July 19, 2018 The Arkansas State Police Commission met on Thursday, July 19, 2018 at the Arkansas State Police Headquarters, Little Rock, Arkansas. MINUTES: Commissioner Basore made a motion to approve the minutes of the June 21, 2018 monthly Commission Meeting. Commissioner Benton seconded and the motion passed. WEAPON RESOLUTIONS: Major Mike Foster presented the following resolutions for consideration by the ASP Commission.

July 19, 2018 Page 2 Sergeant Gary Gambill efficiently and effectively served the Arkansas State Police for a period of thirty-two years, eight months, and twenty-two days; Sergeant Gary Gambill retired from this department May 31, 2018; Sergeant Gary Gambill has made formal request that his service weapon be retired with him and remain in his possession; 19, 2018, in accordance with Act 547 of 2003, awards him, his Glock Model 21, Serial Number PKS145, as a token of their esteem and appreciation for service devoted to the Arkansas State Police. Commissioner Christenson made a motion to approve the above weapon resolution presented to the Commission. Commissioner Edwards seconded and the motion passed. Sergeant Gary Gambill efficiently and effectively served the Arkansas State Police for a period of thirty-two years, eight months, and twenty-two days; Sergeant Gary Gambill retired from this department May 31, 2018; Sergeant Gary Gambill has made formal request that his shotgun be retired with him and remain in his possession; 19, 2018 in accordance with Act 547 of 2003, determines the fair market value of the Remington shotgun, serial number PC529579, that Sergeant Gary Gambill has carried be affixed at $100.00, and that Sergeant Gary Gambill be permitted to purchase the shotgun for his personal use. Commissioner Basore made a motion to approve the above weapon resolution presented to the Commission. Commissioner Teague seconded and the motion passed. TFC Darren Bates efficiently and effectively served the Arkansas State Police for a period of five years, two months, and twelve days; TFC Darren Bates retired from this department May 31, 2018; TFC Darren Bates has made formal request that his service weapon be retired with him and remain in his possession;

Commissioner Edwards made a motion to approve the above weapon resolution presented to the Commission. Commissioner Christenson seconded and the motion passed. TFC Darren Bates efficiently and effectively served the Arkansas State Police for a period of five years, two months, and twelve days; TFC Darren Bates retired from this department May 31, 2018; TFC Darren Bates has made formal request that his shotgun be retired with him and remain in his possession; 19, 2018 in accordance with Act 547 of 2003, determines the fair market value of the Remington shotgun, serial number RS35811P, that TFC Darren Bates has carried be affixed at $100.00, and that TFC Darren Bates be permitted to purchase the shotgun for his personal use. Commissioner Teague made a motion to approve the above weapon resolution presented to the Commission. Commissioner Benton seconded and the motion passed. PROMOTION CERTIFICATES: Colonel Bill Bryant presented a promotion certificate to Captain Roby Rhoads promoting him to Captain in the Administrative Services Division. Colonel Bill Bryant presented a promotion certificate to Captain Noah Todd Shaw promoting him to Captain in the Highway Patrol Division, Troop B. Colonel Bill Bryant presented a promotion certificate to Lieutenant Brad Lann promoting him to Lieutenant in the Highway Patrol Division, Administration, Special Operations. Colonel Bill Bryant presented a promotion certificate to Lieutenant Jeff Long promoting him to Lieutenant in the Director s Office, Executive Protection. Colonel Bill Bryant presented a promotion certificate to Sergeant Craig Teague promoting him to Sergeant in the Administration Services Division, Recruiting. Commission Chairman Allison congratulated everyone. DIVISION REPORTS: Fiscal Section Emma French Ms. French stated we do not have a report for you today. We started off a new year and everything ended successfully. We are up and running again. Commission Chairman Allison asked so what does that mean, so did you have any money left? Ms. French stated there is this thing called the mixed fund law and what they do is they take what you have left at the end of the year, which we left around $100,000. They apply

