Our teams are committed to supporting civilians victims of marginalization and exclusion, or hit by natural disasters, wars and economic collapses, by answering their fundamental needs. Our aim is to provide emergency relief to uprooted people in order to help them recover their dignity and regain self-sufficiency. The association leads in average 190 projects by year in the following sectors of intervention: food security, health, nutrition, construction and rehabilitation of infrastructures, water, sanitation, hygiene and economic recovery. PUI is providing assistance to around 5 million people in 20 countries in Africa, Asia, Middle East, Eastern Europe and France. PUI is working in the Middle East since 1983 implementing a multi-sectoral humanitarian-resilience program in Syria, Lebanon, Iraq, Jordan, Turkey, occupied Palestinian Territories (opt) and Yemen. A regional coordination was established in Amman in 2011. The Middle East Regional Office (MERO) opened in 2011 as a support office focusing mostly on missions in development contexts. Given the recent emphasis on emergency programs induced by the development of the Syrian and, more recently, of the Iraqi and Yemen crises, the focus of the MERO is now set on supporting the operational development of the missions, raising its profile in the region and supporting technically the missions. The MERO hosts 4 full time positions: - A Middle East Regional Office Coordinator (MEROC) - A Regional Safety and Security Adviser (RSSA) - A Regional Food and Nutrition Security & Livelihoods Advisor - A Regional Health Advisor (RHA) The MERO has no hierarchical link with the different missions, supports their development and all decisions are made in coordination with Paris HQ. PUI is looking for an experienced Regional Food and Nutrition Security & Livelihoods Advisor to support PUI country missions in the Middle East in their relief and recovery programs. The RFNSLA is managed by the Middle East Regional Office Coordinator based in Amman, with a functional link to the missions and to the head of Technical department in HQ. She / he is member of MERO and Technical Department. PUI s strategy/position in the area With an already strong presence in the Middle East for more than 30 years, PUI has increased considerably its intervention in this Region with the occurring of the Syrian crisis. Currently the NGO is assisting Syrians and host communities in five different countries (Syria, Lebanon, Jordan, Iraq and Turkey) while it addresses the major humanitarian crisis in Yemen and carries out recovery and development projects in opt. In the Middle East, PUI is currently implementing projects in all the sectors of expertise of the NGO: Food Security, Livelihoods, Health & Nutrition, Agriculture & Rural Development, Shelter & Rehabilitation, WASH, NFIs distribution, Education. PUI s strategy in the region is to develop a multi-sector / integrated approach in its countries of intervention, linking relief to development to support the affected population in the most efficient and sustainable manner. PUI has been working in Iraq since 1983. In the South (Baghdad, Nadjaf), it has been implementing emergency and recovery projects aiming at improving the access to health (rehabilitation of health structures, drugs distribution), to water and sanitation, livelihoods, in urban and rural areas, with a focus on Iraqi returnees and IDPs. In the North, PUI, in 2013, launched activities targeting Syrian refugees with the deployment of an integrated WaSH and Health response in two refugee camps (Gawilan and Domiz 2) in Dohuk and Ninewa Governorates. PUI followed closely the deterioration of the situation in Iraq since early 2014 and launched emergency intervention in its areas of coverage near Baghdad. With the further deterioration of the situation since June 2014, it started deploying a multi-sector emergency response in Health, Food Security, Shelter / NFI and WaSH both in KRI, including Bardarash area, and in Baghdad s extended region targeting the affected displaced populations. Currently, PUI provides relief in and around Mosul. Occupied Palestinian Territory Since 2002, PUI has been implementing humanitarian and recovery projects in the Gaza Strip and in the West Bank in direct response to the negative impact of the construction of the separation barrier and occupation policies. To date, PUI has successfully provided assistance through income generating projects (distribution of professional tool kits), food security and agriculture projects (emergency job creation, livestock farming and familial farming) and water and sanitation projects (water network extension and chlorination awareness campaigns). On top of this, the mission addresses protection issues and conducts an ambitious women economic empowerment project. Syria PUI is working inside Syrian with expatriates and local staffs since February 2008, to facilitate the enrolment of Iraqi children and youth in the Syrian education system. The program included school rehabilitation/construction and provision of remedial courses and free exam preparation, in addition to vocational training courses for Iraqi youth. Since June 2012, PUI is providing humanitarian assistance to the Syrian IDPs in Dera a, Damascus, Rural Damascus, Homs, Hama, Tartous, Lattakia and Aleppo, in cooperation with the Syrian Arab Red Crescent and other national bodies. The sectors of intervention are Education, Shelter, WASH and Livelihoods. Whilst operating frequently in emergency, the country program develops early recovery dynamics where and as soon as the basic conditions are gathered. Ensuring a field and community based orientated approach, PUI progressive response takes into consideration the necessary interaction between sectors and the evolution of the need during the project in specific places. Jordan Although the NGO is present in Jordan since 2004 to support operation in Iraq and then the opening of the Middle East Regional Office, it has started implementing activities in Jordan in 2013 to provide support to the Syrian refugees and the vulnerable host communities. PUI is currently implementing integrated health, education, protection and cash assistance programs. Lebanon PUI has launched an emergency response operation following the Lebanese-Israeli conflict in 1996 and has since then maintained a significant commitment to the country, with a diverse panel of activities ranging from emergency response to recovery. Currently the humanitarian assistance to the Syrian refugees is the bulk of PUI s intervention, in the sectors of Food Security & Livelihoods, WASH, NFIs distribution, Shelter and Health. The areas of interventions are Northern Lebanon, Mount Lebanon and Saida. Yemen PUI has been present in Yemen since 2007. From 2007 to 2011, PUI supported the primary health system in