the next 1-2 months in some areas, there is limited water supply for basic sanitation practices at school, especially pre-schools. The students might face safety issues in the medium term due to the quality of school building after the typhoon. Needs: Health In Quang Bình, about 70% of healthcare facilities/hospitals have been damaged at different levels. The district general hospital of Minh Hoa has been the worst damaged with about 40% of roof and windows broken. Damages repair is urgent in order to restore the provision of health care services that has been temporarily disrupted. Response: The Ministry of Health distributed life 100 life vests, 30 medical stocks, and tabs of Cloramin B to Quang Binh province. The ministry plans to distribute additional medical supplies, such as chloramines B and Aquatabs, and handbooks for instruction of health emergency treatment for local health sectors. The Province People s Committee of Quang Binh committed to allocate VND 18 billion from CFSC contingency fund for recovery to severe effected districts. Gaps & Constraints: Financial support is needed to fix the general hospital of Minh Hoa. Support in surveillance and assessment of risks to public health is needed. Risks to public health that have been identified in Quang Bình include outbreaks and spread of current pink eye epidemic, increased number of injured people during recovery phase and increased risk of communicable diseases (diarrhea, skin infection). Water, Sanitation and Hygiene There is no major concern to date. Nutrition There is no major concern to date. Funding The UNDRM Team is liaising with UN-OCHA regional office to share updates on funding needs. The UNDRMT is also evaluating the needs to mobilize additional funding, if required, to cover the possible gaps in alignment with Government response in the coming days. On 7 Oct, the IFRC launched a preliminary emergency appeal of CHF 2,114,739 (~US$ 2.4m) to support about 7,500 households/37,500 people for ten months in all affected provinces. CHF 266,261 was allocated from the IFRC Disaster relief emergency fund to support the relief operation. Some INGOs that are currently operating in the two provinces are mobilizing financial support, including Plan International, World Vision, Save the Children and ADRA. To date, the central government has not requested for international support. Quang Tri Provincial People s Committee sent an Official Letter dated 3 October to call for external assistance from Embassies in Vietnam, INGOs, and international donors and humanitarian agencies to the affected population. Quang Binh People s Committee sent official letter dated 4th October to request PACCOM to call for external support of INGOs, international agencies and donors to support the province recovery progress. On 8 th Oct, the People s Aid Coordinating Committee (PACCOM) sent a letter to call for support from international agencies and development partners.

6 General Coordination Vietnam Emergency Situation Report No. 3 6 A joint inter-agency assessment mechanism is in place between UN and INGOs, in close collaboration with the Government. The UNDRMT members are in close liaison with ministerial counterparts and provinces for regular update and monitoring. The UNDRMT Secretariat shares situation reports with UN development partners, UN regional and headquarters offices and other stakeholders for regular information sharing and coordination. UNDRMT is supporting the coordination of relief and responses in the affected provinces through a consolidated matrix that maps out all on-going actions undertaken by different stakeholders. 7 Vietnam Emergency Situation Report No. 3 7 Vietnam: Typhoon WUTIP Situation Report No. 2 (as of 4 October 2013) This Situation Report is issued on behalf of the United Nations Resident Coordinator in Viet Nam. It covers the period from 2 to 4 October The next situation report will be issued when significant new information is available. Highlights After making landfall as Category 1 Typhoon on 30 September on the central provinces of Viet Nam, WUTIP passed over Laos on October 1 st and then moved to Thailand. Here, it weakened from a typhoon to a tropical depression, bringing heavy rain to the northern regions of the country. The most affected provinces in Viet Nam are Quảng Bình and Quảng Trị, followed by Thanh Hóa, Nghệ An, Hà Tĩnh, and Thừa Thiên Huế. As of 4 October, 12 people have died, 2 are missing and 225 were injured. 193,702 houses have been damaged. In terms of agricolture, 5,063 ha of paddy rice have been damaged, as well as 12,631 ha of other crops. 35,880 ha of forest and fruit trees have also been affected. CCFSC has been closely monitoring the rain and flood situation. The Ministry of Health has distributed life vests, medical stocks and Chloramine B tabs. The UN DRMT is participating to the DMWG Joint Assessments in the provinces of Quảng Bình, Quảng Trị and Hà Tĩnh. Decisions on the course of action will be taken on Monday 7 October, when the main findings of the assessments will be shared. Here, it weakened from a typhoon to a tropical depression, bringing heavy rain to the northern regions of the country. Between 30 September at 7 pm and 3 October at 7 pm the coastal provinces of Viet Nam, from Nghệ An to Bình Định, experienced heavy rain, with avarage rainfall of mm per day. In particular, in Nghệ An and Hà Tĩnh the rain was at its peak on 1 october, in Quảng Bình on 2 October and in the provices from Quảng Trị to Bình Định and the highlands on 2 and 3 october. Due to the heavy rain, water levels of the rivers in Quảng Ngãi, Bình Định, Gia lai and Đăk Lắk provinces are rising, and are forecast to keep rising in the next days. On the contrary, those in the provinces from Quảng Bình to Quảng Nam, as well as in Kon Tum, are decreasing. In the south, due to upstream flooding, water levels of Mekong river are also rising.

