APPROVAL: LEG ACA CA BACKGROUND/RELATED STRATEGIC GOAL: The Drug and Alcohol Abuse Awareness Committee was created by Resolution No. 87-7.37 on July 28, 1987 (attached). The Board of County Commissioners determined that the effects of the use and 809945d5 1 of 10
abuse of drugs and alcohol in the community was a concern of the Board and the citizens of Martin county; concerned citizens formed a committee to address problems and aid in finding solutions associated with drug and alcohol abuse; and the Board recognized the need to work in conjunction with the concerned citizens committee and in supporting their endeavors established the Drug and Alcohol Abuse Awareness Committee. The Drug and Alcohol Abuse Awareness Committee meets quarterly at the Community Services Conference Room, 435 SE Flagler Avenue in Stuart at 3:30 PM. Their agendas are published to the County s web site in a timely manner. The position representing the State Attorney s Office has been vacant since August 2017. Administration staff received the application from Vicki Nichols to represent the State Attorney s Office on April 16, 2018. The Board is asked to appoint Vicki Nichols to represent the State Attorney s Office to the Drug and Alcohol Abuse Awareness Committee for a term to begin May 8, 2018 and end August 31, 2018. The Administration Staff will advise Ms. Nichols of the Commission s decision which will include Sunshine Law information. ISSUES: None. LEGAL SUFFICIENCY REVIEW: To the extent this item contains legal issues; it has been reviewed for legal sufficiency, though it is primarily a matter of Board policy. RECOMMENDED ACTION: RECOMMENDATION A. Move that the Board appoint Vicki Nichols to represent the State Attorney s Office to the Drug and Alcohol Abuse Awareness Committee for a term to begin May 8, 2018 and end August 31, 2018. B. Drug and Alcohol Abuse Awareness Committee Created Pursuant to Resolution No. 87-7.37 Powers & Duties: The Committee shall serve as an advisory Committee to the Board of County Commissioners on issues relating to chemical abuse in Martin County. How Appointed: Initial Committee consisted of 15 volunteer members who were officially appointed by the Board of County Commissioners. More volunteers have subsequently joined the Committee. The Committee consists of representatives from the following: State Attorney; City of Stuart; School Board; Treatment Representative; Circuit Court Judge; Public Defender; Sheriff's Department; Sheriff's Department (jail); Martin County Commission; Town of Sewall's Point; Town of Jupiter Island; Clerk of the Court; two private citizens; and one youth member (non-voting) Terms: Members shall be appointed to serve a one year term which may be renewed at the discretion of the Board of County Commissioners. On July 24, 2000, the BCC authorized the solicitation of a youth member to serve on the Committee as a non-voting member. Meetings: Meetings are held quarterly. BEFORE THE BOARD OF COUNTY COMMISSIONERS MARTIN COUNTY, FLORIDA RESOLUTION NUMBER 18-5.x A RESOLUTION PERTAINING TO THE APPOINTMENT OF A MEMBER TO THE DRUG AND ALCOHOL ABUSE AWARENESS COMMITTEE WHEREAS, Martin County pursuant to Resolution Number 87-7.37 established the Drug and Alcohol Abuse Awareness Committee; and WHEREAS, the Resolution Number 87-7.37 establishes the number of members and the required qualifications of such members; and WHEREAS, the individual meets the described qualifications and is aware of the purpose, duties, and responsibilities of service on the Drug and Alcohol Abuse Awareness Committee. NOW THEREFORE BE IT RESOLVED THAT, the Board of County Commissioners hereby appoints the following to serve on the Drug and Alcohol Abuse Awareness Committee for a term to begin immediately and end August 31, 2018.
