SHRI. MANI SHANKAR AIYAR Designation:-Former Union Minister Topic: Panchayati Raj, 2) India Pakistan Relations Date: 22nd & 23rd Aug, 2016 He spoke on How panchayat raj system evolved in India. During the Constitution making process, it was Gandhi's wish to include a formulation on Panchayati Raj in the Constitution of India. After 1957, Nehru made concerted efforts to create responsive grass-root machinery for better implementation of government initiatives and programmes. However, it was Rajiv Gandhi's government, followed by P V Narsinha Rao's government that Constitution was amended to make the Panchayati Raj as integral and mandatory part of the Constitution.
