The Regional Seminar on Economic Relations between the European Union and Latin America and the Caribbean was held at the headquarters of SELA on 26 February Delegations of the following Member States participated in the event: Argentina, Barbados, Bolivia, Brazil, Chile, Colombia, Costa Rica, Cuba, Ecuador, Guatemala, Guyana, Haiti, Jamaica, Mexico, Panama, Peru, Dominican Republic, Suriname, Trinidad and Tobago, Uruguay and the Bolivarian Republic of Venezuela. Participants also included representatives of the Secretariats of the Association Caribbean States (ACS), the Caribbean Community (CARICOM), the Southern Cone Common Market (MERCOSUR), the General Secretariat for Central American Economic Integration (SIECA); the Permanent Secretary of SELA, Ambassador Floria Caricote Lovera, and officials of the Permanent Secretariat of SELA; as well as consultants, experts and special guests. The List of Participants is included in Annex III. 3. The seminar was opened by the Permanent Secretary of SELA, Ambassador Floria Caricote Lovera, who welcomed participants and underscored the importance of the event in view of the weight of biregional relations in trade, financial and cooperation terms for the economies of the Member States, and the need to achieve regional coordination vis-à-vis the upcoming V EU-LAC Summit, which will take place in Lima in In this connection, Ambassador Caricote said the Permanent Secretariat of SELA is willing to cooperate with Peruvian authorities in the preparation process for the Summit. Ambassador Caricote s speech is included in Annex I. II. DEVELOPMENT OF WORKS: 4. Activities of the seminar included seven presentations followed by debates moderated by Dr. Antonio Romero, Coordinator of Relations with Regional and Extraregional Organizations of the Permanent Secretariat of SELA. The Work Programme is included in Annex II. 5. The first session focused on the base document From Vienna to Lima: Follow-up to the economic and cooperation relations between the European Union and Latin America and the Caribbean (SP/Di Nº 7-06), prepared by the Permanent Secretariat of SELA and previously forwarded to Member States and invited organizations. The document was presented by Carlos Quenan, professor of the Institute for High Studies on Latin America of the Sorbonne University, and Christian Ghymers, European expert, both hired as consultants by SELA. The document contains an analysis of economic and cooperation relations between LAC and the EU and reviews the results of the last Summit held in Vienna in May The experts also proposed an explicit method of preparation for LAC, based on coordination activities among national authorities, which would allow for a qualitative promotion of bilateral relations and better conditions for the Summit of Lima. During the debate on the contents of the document, some participants made observations that may contribute to update and enrich the study, which will be taken into account by the Permanent Secretariat in a new version of the document.

Afterwards, Economist Ariela Ruiz Caro, Adviser of the Presidency of the Commission of Permanent Representatives of MERCOSUR, made a presentation on MERCOSUR s perspective of the relations with the European Union. She made special emphasis on the need to move ahead towards coordination at the regional level to better prepare the region for the Summit of Lima. A key aspect in the presentation on MERCOSUR was the need for the region to offer minimum conditions to the EU in the trade negotiations being conducted by the various subregional integration groups and the EU. 7. In the second session, Mr. Enrique Ceppi di Lecho, Economic Adviser and Head of the Office of PROCHILE in Venezuela, made a presentation on the experience of Chile, providing a detailed account of the Chilean experience in the negotiations for the Partnership Agreement with the EU and the results achieved so far with its implementation in the areas of trade, investments and judicial regulations. During the debate on the Chilean experience, emphasis was made on the long process of rapprochement and negotiations of that country with the EU, the impact of the participation of Chilean SMEs to increase exports to the EU, and the difficulties derived from asymmetries between a country with a relatively small economy such as Chile and the European block in terms of bargaining power. 8. Afterwards, Mr. Neville J. Bissember, Jr, Official in charge of the Legal Department of the Secretariat of CARICOM, made a presentation on CARICOM s Vision of the relations with the European Union. Bissember described the negotiation process between CARIFORUM and the EU for the Partnership Agreement with the EU and made important suggestions to enrich the document prepared by the Permanent Secretariat. He said it was convenient to include in the analysis some particular aspects of the relations between the EU and the Caribbean, such as the provisions of the Cotonou Agreement. He also referred to the institutionalized mechanisms used by CARICOM (COTED and the CRNM) to conduct its negotiations with the EU and recommended other Latin American groups to review this experience. 9. The next presentation, on trade relations between Central America and the European Union, was conducted by Mr. José Carlos García, Adviser to the Secretary General of SIECA. He reviewed the Central American integration process, trade relations with the EU and the creation of appropriate conditions for the ongoing negotiation of the Partnership Agreement with the EU. The debate focused on some elements of the trade negotiations between Central America and the EU that go beyond the traditional area of trade policy, highlighting similarities between these issues and those agreed to in the DR- CAFTA. 10. The third session started with a presentation on the vision of Mexico about relations with the European Union by Mrs. Nayeli Damián, Adviser of the Embassy of Mexico in Venezuela and former Head of the Department for the EU and Regional Organizations of the Secretariat of Foreign Affairs of Mexico. She dealt with the negotiation process for the Partnership Agreement between Mexico and the EU, as well as the experiences and the results obtained during the years in which it has been in force.