8 Vietnam Emergency Situation Report No. 3 8 CCFSF reported that on 3 October a large whirlwind swept over Phu Hai ward, Dong Hoi city (Quảng Bình province), injuring 4 people, one of them seriously, and damaging 13 houses and 1 kindergarten. The Typhoon has damaged more than 25 km of roads in central Viet Nam. As of 3 October, the north-south railway, the national highway 1, the Ho Chi Minh trail and some provincial highways that were flooded have been restored and are now working normally. However, some provincial roads are still flooded, but work is ongoing to repair them as soon as possible. According to the DMWG Joint Assessment Team (JAT) on the field, most of the evacuated people have now returned back home. Only some of the families are still in evacuation centers because their house has collapsed. In the hardest hit province of Quảng Bình, most of the schools closed due to the Typhoon damages should reopen on Monday 7 October. The worst damaged ones may still be closed for a couple of weeks. According to the preliminary findings of the DMWG joint assessement, the sectors most in need in this province include: shelter, food security and livelihood, and health. In this province only, more than 150,000 houses were damaged. If local people have been working in the last few days to repair affected houses and shelter structures, major needs are still present, especially for the most vulnerable households which can t afford to buy roofing and other material to fix their shelters. Livelihood is also found to be one of the sectors most affected: rice seeds that were stocked for seedling were spoiled by the flooding and the rain, agriculture land was affected by salinization and forest plantation has been severely damaged. In terms of health, the majority of health care facilities of Quảng Bình have been damaged and the provision of health care services of some hospitals has been temporarily disrupted. The general hospital of Minh Hoa district seems to be the most damaged. Regarding Quảng Trị province, Typhoon WUTIP is said to be the worst here since the last 28 years. Vinh Linh, Gio Linh, Cam Lo, Trieu Phong, and Dong Ha town were reported as the most affected districts. Shelter (housing), education (schools), and livelihood (rubber trees, and home gardening), public infrastructures represent the most affected sectors after the typhoon. According to the Provincial Committee for Flood and Storm Control (PCFSC), the total economic losses are estimated at VND 2,114 billion, equivalent to over US$ 100 million. Out of these 100 million, 58% is related to the damage of nearly 8,000 hectars of rubber trees. According to the preliminary findings, rubber farmers, and those whose income are dependent from casual labors related to those rubber farms, were hit hardest by the typhoon. 9 Vietnam Emergency Situation Report No. 3 9 On 2 October the Ministry of Health issued the note number 6191/BYT-VPB7 about the provision of medicines and life vests to the Health Departments of Thanh Hóa, Nghệ An and Hà Tĩnh provinces, in order to support the recovery from the impact of the typhoon and to effectively cope with the flooding situation. In particular, support has been provided as follows: o Thanh Hóa: 200 life vests, 30 medical stocks, and tabs Chloramine B; o Nghệ An: 200 life vests, 30 medical stocks, and tabs of Chloramine B; o Hà Tĩnh : 100 life vests, 30 medical stocks, and tabs of Chloramine B; o Quảng Bình: 100 life vests, 30 medical stocks, and tabs of Chloramine B. The GoV at district level is supporting households that have lost one member of their family with the provision of a grant of VND 3,000,000. Vietnam Red Cross (VNRC) distributed 200 household kits to each of the six most affected provinces. In Thanh Hóa and Nghệ An, VNRC also distributed 1,845 boxes of aquatabs to each of these two provinces. Furthermore, each family losing their family member during the disaster has also received the Society s cash grant of VND 3,000,000/dead person. At sub-national level, the Quảng Bình Red Cross branch has provided 500 boxes of instant noodles to families in need, 1,600 boxes of aquatabs to 800 households of a commune in Le Thuy district. According to reports by Quang Binh Red Cross branch on 2 October, 700 volunteers were mobilized to help with cleaning up in seven districts, while the police and army forces were mobilized to