2 Introduction The Through the Gate Service was commissioned by MoJ in response to The Offender Rehabilitation Act 2014 (ORA 14) The Community Rehabilitation Company (CRC) contracts mean that there have been a number of positive changes made to those who are sentenced to custody and this presentation details some of the changes and how we deliver Through the Gate Services as Cumbria and Lancashire CRC (CLCRC). 2

3 Resettlement and CRC Resettlement planning is for ALL prisoners, not just those serving more than 12 months. Previously, this cohort were the only ones with supervision post release Crisis intervention at commencement of incarceration in relation to accommodation, debt and finance, ETE, support for sex workers and support for domestic abuse victims Referral/ signposting to relevant and specialist in-custody provisions Ongoing liaison with prison and Responsible Officers Ownership of resettlement plan by the prisoner 3

4 Transforming Rehabilitation Under the new Transforming Rehabilitation contracts we mobilised in 5 contract package areas (CPA s) and 19 resettlement establishments, working in partnership with Purple Futures and Sodexo The key elements of the Resettlement Service are: Completion of Stage Two Basic Custody Screening Tool (BCST Part 2) Delivery of crisis interventions Completion of the Resettlement Plan Signposting and engagement Pre-Release activities Peer Adviser Service 4

5 Cumbria and Lancashire Overview In C&L we have 3 main elements to the TTG service that Shelter provides; Prison resettlement Community resettlement Community mentoring 5

6 Prison Resettlement In the prison the resettlement service will take lead responsibility for the day to day identification of resettlement needs and subsequent action planning. Within 3 days of reception a BCST 1 will be completed by the Offender Supervisor Within 5 days of the BCST 1 being completed a resettlement worker will then complete the more detailed BCST 2. This will be conducted in a one to one appointment 6

7 Prison Resettlement continued Any areas of concern identified at the BCST 2 stage will be shared with the RO within 24 hours. They will result in resettlement interventions being allocated, these will sit within the resettlement plan 12 weeks before release the resettlement worker will meet with the prisoner to review and update the resettlement plan If the prisoner is serving less than 12 weeks both processes will be completed on reception 7

8 Interventions Shelter provide the accommodation, finance and debt interventions Employment retention and brokerage and Access to employment, Training and Education interventions are carried out by CRC ETE Team Interventions for Female Offenders will be carried out by Lancashire Women s Centre 8

9 Community Intergration Service Offenders can be referred directly from the RO or from any other Operational Partner Prison Resettlement Workers can make referrals to the community integration team to support longer term Settled and Suitable outcomes for individuals that will be NFA on release, as part of a planned programme of Resettlement Referrals will be made on the basis of an identified housing, finance, benefit or debt need If other needs are identified we will meet those needs in partnership with other providers in the community We cover South Cumbria and Lancashire 9

10 Mentoring Service The Mentoring service is designed to support a long term reduction in the risk of reoffending through replication of the desistance model, empowering individuals to move towards independence through positive relationships Mentoring referrals will be assessed as either high intensity or low intensity based on presenting needs of the individual Mentoring is delivered by both paid staff and volunteer mentors We have recently been awarded Approved Provider Standard (APS) We cover the whole of Lancashire 10

11 Communication Shelter community staff have access to the CRC case management system (Ndelius) and record all contacts directly onto this system. Resettlement workers both in custody and community are required to keep the RO informed throughout the process, especially if there is any new information, change in circumstances or levels of engagement. Where possible initial assessment in the community will be undertaken with the RO Shelter staff have to feed into the risk management of each offender however the ultimate responsibility for risk management lies with the RO. The RO must approve any address for an offender to move into whilst they are on a community order or license. 11