7 Final Report on the Regional Seminar on Economic Relations between the European Union and Latin America and the Caribbean SP/SR-REUE-ALC/IF The next presentation was on Peru s propects vis-à-vis the next Biregional Summit of 2008, by Mr. Edwin Gutiérrez, in representation of Ambassador Javier Paulinich, General Director of the WTO and International Economic Negotiations of the Ministry of Foreign Affairs of the Republic of Peru. Gutiérrez said its government was pleased about this seminar and provided details of the preparation process for the V Summit, to be held in Lima in Peruvian authorities recognized that it was necessary to identify the common interests of the Latin American and Caribbean region, based on a gradual process of regional coordination in order to obtain the greatest possible benefits from the next Summit. 12. All the presentations and the study prepared by the Permanent Secretariat of SELA are available SELA s on Web page: During the debates, participants reached the following conclusions and recommendations. III. CONCLUSIONS AND RECOMMENDATIONS 1. Participants in the Regional Seminar on Economic Relations between the European Union and Latin America and the Caribbean took note with interest of the analysis prepared by the Permanent Secretariat, titled From Vienna to Lima: Follow-up to the economic and cooperation relations between the European Union and Latin America and the Caribbean (SP/Di N 7-06), which reviewed the results of the Vienna Summit and included proposals to provide support in order to prepare the region for the next EU-LAC Summit, which will take place in Lima, capital of the Republic of Peru, in 2008 a process that Peruvian authorities have already started. 2. Participants in the Regional Seminar evaluated the importance of trade, investment and cooperation flows between LAC nations and the European Union. They also agreed that in order to give a boost to biregional relations, LAC countries must make substantial efforts so that the region can become a well-organized interlocutor vis-à-vis the European Union. In this connection, they made emphasis on the following issues: a) Important changes have taken place in the EU s strategy of cooperation for development, which will bring about modifications in the mechanisms, priorities and organizations of the European Union in managing external cooperation. This will require greater attention and better follow-up on the part of LAC governments, so that the region can continue to take the greatest possible advantage of the potential benefits from European cooperation resources; b) Coordinating common positions for Latin America and the Caribbean does not entail ignoring the legitimate differences seen in LAC nations with respect to their economic policies and mechanisms for international insertion. The proposal of creating a method to make progress in the preparation of our region for its dialogue with the European Union does not involve relinquishing national sovereign positions, or creating new institutions or regional bodies. The purpose is to encourage certain actions for cooperation among sovereign states, so as to identify those areas in which all the Latin American and Caribbean nations share interests, thus promoting a relevant dialogue and exchange of information, while enabling the pertinent administrative bodies to provide ideas for the adoption of possible regional positions; and

8 Permanent Secretariat Globalization 6 c) There are some specific thematic areas in which regional organizations such as SELA, along with other institutions in the region, could help to re-launch cooperation with the EU. They include possible actions in the areas of knowledge and information and communications technologies, SMEs, the dialogue as regards migrations, and cooperation in the area of higher education, among others. 3. The debates that took place during the seminar focused on the following key aspects: a) The possible implications in terms of human and financial resources that could emerge from the proposals outlined in the document prepared by the Permanent Secretariat of SELA. b) The possible implications of the trade negotiations being conducted by the various subregions in LAC with the EU for the shared goals of fighting poverty and promoting social cohesion in our nations. c) Based on the analysis of the experiences of Chile and Mexico in the negotiation and implementation of their Partnership Agreements with the European Union, participants underscored the multidimensional nature of these agreements and the impact on their productive sectors and societies. Taking into consideration the remarks made by the delegates of these two Member States of SELA, emphasis was made on the importance of sharing their experiences with the rest of the nations of the region. d) It is important to make emphasis on the special characteristics of current relations between CARIFORUM and the EU, and the fact that the Member States of CARICOM already share a relationship which is characterized by a Single Market, and is evolving into a Single Economy. However, participants stressed the relevance of experiences such as the negotiations with the EU for an Economic Partnership Agreement (EPA), which is managed by the Council for Trade and Economic Development (COTED) and the Caribbean Regional Negotiating Machinery. These experiences could be shared in forums such as SELA, for the benefit of the rest of Latin American and Caribbean nations and subregional groups. e) It would be convenient to make concise adjustments as regards certain specific aspects of the report prepared by the Permanent Secretariat of SELA, so as to include some of the considerations made during the debates of the seminar. 4. Participants thanked the Permanent Secretariat of SELA for its work in conducting the seminar and stressed that it was convenient to continue with these analytical efforts along with other organizations of the region, so as to keep a fluent exchange of experiences among Latin American and Caribbean nations as regards ongoing negotiations with the EU.