help set up temporary shelters. International Response The UN DRMT is participating to the DMWG Joint Assessments that are currently ongoing in the provinces of Quảng Bình, Quảng Trị and Hà Tĩnh. The 3 teams comprise members of all relevant clusters. The assessment activities include meetings with provincial departments, review of provincial damages reports, fields visit to typhoon damaged sites, interviews with local authorities and affected families. On Monday 7 October, the 3 teams will report their findings to the UNDRMT, as well as INGOs, PACCOM and Development Partners. This meeting will allow to take coordinated decisions on further response activities to support the affected population. Funding The UNDRMT is participating in the joint assessment in order to evaluate the current gaps in the response to the affected people s need. The team is also liaising with UN-OCHA and UN head-quarters to share updates and request for response actions, if needed. Further information on funding needs will be available after completion of the joint assessments. On 3 October VNRC headquarters have approved the release of VND 5 billion to Quảng Bình (VND 1.5b), Quảng Trị (VND 1b), Hà Tĩnh (VND 0.8b), Thừa Thiên Huế (VND 0.7b), Thanh Hóa (VND 0.5b) and Nghệ An (VND 0.5). On 3 October Mr. Nguyen Duc Cuong, Chairman of Quang Tri Provincial People s Committee, sent an Official Letter to call for external assistance from Embassies in Vietnam, INGOs, international donors and humanitarian agencies to the most affected people in Quang Tri province. General Coordination A joint inter-agency assessment mechanism is in place between UN and INGOs, in close collaboration with the Government. The UNDRMT members are in close liaison with ministerial counterparts and provinces for regular update and monitoring. 10 Vietnam Emergency Situation Report No Vietnam: Typhoon WUTIP Situation Report No. 1 (as of 1 October 2013) This Situation Report is issued on behalf of the United Nations Resident Coordinator in Viet Nam. It covers the period from 28 September to 1 October The next report will be issued on or around 4 October (5 pm). Highlights In the afternoon of 30 September, Typhoon WUTIP made landfall on the north-central provinces of Viet Nam with a Category 1 level. The typhoon moved west and turned into a tropical depression in Laos in the evening of 30 September. The most affected provinces in Viet Nam are Quang Binh and Quang Tri, followed by Thua-Thien-Hue and Ha Tinh. At least 106,352 people in 4 provinces were evacuated in order to minimize human loss. The worst affected sector is housing with at least 95,647 houses damaged or collapsed as of 1 October. Electricity and communication systems in Quang Binh and Quang Tri were disrupted by the Typhoon, but they are being partially recovered. The UN Disaster Risk Management Team has closely monitored the situation since 27 September and is regularly in touch with the Government (Standing Source: NCHMF as of 30 Sep PM Office CCFSC). To date the Government has not requested for international support. A joint UN-INGOs assessment will be conducted in 3 provinces of Quang Binh, Quang Tri and Ha Tinh. Initial damage reported by CCFSC as at 1 st Oct 2013: 106,352 Evacuated people 03 & 35 Death & Injured people 95,401 Houses unroofed 72 Schools and public works damaged 37,071 Agriculture areas flooded/damaged (ha) 31 Reservoirs and Hydro powerplants at risk Situation Overview On 28 September, the tropical storm WUTIP developed into a Category 1 typhoon in the East sea of Vietnam and brought strong wind, sea surges and medium rainfalls to central coast provinces of Vietnam. The typhoon kept its strength when approaching the central coast of Vietnam. It made landfall in the afternoon of 30 September and it brought heavy rainfall and flooding in T.T.Hue, Quang Nam, Quang Tri provinces. Rain was followed by heavy wind and havoc damages on its track to Quang Binh and Quang Tri provinces. Heavy and medium rainfalls were recorded in Ha Tinh, Quang Binh, Quang Tri, Thua Thien Hue and Da Nang provinces, with average records from mm on the day. The typhoon moved west to Laos in the evening of 30 September and turned into a tropical depression in the early morning of 1 October. The water levels of the rivers in provinces from Nghe An to Quang Binh is increasing and will possibly reach their peaks on 2 October.

