Ambassador, I am fully aware that the bilateral relations between the governments of the U.S. and Republic of Bulgaria are important for both sides, and that the involvement of the U.S. government in my case may appear unwise at first glance. I deeply regret that I am forced by my life circumstances to ask you for your help to reveal the truth about the crimes of the Bulgarian state, committed against me in the past, and being committed at the very moment of this writing. But because my situation is such, that failure to act now will inevitably become more problematic to U.S. interests than helping me, I am kindly asking you to assist me to obtain refugee status in the United States of America, because there is a plot for my elimination by means of unlawful psychiatric imprisonment on political grounds, and maybe by murder, which I can prove by evidence that I collected. Based on facts that I came across, I believe that such a danger is imminent. Despite the entire story is of very complex nature, despite my wish to be correctly understood, I am aware that your time is precious, so I will spare you the details here, and only briefly expose the reasons to ask for refugee status. I am willing to repudiate my Bulgarian citizenship, Bulgarian nationality, and change my name as well. Please take into account that, since my case involves psychiatry, and due to the prevailing public stigmatization of all such victims as insane, I am willing to publicly undergo psychiatric examination, in order to clear any doubts about my present state of mind. But I will only accept such an examination if it is made in a public and open way, to eliminate any chance for conspiracies to take place. Please note that by the early 1980 s the Bulgarian state was expelled from the World Psychiatric Association due to abuses on political grounds, and it uses psychiatry to suppress dissenters even today. I firmly believe, that despite not having formal education in the field, I can prove my abilities as a gunsmith and inventor, and that working in the USA will be beneficial for both sides, and may save American lives by providing superior weapons to U.S. troops abroad. The basic facts of my case: -In July 8th, 1996 I was kidnapped illegally by Bulgarian police officers. To my knowledge, there was no court order, and even if such order exists, It could only be a result of illegal actions, since the legal procedures were not followed in my case. They handcuffed me and dragged me into a psychiatric madhouse where I was drugged with powerful brain damaging drugs. -I was not examined by psychiatric commission as required by Bulgarian law, but the decision for my initial drugging was made by one psychiatrist only. -I was drugged to brain damage even before any diagnosis was set.

2 -Before being released I was threatened with two more years of illegal psychiatric imprisonment, and forced to sign in a drugged and unclear state of mind that I was there voluntarily. I would never go there, neither allow them to torture me with their drugs, voluntarily, and this can be proven by witnesses, as well as by an audio record of one conversation I had with the organizer of this conspiracy, Mrs. Antoaneta Andreeva(now Kurteva), recorded with a hidden microphone in year After about one month of stay, I was released, and forced to take brain damaging drugs for several more months, even at home, under threats with more psychiatric torture. -The brain damage consists mainly in reduced intelligence, memory loss, some nervous tics, etc. But since I was extremely intelligent before the psychiatric poisoning, even the remnants of my former intelligence exceed that of most people. -Despite being deemed mentally ill, I was conscripted in the Bulgarian military, against my will in year There I passed perfectly several psychiatric examinations, one of which took place in Ministry of Interior s hospital in city of Sofia. I was brought there under arrest, because of a dispute I had with the commander of the military base. But despite his wishes, I was returned to the base as being completely healthy. -I initially didn t respond to the call-up order and was arrested, and forced to join the military by threats with homosexual rape and one year jail time. I am firmly against conscription, for it violates fundamental human rights, making the citizen property of the state. In Bulgaria, such people are commonly declared mentally ill and drugged, only because they disagree with the government s policy. -I was forced to sign a military oath against my will as well, due to the same threats. I declare here that I repudiate that oath, for it was signed under pressure, and not exercising free will. I will never and under no circumstances defend the Bulgarian state, since it tortured me with psychiatric drugs. -I have educated myself as a firearms designer and gunsmith, and I have many unpatented inventions related to firearms. My initial interest arose from the need to obtain weapons for self defence, but later I discovered that I have natural interest in firearms. I worked in Spain, saved money, and by year 2009 I had completed my gunsmithing machine shop. Later I sold all the machinery at a low price, due to the economic terrorism of the Bulgarian state. -I had plans to start a firearms manufacturing company, but after acts of intimidation by part of the police, I dropped out my plans, out of fear for my life and my health. The Bulgarian police are looking for a convenient occasion to finish me off in a madhouse, being aware that I plan to sue them for their crimes. I never used my firearms related skills for harmful purposes. -Since the official ending of communists rule in Bulgaria in year 1989, no person, including myself, have