3 Visaginas was established in 1975 as a town for specialists of INPP Visaginas has been greatly affected by negative outcomes of the shutdown of Ignalina NPP Majority of residents of INPP region are citizens of Visaginas town 41,5 % of all residents of INPP region live in Visaginas town Nowadays majority of citizens of Visaginas are Russians, Belarussians, Ukrainians and Tartars Russian language is lingua franca in Visaginas (in other words - the predominant language)
4 General number of residents in INPP region has decreased in 16 % from 2000 to 2011 After the shutdown of the Unit 1 the population has decreased in 7 % during the period The same tendency has been remained after the shutdown of Unit 2 of INPP. 1 diagrama Gyventojų skaičius

7 Visaginas has been designed and constructed as a town for INPP employees, therefore: The life of residents working in various fields in Visaginas is strongly connected with the future of INPP The shutdown of INPP and the decrease of staff number have caused the leap of unemployment. The unemployment rate has increased in the field of customer service as well as in the field of commerce. Employees who provided service to the INPP also lost their jobs Unemployment rate in Visaginas in June 2011 has reached 10,1% Unemployment rate of previous years ,9% 6,2% 6,4% 5,4% 3,8% 4,6% 10,4% 12,5%
8 Negative phenomena for citizens, enterprises and institutions of Visaginas town: Unexpected increase of heat costs. The costs have increased 6 times after the contamination of operation of boiler station (run on gas) The price for the hot water has been raised significantly The price for the electricity has been raised Therefore The number of cases for social benefit from 2006 to 2010 has grew in 10 times The number of socially supported citizens in Visaginas has reached 88,3% The number of citizens who receive the compensation for the warming, water and sewage has increased to 75,2% during the period from 2006 to 2010
9 The decommissioning of Ignalina Nuclear Power Plant has been performed beforehand and in line with the accession to the EU Treaty commitments The decision has caused different reactions in geographically and socially isolated town The town which was mainly populated by highly qualified specialists is loosing its original purpose The shortage of adequate financial funding can impact the row of social problems and cause disorder in the region Lithuania performs its obligations and it is a matter of honor for each of you to do everything in order that the EU be in solidarity with Lithuania and perform its commitments as well: To provide an adequate financial support for Ignalina NPP decommissioning
