PES Stationary Battery Committee Meeting Minutes Monday June 26 10, 2011; Montreal, Canada General Meeting 1. Meeting Opening and Introductions As of June 27, 2011, there are currently 56 current members of the StatBatt committee. There are 34voting members attending the general session. Bill Cantor called the meeting to order at 8:05 am Welcome to all attendees, members and visitors. The attendee list was sent around. Introductions of all attending were given. Yves Lavoie was the host of this meeting and provided an overview of the hotel and week s activities. IEEE SBC committee thanks Yves and Primax for organizing the meeting, etc. Minutes from January 2011 St. Louis, MO meeting were approved. 2. Document status: Standards and Working Group Status Bill Cantor and the working group chairs provided an update on the various standards. Tom Croda is chair of network power systems, involving DC network power 380V system and system architecture. Interested people need to let Curtis know. Participation on this committee is fee-based. Next meeting is in California at the end of September. Telcordia battery state of health, new NiMH standard are in the works. Contact Curtis if you have any interest. Battcon Rick Tressler reported on Battcon 2011. Battcon 2012 will be held at the Westin Diplomat May 15-17 in Hollywood, FL. Details at www.battcon.com. Infobatt Zbig Noworolski reported on the next Infobatt Canadian battery conference. Infobatt will be held in downtown Montreal. The date is September 11, 2012. Details can be found at www.infobatt.com. INTELEC Amsterdam October 9-13, 2011. Details at www.intelec.org. Steve McCluer Battery glossary now posted on the SBC website. NFPA 70E received 30+ proposals from our group. We are looking at developing task groups relating to DC arc flash, PPE and safety. If interested, contact Steve. NFPA 70B now topic of discussion. NEC comments deadline is November 2011. Bill Cantor noted that a task force exists relating to getting changes to Article 480 and other areas of the NEC relating to DC systems. Contact Bill for more. Gary Belash MSDS task force started in April. Trying to get MSDS sheets more standardized. Jeff LaMarca - Nuclear Task Force. The group will be meeting during this session to discuss various topics. PES General Meeting July 24-28, 2011. Bill Cantor will be attending and chairing a paper session. There will be battery-related papers presented; most are research related. Details at www.pes-gm.org/2011. 4. Site Selection Committee June 2011 Report by Wayne Johnson The Site Selection Subcommittee would like to plan meetings and select locations in advance. In order to achieve this goal, it will require volunteers to host and/or plan an upcoming Stationary Battery Committee meeting. If you and your company would like to sponsor a meeting, please let contact the Site Selection Working Group. 5. Sunday Technical Sessions A discussion was held for the potential Technical Sessions for the Sunday session at the next meeting on Sunday January 22, 2012 in Puerto Rico. The following topics were selected by vote of the attendees. Steve Clark, Chair- Analysis of battery capacity test results Steve McLuer, Chair Arc flash NFPA 70E requirements A break was taken at 0925 The meeting resumed at 0950 6. New Business Bill Cantor discussed the following topics: AdCom Bill reminded the group that document drafts, (pre-wg and post-wg) attendance rosters and WG minutes for all WG s convened must be provided to Rick Tressler for collection and posting to the website. Please try to have these to Rick within 2-3 weeks of the conclusion of your WG session. Reaffirmation process WG chairs should consider executing the reaffirmation process when a document nears expiration. It is suggested using this method as a means to determine if a revision and subsequent PAR will be required later. SBC Membership - New members are encouraged. Please contact Bill with marketing suggestions/ideas. Professional Development Hours (PDH) Credits Bill discussed and presented a form that will be available on the website for attendees to complete to obtain credit for professional development hours when attending SBC meetings. Rick Tressler to provide a copy to Paul Hectors and will make it available in the Downloads Area of the website. Ad hoc committee on arc flash Bill suggested the committee develop an ad hoc committee to investigate developing wording relating to arc flash that could be used in IEEE battery documents. Steve McLuer will head the committee. Steve provided an overview of the proposed discussion topics. Contact Steve if you are interested in participating on this committee. IEEE 946 The SBC now owns IEEE 946 document. Haissam Nasrat volunteered to be the WG chair. A vice chair and secretary will be determined in the WG session. SBC Membership - Bill reviewed the requirements to become a member of the SBC committee. They are: 1. IEEE membership is required. 2. PES membership is required. 