3 INTRODUCTION In accordance with L.R.S. 40:1379.3(R)(2), the Department of Public Safety and Corrections, Office of State Police is providing the following information as a summation of the Concealed Handgun Permit Unit s 2009 Annual Legislative Report. The following report covers the period of January 1, 2009 to December 31, 2009 and contains statistical information on the number of permits issued, denied, revoked, or suspended and the reasons for such denial, revocation, or suspension to be categorized by age, sex, race, and zip code. The total number of original permits issued from inception to December 31, 2009 is 40,302. Also during this time period, the Department denied 1223 permits, suspended 562 permits, and revoked 344 permits. For last reporting year, January 1, 2009 to December 31, 2009, the Department issued 9,210 original concealed handgun permits and renewed 3,554 permits. Also, during the same period, the Department denied 369 permits, suspended 97 permits, and revoked 51 permits. Last year, the Department did not have any documented accidents or deaths involving concealed handgun permittees. 14 Suspensions For Permits Since Inception Total Number of Permits Suspended From Inception to December 31, Unknown 230 L.A.C. 55:I:1313.B.2 4 Reason For Suspension July 15, 2004 a conversion was conducted to a new Concealed Handgun Software System. Prior to this date there was no electronic status pertaining to the reason for the status of the permittee. A permittee armed with a handgun shall notify any police officer who approaches the permittee in an official manner or with an identified purpose that he has a handgun on his person, submit to a pat down, and allow the officer to temporarily disarm him. Failure to comply with this provision shall result in a six-month automatic suspension of the permit. L.A.C. 55:I:1313.B Permittee failed to notify the Department within fifteen days of an arrest. L.A.C. 55:I:1313.B.10 2 L.A.C. 55:I:1313.B.7 14 Upon the issuance of a preliminary or permanent injunction in any family or domestic dispute, or any other protective order issued pursuant to law the permit shall be automatically suspended. Permittee failed to return the concealed handgun permit upon suspension. LAC 55:I:1307.B.5.a.i 3 An applicant must have a Louisiana drivers license or identification card R.S. 40: (R)(1) 133 Permittee failed to notify the Department within fifteen days of an arrest. L.A.C. 55:I:1307.C.6 7 Applicant found to chronically and habitually use alcoholic beverages to the extent that his normal faculties are impaired... if he has been found guilty of, pled guilty or nolo contendere to DWI within five years of submitting application, or has been committed, either voluntarily or involuntarily, for treatment as an alcoholic. An application is not complete unless it is submitted with the appropriate fee, is signed by the applicant, and contains all information required by the department.