managed to start a legal firearms manufacturing company, because the law is written only to protect the interests of communists controlled firearms factories including Arsenal (which have sold AK style assault rifles to oppressive regimes, who murdered civilians), and Arcus, and that even in theory, starting such a company in Bulgaria is only possible by obtaining a permit, which is a privilege, rather than by registering the company, which is exercising a right. This violates several articles of the Bulgarian constitution and the Universal Declaration of Human Rights. -I have informed the Bulgarian state about the crimes, committed against me, and have demanded an investigation by means of complaints to the Regional Prosecutor s Office(Bulgarian: Окръжна Прокуратура Плевен). I have pointed out the exact articles of the law, and the constitution which are violated. The written response which I received not only didn t mention these violations, but it denies any right to appeal. The terrorist Bulgarian state

3 pretends in that way, that no crimes were committed, despite that I have provided enough information for evidence and witnesses to be easily identified. -Presently, a personal conflict of minor significance have provided the necessary legal excuse for my compulsory psychiatric torture. I have evidence that such plot currently exist, with possible involvement of some of the psychiatrists, whose crimes I exposed in the aforementioned complaint. I can not predict how much time the conspirators may wait before jailing me with no trial, but from the available documents and audio records, the only logical conclusion is that such danger is imminent. From a legal stand point, the following laws are violated in my case by the Bulgarian state and its citizens. I am pointing out the articles only. The exact details, being too long for this document, will be provided in another one upon request: Universal Declaration of Human Rights: -Article 2, Article 3, Article 4, Article 5, Article 7, Article 8, Article 10, Article 14, Article 15, Article 18, Article 19, Article 23 Paragraph 1 European Convention of Human Rights: -Article 1, Article 3, Article 4, Article 5, Article 9, Article 10, Article 13, Article 14 Constitution of Republic of Bulgaria: -Article 4, Article 5, Article 6, Article 7, Article 19, Article 29, Article 30, Article 32, Article 37, Article 38, Article 48, Article 54 Paragraph 2, Article 60 Paragraph 1 Other laws and articles of these laws might have been violated as well. In case a particular legal violation is debatable, this, by no means can not be used as an excuse to ignore the rest. Grounds for requesting refugee status: 1 - I reject my Bulgarian citizenship, due to oppression being exerted upon my by part of most Bulgarian nationals. I also reject my Bulgarian nationality due to their strong intolerance toward my dissent with the unfair dogmas of their society, since they used brutal force to make me comply with their militaristic madness. In violation of Article 29 of their constitution, the Bulgarians tortured me and are attempting to enforce upon me their Christian beliefs, forcing me to accept Antoaneta Andreeva and Dimitar Andreev as my parents. 2 - I respectfully ask you to adhere to the official U.S. government position of acknowledgement of the Universal Declaration of Human Rights, signed by the United States, and honor my rights provided by Article 14 and Article 15 with, regarding the right of asylum from persecution, and the right to change of nationality. 3 - Since I can not otherwise reliably prove that I am indeed a gunsmith, I am forced to surrender to the U.S. Embassy in Sofia a pistol, part of which I made personally, as a material evidence to prove it. Since the embassy is legally considered to be U.S. territory, and taking into account that owning and bearing arms is a constitutional right in the USA, granted by the Second Amendment to the U.S. constitution, I plead the existing bars to extradition to be respected, so I not to be turned over to the Bulgarian authorities. Legal bars to extradition in my case are based upon: a) - Lack of double criminality, since ownership of that gun is not a crime according to U.S. law, for it is a constitutional right in the USA, despite failure register it with the government may be. For the later, I may only be held responsible under U.S. law. A well known precedent is the

4 case Heilbronn v. Kendall, 775 F. Supp (W.D. Mich. 1991), but more precedents do exist as well. b) - According to the Article 1 of the Bulgarian Penal Code, all the reasons for prosecution and punishment are purely political, whose objectives are not to make justice, but to enforce public order and prevent further crimes. In my case, I have no intention to commit any crimes. c) Since the Bulgarian Penal Code doesn t impose any penalty for torture, neither it defines it as a crime at all, which is a direct violation of Article 5 of the Universal Declaration of Human Rights, signed by the United States, and since serious reasons to fear torture does exist, which I can prove, there is a real prospective for my torture either by the Bulgarian police, or by psychiatrists, for no one would be held responsible afterwards. Additionally, since several precedent cases exist, which, in combination with the evidence I provide suggests a substantial risk of torture in violation of the United Nations Convention Against Torture, I insist any requests for my extradition or delivery to the Bulgarian authorities to be ignored on this ground as well. Precedent cases judged by the European Court of Human Rights include, but are not limited to: VARBANOV v. BULGARIA (Application no /96), KEPENEROV v. BULGARIA (Application no /98) etc. 4 Republic