3. A person must participate on a WG for one year. 4. You must be sponsored by a current SBC member. To vote on standards, members must also hold membership in the IEEE Standards Association (SA). VuSpec CD Bill discussed the subject CD. The latest version is about to be released for sale. It should be noted that all IEEE standards are copyrighted, for-sale documents. Do not purchase the VuSpec product until the newest version is released. Patent Slides - Bill Cantor gave a brief presentation and showed the patent slides. The WG chair needs to remind attendees about these slides. A motion was made and seconded to recess the general session meeting at 10:50 am, to be reconvened Thursday, June 30at 1130. Tuesday, June 28th Working Group meetings continued. Wednesday, June 29th Working Group meetings continued. Thursday, June 30th Working Group meetings continued until mid-morning. Closing meeting on Thursday June 30 th : Bill Cantor opened the closing meeting at 1000. Bill thanked Yves Lavoie for hosting and Haissam Nasrat for organizing the ladies activities. Bill reminded WG chairs to get minutes in to Rick Tressler as soon as possible following the meeting. The agenda for Puerto Rico will be forthcoming and is subject to change. Instructions for the WG Chair At Each Meeting, the Working Group Chair shall: Show slides #1 and #2 of this presentation Advise the WG membership that: The IEEE s patent policy is consistent with the ANSI patent policy and is described in Clause 6 of the IEEE-SA Standards Board Bylaws; Early disclosure of patents which may be essential for the use of standards under development is encouraged; Disclosures made of such patents may not be exhaustive of all patents that may be essential for the use of standards under development, and that neither the IEEE, the WG, nor the WG Chairman ensure the accuracy or completeness of any disclosure or whether any disclosure is of a patent that, in fact, may be essential for the use of standards under development. Instruct the WG Secretary to record in the minutes of the relevant WG meeting: That the foregoing advice was provided and the two slides were shown; That an opportunity was provided for WG members to identify or disclose patents that the WG member believes may be essential for the use of that standard; Any responses that were given, specifically the patents and patent applications that were identified (if any) and by whom. Slide 1 IEEE-SA Standards Board Bylaws on Patents in Standards 6. Patents IEEE standards may include the known use of essential patents and patent applications provided the IEEE receives assurance from the patent holder or applicant with respect to patents whose infringement is, or in the case of patent applications, potential future infringement the applicant asserts will be, unavoidable in a compliant implementation of either mandatory or optional portions of the standard [essential patents]. This assurance shall be provided without coercion and prior to approval of the standard (or reaffirmation when a patent or patent application becomes known after initial approval of the standard). This assurance shall be a letter that is in the form of either: a) A general disclaimer to the effect that the patentee will not enforce any of its present or future patent(s) whose use would be required to implement either mandatory or optional portions of the proposed IEEE standard against any person or entity complying with the standard; or b) A statement that a license for such implementation will be made available without compensation or under reasonable rates, with reasonable terms and conditions that are demonstrably free of any unfair discrimination. This assurance shall apply, at a minimum, from the date of the standard's approval to the date of the standard's withdrawal and is irrevocable during that period. Slide 3 Call for Potentially Essential Patents If anyone in this meeting is personally aware of the holder of any patent claims that are potentially essential to implementation of the proposed standard(s) under consideration by this group and that are not already the subject of an Accepted Letter of Assurance: Either speak up now or Provide the chair of this group with the identity of the holder(s) of any and all such claims as soon as possible or Cause an LOA to be submitted Slide 4 Other Guidelines for IEEE WG Meetings All IEEE-SA standards meetings shall be conducted in compliance with all applicable laws, including antitrust and competition laws. Don t discuss the interpretation, validity, or essentiality of patents/patent claims. Don t discuss specific license rates, terms, or conditions. Relative costs, including licensing costs of essential patent claims, of different technical approaches may be discussed in standards development meetings. Technical considerations remain primary focus Don t discuss or engage in the fixing of product prices, allocation of customers, or division of sales markets. Don t discuss the status or substance of ongoing or threatened litigation.