July 19, 2018 Page 4 the mixed fund law which is a percentage of how much money went into that fund whether it was general revenue, special revenue or what type of money it was and then you get to keep a percentage of it that was special revenue. The general revenue is reclaimed but by law you have to leave some money to show that you could have paid vouchers that come in this year which were for activity that occurred last year. Commission Chairman Allison stated so of the $100,000 how much of that will we get back. Ms. French stated maybe $27,000 to $30,000, most of that fund is general revenue. Commission Chairman Allison stated so all state agencies have to leave a little of a surplus. Ms. French you have too, yes, to show that you could have paid bills that come in in the New Year. Commissioner Basore stated we need to anticipate our bills that come in the New Year better. Ms. French stated we are pretty close, we leave around $100,000 and last year we used about $86,000, so we are pretty close on our estimate. Commissioner Teague asked so you said we would keep about $30,000, where would the other $70,000 go? Ms. French stated it goes back to the Governor. Administrative Services Captain Roby Rhoads Captain Rhoads presented an oral summary of the written report distributed to the Commission. He began by reporting the Human Resources/Personnel transactions for the month; the civilian transactions include six new hires, four voluntary resignations, one lateral transfer, two retirements, one promotion, one extra help hire, and two extra help resignations. The commissioned transactions included three lateral transfers, five retirements, and two promotions. We currently have six current military deployments. Regarding the ASP Health Plan, June paid claims were $774,000 a decrease of $350,000 from last month, the fund balance is $529,309 higher than last month for a total fund balance of $6,065,000.00. EXECUTIVE SESSION: Commission Chairman Allison asked Colonel Bryant if there was a need to go into Executive Session and Colonel Bryant stated we have personnel matters to discuss. Commission Chairman Allison asked if there was a motion. Commissioner Basore made a motion to go into Executive Session for the purpose of considering employment, appointment, promotion, demotion, disciplining, or resignation of employees, Commissioners Christenson/Edwards seconded and the motion passed. The Commission went into Executive Session at 3:16 p.m. Commission Chairman Allison called the meeting back to order at 4:00 p.m. and stated we have been in executive session discussing personnel matters. Commission Chairman Allison stated he would turn it over to Colonel Bryant for any recommendations. Colonel Bryant stated the first position is Lieutenant in the Highway Patrol Division, Troop L. My recommendation to the Commission would be Sergeant Matthew Toon for the position of Lieutenant in the Highway Patrol Division, Troop L. Commissioner Teague made a motion that Sergeant Toon be promoted to Lieutenant, Commissioner Benton seconded and the motion passed. Colonel Bryant stated the next position is ASP Lieutenant in the Highway Patrol Division, Troop K. My recommendation to the Commission would be Sergeant Scott Joe for the position of Lieutenant in the Highway Patrol Division, Troop K. Commissioner Christenson made a motion that Sergeant Joe be promoted to Lieutenant, Commissioner Basore seconded and the motion passed. Colonel Bryant stated the next position is ASP Sergeant in the Criminal Investigation Division, Company A, East. My recommendation to the commission would be Corporal Mike Middleton for the position of Sergeant in the Criminal Investigation Division, Company A, East. Commissioner Edwards made a motion that Corporal Middleton be promoted to Sergeant, Commissioner Christenson seconded and the motion passed.

July 19, 2018 Page 5 Colonel Bryant stated the next position is ASP Sergeant in the Highway Patrol Division, Troop A, Lonoke County. My recommendation to the commission would be Corporal Alan Johnson for the position of Sergeant in the Highway Patrol Division, Troop A, Lonoke County. Commissioner Basore made a motion that Corporal Johnson be promoted to Sergeant, Commissioner Christenson seconded and the motion passed. Commission Chairman Allison congratulated each of the newly promoted. NEXT MEETING: Commission Chairman Allison stated the August Commission Meeting will be held on Friday, August 17, 2018 at 10:00 a.m. With no more business, Commission Chairman Allison asked for a motion to adjourn. Commissioner Benton made a motion to adjourn the meeting, Commissioner Christenson seconded and the motion passed.