9 Final Report on the Regional Seminar on Economic Relations between the European Union and Latin America and the Caribbean SP/SR-REUE-ALC/IF Considering that the process of preparation for the next EU-LAC Summit which will take place in Lima in 2008 has already begun, and taking due account of the readiness expressed by the Permanent Secretariat of SELA to support these efforts in case Peruvian authorities may deem it necessary, participants called upon the Permanent Secretariat to make greater efforts in order to conduct any activities that may be required in this connection. In the closing session, participants thanked the Permanent Secretariat for organizing the Seminar and its courtesies during their stay in.

13 Final Report on the Regional Seminar on Economic Relations between the European Union and Latin America and the Caribbean SP/SR-REUE-ALC/IF Your Excellencies, Ambassadors and Representatives of the Member States of SELA, Distinguished Representatives of the Secretariat for Central American Economic Integration (SIECA), CARICOM, MERCOSUR and the Association of Caribbean States (ACS), Ladies and gentlemen: It is a great honour for me to open this regional seminar for analyzing cooperation and economic relations between the European Union and Latin America and the Caribbean. As indicated by various inter-governmental and academic bodies, relations between Latin American and Caribbean countries and the European Union are of special relevance. Among other reasons, this is due to the substantial weight that these relations have in commercial, financial and cooperation terms for many of our economies. It should also be pointed out that the European block has played a leading role in various forums where key issues on the current international agenda are being discussed and negotiated. Similarly, the experience gained by Europe in terms of economic, social and political integration over the last 50 years has become a crucial reference for any efforts to overcome the limitations affecting integration processes in Latin America and the Caribbean. Background information to today s debates can be found in the latest meeting on biregional relations, which was also organized by the Permanent Secretariat of SELA in February At that meeting, official delegates and invited experts identified three fundamental factors that characterized both the status of the economic relations between the two regions and our region s capacity to improve its role in its dialogue with Europe. They were: 1. In order to give a new boost to relations between Latin America and the Caribbean and the European Union, our countries must make an effort so that the region can become a well-organized interlocutor vis-à-vis the European Union; 2. It is crucial to discuss and design a Latin American and Caribbean strategy for its relations with the EU; and in this connection, Latin America and the Caribbean should assume common positions as a requirement to speak with a single voice vis-à-vis the European Union; and 3. It is possible to reach common positions in spite of the existing economic heterogeneity in Latin America and the Caribbean, which is reflected in the countries dissimilar patterns for international insertion and their different interests as regards their relations with the European Union. Definitely, as shown by the experience in Europe, recognizing the differences within a region is the first step in the process to reach common positions and strategies. Within this context, this meeting is aimed at analyzing the results of the latest Summit between the EU and Latin America and the Caribbean, and at examining some key elements in the European cooperation strategy for the period These analyses will allow us to determine possible actions to start the process of preparation of Latin America and the Caribbean for the next biregional Summit, which will take place in Lima in 2008.

14 Permanent Secretariat Globalization 12 For this reason, the Permanent Secretariat considers this event to be of particular importance. In the current stage of work of the organization, this meeting also complies with our objective to give priority to important issues of common interest for our nations on our agenda of activities. Thus, today we will analyze possible actions for regional coordination as regards relations with the European Union as no other existing intergovernmental body in our region can do. Only through this crucial coordination we will be able to face the challenges posed by the insertion into an inequitable global system which is dominated by powerful interests. I am confident that we will count on a firm support from all the governments of our region, and I reiterate the commitment of the Permanent Secretariat to make progress towards such regional coordination which is the only requirement to reaffirm the presence and defend the interests of Latin America and the Caribbean within the global context. Lastly, I wish to reiterate to the representatives of the distinguished Government of the Republic of Peru which is to host the next Summit between the European Union and Latin America and the Caribbean that the Permanent Secretariat is ready to cooperate with its authorities in the process of preparation for the Summit. Similarly, I would like to express my deepest gratitude to the Secretary-General of the Secretariat for Central American Economic Integration (SIECA), to the Secretary-General of the Caribbean Community (CARICOM), to the Chairman of the Commission of Permanent Representatives of MERCOSUR, and to the Secretary-General of the Association of Caribbean States (ACS), for the support they have given to the Permanent Secretariat of SELA in organizing this activity.
