Teller and Valcita Thompson Guest: Leonard Perry CLUPC President, Crown point Chapter Agenda: Reading and Approval of the Agenda Anthony Begay: questions on the priority listing, did a lot of research, what is the best projects we can finish, Arlando Teller: we cannot take Alamo off the list it went all the way to Santa Fe, New Mexico. 1 1 Annabell Pino: we met with Mr. Irvin Bekis about a month ago the discussion was phase 1, ARRA was included but due to no funding, then Phase, made some shuffles has questions with BIA and NavajoDOT, now there is going to be a meeting tomorrow June,, would like to see & included, also what if it goes in our favor, even the states knows, she knows there are other funding that are available, almost project ready, where is the hold up?, Phase 1 what is the history between the Navajo Nation and State, also if there is phase 1 funding available we should combine the other Phases together. 1 1 Anthony Begay: suggestion, direct David Lee not to make any changes Thomas Barbone: showed a map, for the record David Lee: County Route: Defiance to Wild Cat is taken off the list, Arlando Teller: recommendation to go with the yellow codec priority list, David Lee: will recommendation to put Hunter s Point on the list Anthony Begay motioned, nd Annabell Pino Vote: /0/1 David Lee: Plan of Operation Arlando Teller: Yesterday at :0pm, this Plan of Operation will be overall, was incorporations with which makes sense, will consist with Navajo Nation, the way we have resolution, agenda, having the meeting, Mr. Anthony Begay and Ms. Annabell Pino send me their recommendation, as Mr. Anthony Begay suggested time and time again Eastern is different, the Plan of Operation will be consistent across the Navajo Nation with addendum/changes. Pauline McCauley: questions/comments # Anthony Begay: he made recommendation there is more addition that needs to be made, even at Saturday Eastern Navajo Agency Council Meetings. We need to have NavajoDOT staff and BIA to be included in the Plan of Operation, this is our meeting and it should not have the Council Delegate have a say in it, let s approve this Plan of Operation Thomas Barbone: Title, we have a right to have a say so not Mr. Tom Platero, let s stay with what we have written Eastern Navajo Agency Area Roads Committee Minutes -

1 1 Anthony Begay: remember lets work on this, if we had someone with a good education they could have helped us, Arlando Teller: he can read Anthony s resolution Mark Begay: we should just vote on this and we are just wasting time on this, Arlando Teller: These were given to us as during the last quarterly meeting, this was the homework, let s look at it and dissected, David: any questions or comments Arlando: this is set way for next month Quarterly meeting Eastern is the hosting, possibility to select someone else. David Lee: any questions Pauline: let s do it ourselves, Anthony Begay and Thomas Barbone, not the staff Arlando: let s be positive and work on this even though it s one day, we have food there, Pauline: Mr. Barbone and Mr. Begay can do the doing the facilitating Arlando: will do the introduction Annabell Pino: last minute changes, why there are constantly changes with Eastern, how can we assure someone in WR office that Eastern can handle this? 1 1 Arlando: NDOT did aggressive road inventory Thomas: Road construction, N to N when will it start Dean: Final plans for south side; it s staggered, and has no dates Thomas: Whitehorse 00, Chaco Mesa road Sampson: there is nothing on that, Thomas: who can do the EA? Arlando: needs to be initiated by the chapter Sampson: back in November it was discussed and informed the people to write a resolution since then we have not received any thing, recommendations was made, as of today nothing is being done Thomas: Whitehorse Lake is having their Chapter Meeting on June,, Arlando: who represents Nahodishgish Chapter, realign the road chapter needs to talked to NHA and pass the resolution, As far as Whitehorse Lake, need a resolution Thomas: Millings for Littlewater Chapter, Sampson: there was no ARCH clearance, still working and Dean will write a memo to Timothy Deasis, yesterday Sampson went out to NDOT and met with Arlando and other staff, was informed EA was expired and there was a letter in April, by Rite Whitehorse, he worked on it and get is in compliance, Arlando will do a follow up and update us. 1 1 Sampson: Tomorrow by :00 pm will send off all equipment will be auction them off, so bit for them, open bid tomorrow and closed bid by pm at Property and Supply in Gallup. Erosion at will repair, community are requesting for blade but we cannot do that due to high winds Thomas: requested before the equipment used the equipments to blade the roads Sampson: since there is no funding, Congress from Washington directed BIA not to asked for anything from other resources, regardless of any MOA, the only way is probably hire someone one weekend and get it done Pauline: left at : David Lee: when Dineh Benally was here, suggestion were made to get water trucks Sampson: we have a 000 gallon water truck, Water Development Department informed us not to use any domestic water and we were told we have to pay for hauling water, since then we left the water alone. Trucks are located at Mariano Lake, White rock, Lake Valley, There is some equipments that will be hauled back from Albuquerque, NM will be auctioned off and even if we blade the road due to high winds we cannot blade the road. 1 Anthony Begay: Minutes will be completed, based on Plan of Operation it s the Chairperson to signed off, we need to research it, we have not done any follow up, also look at our claim forms, we need to put the date on it, and have it process it, Arlando Teller: I do agree with Mr. Begay and it feasible enough for working days and the request is already on the form on when to get the stipend ready.
