United Nations Educational, Scientific and Cultural Organization Executive Board ex Hundred and twenty-ninth Session 129 EX/22 PARIS, 17 March 1988 Original: English Item 5.2.2 of the provisional agenda INVITATIONS TO THE COMMITTEE OF GOVERNMENTAL EXPERTS TO PREPARE A FINAL DRAFT CONVENTION ON TECHNICAL AND VOCATIONAL EDUCATION SUMMARY Pursuant to resolution 5.2 adopted by the General Conference at its twenty-fourth session and in accordance with the Regulations for the general classification of the various categories of meetings convened by Unesco, the Director- General submits to the Executive Board proposals concerning invitations to the above-mentioned meeting. Terms of reference 1. At its twenty-fourth session, the General Conference adopted resolution 5.2 which in its operative paragraph authorizes the Director-General to complete the preparation of a Convention on Technical and Vocational Education and, in accordance with 23 C/Resolution 5.2, to convene a committee of governmental experts in 1989 to prepare a final draft of the convention to be submitted to the General Conference at its twenty-fifth session. Category of the meeting 2. In accordance with the Regulations for the general classification of the various meetings convened by Unesco, this meeting comes under the category of intergovernmental meetings other than international conferences of States (category 11).

129 EX/22 - page 2 Place and date of the meeting 3. The meeting will be held at Unesco Headquarters, Paris, from 3 to 7 April 1989. Participants 4. In accordance with the provisions of the above-mentioned regulations applicable to meetings of category 11, the Executive Board shall decide on invitations to this meeting. (a) Member States and Associate Members (Article 21.1 of the Regulations) 5. The Director-General proposes that all Member States and Associate Members should be invited to take part in the meeting with the right to vote. (b) Non-Member States 6. The Director-General proposes that, in conformity with Article 21, paragraph 3 of the Regulations, States which are not members of Unesco but which are members of one of the organizations of the United Nations system be invited to send observers to the meeting. At present, and subject to the provisions of resolution 11.1 adopted by the General Conference at its eighteenth session, the list of such States is as follows: Brunei, Djibouti, Holy See, Kiribati, Liechtenstein, Nauru, Singapore, Solomon Islands, Tuvalu, United Kingdom of Great Britain and Northern Ireland, United States of America, Vanuatu. (c) African Liberation Movements recognized bv the Organization of African Unitv (Article 7A of the Regulations) and Palestine Liberation Organization recopnized bv the League of Arab States (Article 7B of the Regulations) 7. In application of Article 7A of the Regulations, the Director-General proposes that the African National Congress (ANC), the Pan Africanist Congress (PAC) and the South-West Africa People's Organization (SWAPO), recongized by the Organization of African Unity, be invited to send observers to the meeting. By virtue of Article 7B of the Regulations, the Palestine Liberation Organization (PLO), recognized by the League of Arab States, will be invited to send observers to the meeting. (d) International organizations (Articles 21.4 and 21.5 of the Regulationd 8. The Director-General draws attention to the fact that under Article 21.4 of the Regulations, the United Nations and other organizations of the United Nations system with which Unesco has concluded mutual representation agreements may send representatives to the meeting. If the Executive Board approves the proposals in paragraphs 5 to 9 above, it may wish to adopt a resolution worded as follows: 'The Executive Board, 1. Considering that at its twenty-fourth session, the General Conference invited the Director-General to convene a committee of governmental experts to prepare a final draft Convention on Technical and Vocational Education for submission to the twenty-fifth session of the General Conference, 2. Takinp into account the Regulations for the general classification of the various categories of meetings convened by Unesco,

129 EX/22 - page 6 3. Having examined the Director-General's proposals concerning invitations to this meeting (129 EX/22), 4. Decides: (i) (ii) to invite all Member States and Associate Members of Unesco to the meeting; to invite the non-member States of Unesco enlisted in paragraph 6 of document 129 EX/22, and any other State which may become a member of any one of the organizations of the United Nations system prior to the opening of the meeting, to send observers to the meeting; (iii) to invite the organizations listed in paragraphs 7 to 9 of document 129 EX/22 to send representatives or observers, as appropriate, to the meeting.'

After the preparation of document 129 EX122 concerning the abovementicned invitstions, it appears that in view of the themes that are to be discussed at the meeting of the committee of governmental experts to prepare a final draft convention on technical and vocational education, the following organizations may also be interested in sending observers to the meeting: - Organization of Ibero-American Sthtes for Education, ScieIice and Culture (OEI) Organizacibn de Estndos Iberamericanos para la Educaci&, la Ciencia y la Cultura (OEI) - Permanent Executive Secretariat of the 'AndrGs Rello' Convention (SECAB). 2. The Director-General therefore proposes that these two organizations be added to the list of intergovernmental organizations coiitained in paragraph 9 (ii) of document 129 EX/22.
