RECORD OF PROCEEDINGS Minutes of Elyria Township Board of Trustees Public Meeting Held at: 41416 Griswold Road, Elyria, Ohio, 7:00 P.M., April 9, 2018 CALL TO ORDER: The meeting was called to order at 7:02 P.M. by Chairman B. Holtzman. The meeting was opened with the pledge of allegiance. PRESENT: Elected officials present were: Chairman B. Holtzman, Trustee R. Hutman, Trustee T. Van Dyke and Fiscal Officer S. Yonkings. PREVIOUS MEETING MINUTES: The minutes of the Elyria Township Board of Trustees regular meeting minutes on March 12, 2018 were reviewed. A motion was made by T. Van Dyke to accept the minutes as presented. Motion seconded by B Holtzman. Vote: 3 ayes, no dissent. Motion carried. GUEST PRESENTATION: None FISCAL OFFICER REPORT: Trustees are presented with monthly reports: includes budget comparisons, fund summary, payment listing from 3/12/18-4/9/18 and revenue summary. Direct deposit has successfully been implemented. First settlement was received and deposited. Fiscal Officer and regional Verizon representative met to discuss cost saving avenues and combining current accounts. First payment for the new fire engine has been made. CORRESPONDENCE: Received email from Ken Carney about changes of map, informed them that there were no changes to the map for Elyria Township (3/21/18) Both Captain Mead and Akers workman s comp claims were allowed and are processing. Got a call from Care works nurse for Mead, he is well and has returned to his other job for work with restrictions. We received a copy of a record retention from Carlisle Township, I have reviewed it.
Orin sent a message with an update on the vendor sponsors for the township book. Deadline for campaign is April 13, 2018. April hearing notice-zoning (4/8/18) March meeting minutes-zoning (4/8/18) Barristers of Ohio sent a special levy tax search order number for 42880 Galaxy Drive. UAN sent out version 2018.2 (941 update) Dave Yost contacted about Cybersecurity training, free for government employees. Annual Transportation Day- 4/6/18 LCTA minutes- received 4/4/18 Workmans Comp is having a Webinars April 10 and April 26, 20 minutes each LCTA April Agenda received- 4/2/18 Received ICMA survey to be filled out Received NOPEC 2017 annual report RESIDENT PARTICIPATION: None DEPARTMENT REPORTS: Fire Department, M. Holtzman: See attached written report. Road Department, J. Bowers: Salt purchases for the year season have been completed. Request for Superintendent Bowers and Burns be sent to a drug recognition course. Zoning Department, T. Blaz: See attached written report. Blaz is waiting on more information from developers in the township. Trustees are considering steps to take for working with developers and zoning requirements. COMMITTEE REPORTS: Citizens Advisory Committee: None. Neighborhood Watch Committee: None. OLD BUSINESS: Zoning department received resident complaint about resident home that is decaying. Trustees will contact homeowners about home condition.
Trustees have been advised that an increase in staff will be needed in the Zoning Department. Trustees spoke with Young Marines about scheduling issue. Issue was resolved. Trustees will provide quote for improvement of Rowland Nature Preserve pavilion. This will be submitted for Nature Works Grant. NEW BUSINESS: B. Holtzman made a motion to send bids received for Adelbert Street Project (9 bids total) to the Lorain County Engineer for recommendation. Motion seconded by R. Hutman. Vote: 3 ayes, 0 Ney. Motion carried B. Holtzman made a motion to approve training for Road Department in the amount of $40.00. Seconded by R. Hutman. B. Holtzman made a motion to approve training for three (3) Firefighters to attend training in the total cost of $450.00. Motion seconded by T. Van Dyke. R. Hutman made a motion to approve the purchase of water rescue equipment for the Fire Department, not to exceed $1,000.00 with the condition that there is an attempt to provide three (3) quotes. Motion seconded by B. Holtzman. Roll Call: B. Holtzman: yes; T. Van Dyke: yes; R. Hutman: yes. Motion carried. B. Holtzman made a motion to approve the purchase of equipment for the Fire Department, not to exceed $700.00. Motion seconded by T. Van Dyke. Roll Call: B. Holtzman: yes; T. Van Dyke: yes; R. Hutman: yes. Motion carried. B. Holtzman made a motion to approve the purchase of portable lighting for the new fire engine, not to exceed $860.00. This purchase will be made with the donations in name of Robert Repas. Seconded by R. Hutman. Roll Call: B. Holtzman: yes; T. Van Dyke: yes; R. Hutman: yes. Motion carried. Highway use permit was received for a location making improvements in the township. This information will be filed. B. Holtzman made a motion to approved all Hold Harmless agreements. Dates are 6/3/18 and 4/22/18. Motion seconded by R. Hutman. Vote: 3 ayes, 0 Ney. Motion carried. Trustees have received contact from resident with traffic complaint on Griswold Road. Sherriff will respond with traffic survey and then decide if increased patrolling is necessary.
R. Hutman stated that fish will be delivered to Rowland Nature Preserve this month. T. Van Dyke brings up concerns about restrooms at Rowland Nature Preserve. Trustees will keep an eye on the restrooms and call to check the number of cleanings per month. If needed, trustees will increase frequency of cleanings. B. Holtzman made a motion to enter into executive session for personnel matters. Motion seconded by R. Hutman. B. Holtzman made a motion to enter into general session. Motion Seconded by T. Van Dyke. B. We had 2 Fires, 45 EMS Incidents, 3 Hazardous Conditions, 3 False Alarms, and 4 Good Intent Call. New engine update: Equipment mounting is still in process. HME is coming to pick up the engine on April 20 th to take it to FDIC. Should get it back April 29 th. Will hope to get it in service in the beginning of May. Dorms: Vasu was contacted and should be out this week to install the alerting system. The Emergency Association has purchased Beds, Mattresses, night stands, and fans for the dorms. Items have been ordered. Station Equipment: Washer/Dryer- Emergency Association has decided to purchase a new washer and dryer for the station. Training: EHOVE is offering a training in Sept. Class is 2 days on September 28-29. Cost of the class is $150 per student. Would like to send 3 members for a total of $450. Equipment needs: o Water rescue equipment-. Need new PFDs, Helmets, throw bags. Not to exceed $1000.00. o SKED stretcher- rescue stretcher for confined space, high angle, and traditional land-based rescues.
