Please see the attached reservation form and BE SURE TO RESPOND AS WE NEED AN ACCURATE COUNT! Joe Valenti and wife along will be bringing everyone up to date on some new laws and bills which are awaiting approval. Kathy Cupano will give us an update on Rutgers issues such as attendance at classes, plans for the Spring Conference, RPPO/RPPS updates and other important items. The Nominating Committee will present their recommendations for the slate of officers for 2015. (The election is held at the December meeting as well as the installation.) Planned sessions for the League of Municipalities Conference November 18 th 20 th will also be announced. Planned changes in the QPA will be discussed as well as the Green Purchasing Course. Lots of additional important information will be explained as well. CEU s will be available.. A-1794 has been signed by the Governor. It ensures that you may NOT require financial information in a bid if you are requiring a bid bond, consent of surety and performance bond from a bidder. More on that at the October meeting. If you missed the September 18 meeting at Garner s Basin the state Division of P&P demonstrated their new website. Next year, your bids must be posted here. More soon.

As of July first of 2015 there will no longer be regions. Instead they will have areas and fewer of them. New Jersey will be moved to Area one which will include New York and the New England states as well as the eastern provinces of Canada. We will no longer be aligned with Pennsylvania, Delaware, Maryland and the District of Columbia. (Gee, something we said?) A copy of the new area map in color is included with this report. South Jersey has had a long history of interactions with especially the Delaware and Pennsylvania chapters so it is certainly a shame to see this association with them vanishing. Attempts to work with the North Jersey Chapter have never worked out. Virginia, which had been a Region of its own, is replacing New Jersey in the Area. My understanding is they are not happy about joining the other states in the current Region II either. Other NIGP news is that they are listing the building they own for sale in Virginia. It is expensive to operate and empty offices they have are not rented so they have allot of empty office space. Further, the parking lot is being taken over for a construction project. The next region II conference, which I have been told we will be invited to, will be in the fall of 2015. (Although it will no longer be a region, so ) Anyway, it is scheduled to be in Washington DC.

The state plans to extend the contract for the rest of the vendors on the M0483 contract until 12/31/14 once all the required paperwork is received. The Rutgers Spring Purchasing Conference planning has already begun. Are you receiving military hardware under the LEA plan for receiving surplus military equipment? If so, please ensure your governing body approves and that the Chief Executive Officer signs the contract as this is, after all, a contract. Please remember that there is a very big difference between Shared Services/Joint Purchasing/Cooperative Pricing and Commodity Resale Systems. Shared Services does not require permission to join by DLGS, however the others do.
