Item No. R496 Footsteps to Freedom Recovery Centreat 6221-129A Street (06221-12950) The Acting Manager submitted a report from the Chief Inspector advising Council of actions taken by the Permits & License Department to address the concerns of residents near 6221-129A Street regarding the Footsteps to Freedom alcohol and drug recovery centre. The Chief Inspector stated that having reviewed the treatment program offered by Footsteps to Freedom, his Department is of the opinion that it constitutes more of an activity schedule than a structured care program. As well, the Ministry of Social Services & Housing and the Boundary Health Unit have advised the persons residing are independent individuals not requiring special care. The Chief Inspector stated his Department had decided to proceed with legal action against the operator of the facility, but the house at 6221-129A Street has been vacated. The Permits & License Department will be investigating any new locations the operator, Tammy Hadfield, may be operating from. The Acting Manager was recommending that the information be received. "Surrey Kennel Regulation By-law, 1969, No. 3050" Alderman Hunt submitted a Notice of Motion that By-law No. 3050 be amended to delete Section 4(d) at the next Regular Council meeting. 3. Ice Hockey Alderman Robinson submitted the following Notice of Motion: WHEREAS there is an identified need for more recreation facilities; AND WHEREAS Surrey has identified roughly $20 million in needs for such facilities which puts a strain on taxpayers' ability to pay; AND WHEREAS many thousands of adults and children play ice hockey in the District of Surrey; AND WHEREAS Surrey has some significant historical land holdings that could be used for new recreation facilities; THEREFORE, BE IT RESOLVED, THAT the District of Surrey take immediate steps to call for proposals for a private multi-sheet ice facility to be built for the use of adults in Surrey; and further THAT the District of Surrey identify suitable lands to be leased to private interests to facilitate the development of a this type of facility. 4. Parking Lot Safety Alderman Higginbotham submitted the following Notice of Motion. BE IT RESOLVED That shopping centres be required to: 1. Post signs to remind drivers to lock their cars; and 2.