Hodeidah Governorate. Since July 2012, it carries out nutrition projects focusing both on emergency response and a longer term community-based approach in Hodeidah and extended its activity in the remote administrative dviision of Raymah. Due to the recent conflict between the Huthis rebellion and the former government supported by a Saudi Arabia led coalition, humanitarian situation in the country in general and in PUI areas of interventions has been deteriorating constantly since March 2015, becoming one of the worst humanitarian crisis in the world in 2017. PUI response to current crisis combines Food Security, Nutrition and Health in order to address simultaneously and synergistically underlying and immediate factors of undernutrition and acute water borne diseases such as cholera. Job Description Overall objective The Regional Food and Nutrition Security & Livelihoods Advisor (RFNSLA) is in charge of technical support to PUI 's emergency and recovery programs in the Middle East, including food and nutrition sensitive approaches, cash based interventions, and rehabilitation of livelihoods such as rural development, Income Generating Activities or vocational training. He/she assists the missions in designing, implementing and reviewing strategies and programs, whilst building institutional knowledge on the best practices and fostering technical cross-fertilization, experience sharing and learning at regional level, following the Terms of Reference of PUI Technical Department. He/she ensures the respect of the PUI Food and Nutrition Security & Livelihoods Intervention framework. The position is based in Amman, at regional level, with frequent travels in the Region. Main tasks and responsibilities Contribution to Food and Nutrition Security & Livelihoods Global, Regional and Country Strategies: He/She participates in the development of strategies at country, regional and global levels and proposes new interventions based on the strategies and the needs at countries level. Knowledge building and standardization: He/she contributes to the global harmonization and institutional knowledge management in the sector, in close collaboration with PUI Technical Department. Technical and Programmatic support: He/She provides technical support to the technical and program staff at country level in all phases of project cycle, in line with the ToRs of PUI Technical Department. Contribution to recruitment and capacity development of PUI teams: He/She provides technical guidance to the country staff; provides support depending on relevant support modality as described in the ToRs of PUI Technical Department, in the recruitment of technical profiles and proposes capacity development solutions for the staff, based on identified needs. Representation, communication and coordination: He/She is PUI s focal point for the Food and Nutrition Security & Livelihoods sector in the Middle East; he/she synthetizes experiences and coordinates regional initiatives in the Food and Nutrition Security & Livelihoods sector. Specific objectives and linked activities 1. CONTRIBUTION TO FOOD AND NUTRITION SECURITY & LIVELIHOODS GLOBAL, REGIONAL AND COUNTRY STRATEGIES Contribute to disseminate, improve and promote the organizational FNSL framework and ensure it is respected at several level. Contribute to design PUI regional strategy and regional approaches as member of MERO team. Contribute to define the annual priorities of the organization in FNSL sector, and design and implement the Technical Department s programming. Propose methologies of implementation, participate to the definition of country level strategies, in collaboration with Geographical Desks (Middle East and Syrian Crisis). 2. INSTITUTIONAL KNOWLEDGE BUILDING AND STANDARDIZATION Ensure knowledge building in FNSL through regular documentation and GPS updating internal knowledge building tool. Participate in the design and formalization of tools benefiting to missions : monitoring/surveillance, operational guidelines, needs assessments tools, desk reviews. Ensure FNSL projects related procedures, practices and know-how are disseminated to and within missions. Produce and disseminate technical documents. Propose innovations and innovative projects for implementation. Contribute to dissemination of FNSL technical knowledges at field and HQ levels. 3. TECHNICAL AND PROGRAMMATIC SUPPORT Ensure strategic and technical support to field teams during all phases of project cycle management and through frequent field visits, including if need be exploratory and emergency field deployments. Ensure technical support to the Geographical Desks in charge of the management of the seven missions. Ensure technical support to design project through the FNSL lenses: proposal, intervention strategies, planning, and donor reporting... Ensure technical support for conception and implementation of contingency planning with a view to prepare emergency responses. Ensure the respect of qualitative set up and use of technical norms. Support and advice teams in charge of implementing Cash Based Interventions modalities in their projects. Ensure management and follow-up of FNSL teams or direct participation to exploratory missions in case of emergency response or operational development. Support the design and ensure validation of methodologies for surveys and evaluations missions will implement. Manage need assessment missions in the field, according to the needs identified in collaboration with country teams. 4. CONTRIBUTION TO RECRUITMENT AND CAPACITY DEVELOPMENT OF PUI TEAMS Participate to the recruitment and capacity development of technical profiles in FNSL sector. Participate to briefings and debriefings of FNSL technical profiles, Head of Missions and Program Managers, at induction stage and before end of assignment. Strengthen the capacities of HQ and field teams (Induction trainings, technical trainings, regional workshops ) Conduct the technical part of Appraisal Processes for FNSL Coordinators. 5. REPRESENTATION, COMMUNICATION AND COORDINATION Participate to internal coordination meetings (MERO monthly meetings, PUI Technical Department meetings, bi-annual HoMs meetings, etc.). Participate to external coordination meetings at global and regional levels (Global food security cluster, Whole of Syria food security cluster among others) Ensure PUI representation in external workshops, forums, congresses, seminars Support the MERO and missions representing PUI towards donors and other partners when necessary. Participate with the communication department to write/design articles for the web site, newsletters and other communication tools. Focus on 3 priorities connected to the context of the Mission Contribute to support programmatic integrated approach at country and regional level, focusing on Cash Based Interventions modality and Livelihoods.