of Bulgaria violated Article 13 of the European Convention on Human Rights, of which convention it is a signatory state, by ignoring and misinterpreting my complaints, and deliberately refusing to neither investigate the claims, nor bring the criminals to justice. This also violates Article 8 of the Universal Declaration of Human Rights. Republic of Bulgaria shows gross disregard toward its own constitution as well. This behavior of the state, as well as evidence I collected to date, suggest a high probability that Republic of Bulgaria intends to violate my right to fair trial, provided by Article 6 of the European Convention on Human Rights, and Article 10 of the Universal Declaration of Human Rights as well, which is a common practice in this country. Since USA have signed the Universal Declaration of Human Rights, this is a valid bar to extradition as well. 5 Some of the crimes, committed against me and including torture, enslavement, unlawful imprisonment, persecution on gender, political, religious and cultural grounds, are defined by the International Criminal Court as Crimes against humanity when committed as part of a widespread or systematic attack directed against any civilian population, with knowledge of the attack. My psychiatric torture was indeed part of systematic and widespread genocide against dissenters, with political aims, such as making the Bulgarian population easier to control and enslave. 6 The former Bulgarian Communist Party (BCP), which became famous with its terrorist attack in the St. Nedelya Church carried out on 16 April 1925, is still ruling the country by its agents infiltrated in most political parties. Even Prime Minister Mr. Boyko Borisov was a member of this terrorist organization. Since I am, among other things, a political activist striving for recognition of BCP as a terrorist organization and including its name in the official list of terrorist organizations of the European Union, some terrorists at government positions may help my psychiatric imprisonment, in order to prevent me from publicly rising that question, and then discredit me and ridicule me once they manage to blame me insane. I suspect there is some political element in my case due to this, but I can t prove it, and I seriously doubt that a known terrorist organization will ever admit it. 7 Republic of Bulgaria does not recognize the self defence as a human right neither directly or indirectly, and despite I informed the Bulgarian authorities of some threats I have received, they refused to neither provide me a firearm for self defence, nor recognize my right to own such a weapon, or to ensure my personal security otherwise. This forces me to live in constant

5 fear for my life and constitutes state terrorism. These are violations of Article 3 of the Universal Declaration of Human Rights. 8 The Bulgarian state, following the example of Adolf Hitler, is de facto enforcing eugenics upon me, using psychiatry and fear caused by intimidation for population control purposes. Due to this, I am now 32 years old, yet I never had sex in my life. The violation of my right to personal security, by intimidation induced fear of arbitrary arrest and torture by part of the Bulgarian state, compels me to refrain from any personal contacts whenever possible. In my experience the vast majority of the Bulgarian citizens believes that the so called mentally ill shouldn t procreate, and are, despite lack of scientific background to sustain these beliefs, de facto enforcing this policy, and helping it by avoiding personal contacts with any person, who was ever jailed in a psychiatric madhouse. This is likely a long term effect of the strong communist propaganda in that direction committed by the former communist regime. 9 The circumstances of my case make me comply with the U.S. legal definition of refugee as defined in section 101(a)(42) of the U.S. Immigration and Nationality Act (INA) 10 Republic of Bulgaria through unconstitutional laws prevents me from exercising my profession. Thus, I can t sustain myself, and am therefore going to either die from hunger if I stay on its territory, or be forced to commit crimes in order to obtain money for food. I refuse to deny my rights to free enterprise and free choice of profession, granted by Article 19 and Article 48 of the Bulgarian constitution. I would temporarily accept work in other field in a foreign country, but only until I manage to start my own firearms manufacturing company. Under no circumstances may I be expected to work in a field other than firearms design and production while I am in Bulgarian territory. Republic of Bulgaria deprives me of other rights as well, and deliberately refuses to solve this issue by peaceful dialogue. Final words: I have been waiting for so long without acting upon these issues out of fear, for I was intimidated by the police several times. The Bulgarian state committed these act of intimidation mainly in order to be exempted from criminal responsibility due to liability time lapse. I have delayed my visit to the U.S. Embassy in Sofia, Bulgaria for more than two weeks now, under severe risk for my life, only because I needed some time to read an immense amount of laws, in order to write this document properly. The revelation of these truths to the public and its subsequent effects I consider far more important than my own survival, for without justice life is senseless. I apologize for any grammar mistakes and imperfections of my language, and I assure you that I made this document as short as possible. I sincerely hope that, before making any conclusive decision, we meet and discuss the details of this situation, or if not possible, please assign an appropriate person to take care of this.
