Call for Proposals Notice Grants to Iraqi NGOs Enhancing protection for vulnerable women and girls among the Syrian Refugees from Sexual Gender Based Violence and Trafficking UNDP is pleased to announce a call for proposals for Iraqi Non-Governmental Organizations (NGOs) under the project Enhancing protection for vulnerable women and girls among the Syrian Refugees from SGBV and Trafficking. The Proposals shall be focused on any of the following location: Erbil, Dahouk, and Sulaymaniyah. UNDP will select an implementing agent for each geographical location. 1. Background: The crisis in Syria and its consequences across the borders in Iraq is an escalating serious humanitarian and human rights emergency. The crisis is being compounded by a massive scale suffering and hardship. Women and children including, disabled, elderly, and victims of conflict in Syria have endured numerous displacements since the start of the conflict. Women and girls in particular are among the hardest hit group and due to their genderspecific vulnerability and needs must be given additional support and protection to face the adverse conditions as refugees. Since the beginning of the Syrian crisis over 217,000 Syrian refugees have fled into Iraq s Kurdistan region. These influxes of Syrian refugees are being settled into six established camps in the three Governorates of Kurdistan, namely: - Kawergosk camp - Kostopa camp - Dara Shakran camp - Bosirma camp - Domiz camp As per UNHCR and other UN agencies estimates, it is expected that this new influx would rise to 400, 000 by end of 2014. In terms of demographics, amongst the already arrived Syrian Refugees (up to 217,000), it is anticipated that there will be: - Over 72,000 women and girls within the brackets of reproductive Age (18-59 yrs.); - Over 8,000 adolescent girls (12 to 17 years) - Around 12 15 % of refugee Households are Female Headed 1

Considering the prevailing refugee conditions, these women and young girls are at serious risk of: - Increased vulnerabilities for Gender-Based Violence (SGBV), trafficking as well as sexual harassment and abuse. - Forced and under-age marriages, rape, abduction, sexual slavery 2. Small grants mechanism: 2.1 Eligibility for receiving grants: Eligible NGOs are national NGOs legally registered and operate in Kurdistan Region of Iraq. The applicant may be an individual NGO or a consortium of NGOs. In case of a consortium a lead NGO will have to apply on behalf of the consortium. 2.2 Project Duration: maximum 6 months (no extensions will be granted) 2.3 Geographic coverage: The grantee will work in only one of the following refugees camps in Kurdistan Region: Dahouk, Sulyimaniah or Erbil. Note: NGOs should only apply for one of the three locations mentioned above. NGOs applying for several locations will be disqualified. 2.4 Grant size:,000 to 60,000 USD Own contributions from the NGO consortia are not mandatory but will be considered positively. 2.5 Project proposal thematic areas: Proposals should fall under the thematic area mentioned below: Thematic area : Rapid establishment of mechanisms of continuous monitoring of situation of vulnerable segments of women and girl refugees within and outside the refugee camps who are prone to SGBV, in particular but not limited to trafficking, forced and under-age marriages, rape, abduction, sexual slavery etc: Rapid recruitment and training of social workers, lawyers, law students (preferably from Syrian refugees) on psycho-social and legal support for target groups and SGBV Survivors. Monitoring the general situation of SGBV and where feasible individual incidents of grave nature such as rape, attempted rape, abduction, trafficking, 2

forced and under-age marriages through social workers, community volunteers/mobilisers as well as the various service providers and other sources of information. Producing internal periodic analytical reports for multiple purposes as stated above. Identify and train women from among the Syrian refugees to work as volunteers to lead outreach/support activities among Syrian women and girls residing in camps. Distribution of awareness information, and IEC materials among women and young girls. Rapid recruitment of lawyers to provide the legal assistance and legal services. Recruitment of 3 additional trained staff under the Directorate for Tracing Violence Against Women in Duhouk, Sulaymaniyah and Erbil 1 staff for each location. The recruited staff will focus on Syrian refugees and establishing direct linkages of information sharing and support between KRG Directorate and the refugee camps. Recruitment of 1 additional trained staff member under the Independent Board for Human Rights in Erbil. The recruited staff will focus on monitoring and reporting the Human Rights situation of women and girls inside the Refugee camps and report directly to the Independent Board of Human Rights. Identify and train Women volunteers among Syrian refugees to lead outreach/support activities among Syrian women and girls residing in selected host communities; Setup Standard Operating Procedures and referral mechanisms for Sexual Gender Based Violence cases among the different services existing in Host communities 2.6 Eligible costs Proposed budgets should include the following - Direct costs of carrying out project activities - Salaries of support staff Proposal budgets should not include: - Office or administrative costs of any kind - Cash payments to NGO staff or volunteers of any kind particularly related to travel Own contributions must be: - Detailed item by item with units, unit costs and total costs - Must be costs for which the NGO can submit proof of payment - Own contributions will be reported on in detail in the same manner UNDP grant expenditures are reported. 3

3. Selection process A selection panel comprised of UNDP-Iraq staff will review the applications. Observers (with no voting rights): representatives from Directorate for Tracing Violence Against Women and the Independent Board of Human Rights in Kurdistan will be invited to attend the selection meeting as an observer to ensure transparency. The final selection decision will remain UNDP s prerogative. Step 1: Incomplete and late applications will be excluded (please refer to the list of documents to be submitted in the Submission Details section below) Step 2: The selection panel will evaluate the proposals and budgets against the attached grid (Annex 1). Step 3: The selection panel will select the top scoring NGOs for granting. NGOs will be informed of the selection results approximately 1-2 weeks after the application deadline. 4. Copy of original valid certification of legal NGO registration 4. Recommendation letters of international donors (optional) 5. issues? Does it take into account specific needs and opportunities for men and women. 3. Sustainability Sub-score 3.1 Is the proposal likely to have an immediate impact on the target groups throughout the project s duration? 3.2 To what extent does the project proposal plan working closely with government institutions and other relevant actors in KRG?
