INVOCATION Invocation was offered by Eric Bates. PLEDGE OF ALLIGIANCE The Pledge of Allegiance was led by City Attorney Kevin Bragg. ADOPTION OF THE AGENDA Motion for approval: Councilman Brandon Emamalie Councilman John Marshall CITIZENS INPUT Zeke Watkins thanked the Eagleville Police Department for help with the Tractor Club. There was a discussion on videotaping the meetings so the public would be able to view them. Councilman Alan Ball made a motion to defer the topic to a later date after more information could be given to the Council about how it would be done to best serve everyone. Councilman Brandon Emamalie seconded. Motion passed 7-0. City Attorney Kevin Bragg will write a policy to abide by in regard to the taping of meetings. CONSENT AGENDA a) August 9, 2018 Public Hearing b) August 9, 2018 City Council Work Session Minutes c) August 23, 2018 City Council Meeting Minutes d) Acknowledge Financial Reports for August 2018 Motion for approval: DEPARTMENT REPORTS POLICE Chief David Breniser thanked everyone for their help with the Fall Festival, including the Rutherford County Sheriff s Office and the Road Commission for the use of their Detour signs. He also specifically thanked Corporal Snook and Officer Stokes for their dedication, and all City Staff and Council members for all their hard work. Chief Breniser completed his 8 hour in-service weapons qualification for Post credit. Plans have been finalized for a DUI checkpoint in Eagleville on November 30. FIRE Chief Rick Parks reported that there were 12 calls in the month of August, which included 4 motor vehicle accidents, 2 fire alarms, 2 brush fires, 1 grass fire, 1 structure fire, and 1 tree down. Two new firefighters will be starting on October 1. Chief Parks explained the duties and differences between an EMR and EMT. We now have 12 volunteer firefighters. Fire trucks continuously run in order to stay charged up. LIBRARY Donna Jordan reported that a new employee, Kathy Ferguson began working on September 17. The Friends of Eagleville Library raised almost $400 at the Fall Festival. October 14-20 will be "Food for Fines week, where people can bring in canned foods to pay off their fines. Circulation for August was 2455. There were 757 visitors to the library last month. 45 children attended Storytime. FINANCIAL City Recorder Phillip Dye reported that year-ned reports have been completed by CPAs with no discrepancies. Audit should be completed in October. Sales tax received in September was $67,501.94. Property tax forms will be sent out on October 1. We have received $2500 from Govdeals for the fire truck that was sold last month. It looks like the Fall Festival will not be the financial burden it has been in the past. This is due to generous donations and sponsorships, as well as the festival being cut short due to the weather. PARKS & REC/PUB. WORKS City Manager Hellyn Riggins reported that incrediball is ongoing. PLANNING/CODES City Manager Hellyn Riggins reported that the Land Use Plan is completed except for the maps. There will be a public hearing for the Land Use Plan on October 25. According to Will Owen, our Zoning Map has to be recreated. He will be presenting cost options to create the map. We are waiting to hear from TDEC on whether the sewer plans that we have on file can be approved to add the new lines to expand sewer capacity. At the October Planning Commission meeting, there will be a variance request for chickens on Cheatham Springs Road. September 27, 2018 City Council Meeting Minutes Page 3 of 7
CITY MANAGER REPORT City Manager Hellyn Riggins stated that she wanted to clarify that she was never approached by any Council member about looking into insurance for volunteer firefighters. If we have volunteers willing to work, insurance costs are not a problem. Ms. Riggins and Chief Parks attended the County Mayor Task force meeting, and was encouraged by Mayor Ketron s concern over Eagleville s lack of emergency responders. The new Municipal Code is done and ready to be voted on by the Council. Ms. Riggins thanked everyone for their hard work to make the Fall Festival a success. We are still looking for grants for E-Ticketing. S&W Contracting has repaired the traffic signal. We ae ready to proceed with the temporary bay for the fire truck. Craig Sewell is donating the foundation of the building. OLD BUSINESS Approve or Deny the preparation of bid specifications and acceptance of bids for the paving of Hillcrest Drive (approximate $13,050) and Iris, Poplar and Cherry (approximate $53,250). Approve or Deny the preparation of bid specifications and acceptance of bids for the paving of Clark Street (approximate $24,750). Motion to Approve: Approve or Deny the preparation of bid specifications and acceptance of bids for the minor repairs of King Drive and Clark Street (approximate $20,000). Motion to Defer: Councilman John Marshall NEW BUSINESS Approve or Deny an Ordinance (2018-005) to adopt a new Municipal Code of Ordinances for the City of Eagleville.[1 st Reading] Schedule a Public Hearing October 25, 2018 at 7:00 p.m. to discuss: i) A new Municipal Code of Ordinances (for discussion prior to final adoption) ii) City of Eagleville Land Use Plan 2020 Motion to Approve: Approve or Deny City Manager to Submit for Safer Grant (up to $2000 total grant with 50/50 matching by City Maximum paid by City would be $1000) for lights between City Hall and Police Department.