It also caused temporary flooding in T.T.Hue, Da nang, and Quang Tri. The communication and eletricity services in Quang Binh and Quang Tri were temporary disrupted. Damage as reported by the CCFSC on Oct 1 st 09:00AM: Death: 3 people (Quang Binh) Injured people: 35 people (Ha Tinh: 03; Quang Binh: 13; Quang Tri: 17; T.T.Hue: 2) People evacuated: households/ people: Nghe An: 2,261/ 9,010; Ha Tinh: 5,572/ 17,557; Quang Binh: 4,677/ 25,247; Quang Tri: 13,121/ 43,680; T.T.Hue: 3,376/ 10,858) Houses collapsed: 43 houses (Quang Binh: 26; Quang Tri: 11; T.T.Hue: 6) Houses damaged/unroofed: 95,401 houses (Ha Tinh: 1369; Quang Binh: 89,998; Quang Tri: 3,666; T.T.Hue: 368) School/Public building/ hospital unroofed: 72 buildings (Ha Tinh: 16; Quang Binh: 3; Quang Tri: 53) Agriculture damaged: 37,071ha (including paddy rice, cash crop, rubber farm, and aqua-farm) (Ha Tinh: 1,190; Quang Binh: 10,000; Quang Tri: 35,412; T.T.Hue: 469.4) A local house damaged in Quang Binh province (Source: Thanh-Nien News) Temporary evacuation site in Gio Linh, Quang Tri (Source: Thanh-Nien News) Humanitarian Response National Response The Central Committee for Flood and Storm Control (CCFSC) issued a Urgent Telegraph (No. 72/CD-TW) in the afternoon of 28 September to instruct provinces at risk in North-Central regions to accelerate their preparedness actions. The CCFSC met on 29 September and the Prime Minister Office sent another urgent Telegraph (No CD-Ttg) to Provincial CFSCs in Quang Ninh and Binh Dinh, VINASARCOM, CCFSC, NCHMF, media and VTV to request for continue preparedness actions and plans for evacuation. C/PCFSC constantly directed boats and ships offshore to avoid the storm track. The Deputy Prime Minister Hoang Trung Hai was on mission on September in the central provinces to directly work with the local authorities on their evacuation plans for both storm/flood/flashflood. The evacuations were expected by CFSCs to be completed no later than 9:00AM on 30 September. In the evening of 30 September, the central delegation operated directly on the field in Quang Binh CFSC office. Provinces were guided to prepare for the storm WUTIP and closely accelerated their response to the development of the typhoon before it made landfall. o 66,599 boats and ships/318,848 people received early warning and proactively arrived to the safe havens before the typhoon. o Evacuation was planned and implemented during September into temporary shelters, which helped to minimize human loss. o Local government provided basic food supplies and non-food items from local stocking stores.

12 Vietnam Emergency Situation Report No MARD is closely monitoring the flooding situation in provinces from Nghe An to Da Nang. Water reservoirs are closely monitored and regulated in those provinces. o Currently 12 hydro-power plants in central provinces are scheduled for water discharge. 11 water reservoirs in Thanh Hoa, Nghe An, Ha Tinh, Quang Binh, Quang Tri and T.T.Hue are also scheduled to release water storage. o 31 reservoirs in Thanh Hoa (02), Nghe An (04), Ha Tinh (13), Quang Tri (06), T.T.Hue (01), Quang Nam (01) and Quang Ngai (03) are at risk and being closely watched. The MOH has provided 640 medical stocks; 2,770,000 tablets of chloramines B; 150,000 tablets of Aquatabs and 974 life vests to most affected provinces, including Thanh Hoa, Nghe An, Ha Tinh, Quang Binh, Quang Tri, Thua Thien Hue, Da Nang, Quang Nam, Quang Ngai, Binh Dinh, Phu Yen, Dak lak and to some military camps. International Response UN agencies have projects in the following provinces: Quang Binh, Thua Thien Hue and Da Nang. The Vietnam Red Cross and INGOs have strong presence in the affected provinces, including Plan International, Save the Children, World Vision, and Action Aid. The UN DRMT has closely monitored the situation since 27 September. The UN DRMT met together with the INGOs on 1 st Oct to discuss about the situation and possible rapid needs assessment. A joint rapid assessment mission by UNDRMT and INGOs will be deployed from 2-4 th Oct. in the worst hit provinces of Quang Binh, Quang Tri and Ha Tinh. UNDRMT and INGOs will meet on 7 th Oct to share the findings of the joint mission and determine the course of actions. Funding The UNDRMT discussed about different options for funding if relief and recovery are needed. Several members of the UN DRMT will be on standby for the joint assessment, if required. The team is liaising with UN-OCHA and UN head-quarters to share updates and request for response actions, if needed.
