SECTION. SPECIAL LANGUAGE - CODE AMENDMENT. Arkansas Code -- (b) is amended to read as follows: (b) The following maximum number of new additional positions is established for the biennium for the following institutions of higher education at salary rates not to exceed the salary rate or the highest grade level position of comparable positions established in the regular salaries section of the appropriations act for operations for each institution: () University of Arkansas Community College at Rich Mountain Community College 0 SECTION. SPECIAL LANGUAGE - CODE AMENDMENT. Arkansas Code -- 0(a) is amended to read as follows: (a) None of the funds appropriated for the various state agencies, authorities, boards, commissions, departments, and institutions of higher education listed below shall be used to purchase, lease for over thirty () days, operate, repair, or provide services for more than the maximum number of passenger motor vehicles as set out in this section, except in an emergency as proclaimed by the Governor. Passenger motor vehicles are defined as those licensed for highway use, including, but not limited to, automobiles, trucks, and vans. Mileage reimbursement for employees' 0-- :: JAP0

HB 0 utilization of their personal automobiles shall not be deemed to be included in this restriction. (0) University of Arkansas Community College at Rich Mountain Community College SECTION. SPECIAL LANGUAGE - CODE AMENDMENT. Arkansas Code --(r) is amended to read as follows: (q) University of Arkansas Community College at Rich Mountain Community College Fund. () There is established on the books of the Treasurer of State, the Auditor of State, and the Chief Fiscal Officer of the State a fund to be known as the "University of Arkansas Community College at Rich Mountain Community College Fund". () The University of Arkansas Community College at Rich Mountain Community College Fund shall be used for the maintenance, operation, and improvement of the University of Arkansas Community College at Rich Mountain Community College. () The University of Arkansas Community College at Rich Mountain Community College Fund shall consist of: (A) Those general revenues as may be provided by law; and (B) Any other funds made available for the support of the University of Arkansas Community College at Rich Mountain Community College which are required to be deposited into the State Treasury by law. SECTION 0. SPECIAL LANGUAGE - CODE AMENDMENT. Arkansas Code -- 0(a) is amended to read as follows: (a) In addition to any state agency authorized by regulation to have an agency procurement official, each of the following state agencies may elect to have such an official for commodities, technical and general services, and professional and consultant services, which are not within the exclusive jurisdiction of the State Procurement Director and which are not under state contract: 0-- :: JAP0

HB 0 () University of Arkansas Community College at Rich Mountain Community College; SECTION. COMPLIANCE WITH OTHER LAWS. Disbursement of funds authorized by this act shall be limited to the appropriation for such agency and funds made available by law for the support of such appropriations; and the restrictions of the State Procurement Law, the General Accounting and Budgetary Procedures Law, the Revenue Stabilization Law, the Regular Salary Procedures and Restrictions Act, the Higher Education Expenditures Restrictions Act, or their successors, and other fiscal control laws of this State, where applicable, and regulations promulgated by the Department of Finance and Administration, as authorized by law, shall be strictly complied with in disbursement of said funds. SECTION. LEGISLATIVE INTENT. It is the intent of the General Assembly that any funds disbursed under the authority of the appropriations contained in this act shall be in compliance with the stated reasons for which this act was adopted, as evidenced by the Agency Requests, Executive Recommendations and Legislative Recommendations contained in the budget manuals prepared by the Department of Finance and Administration, letters, or summarized oral testimony in the official minutes of the Arkansas Legislative Council or Joint Budget Committee which relate to its passage and adoption. SECTION. EMERGENCY CLAUSE. It is found and determined by the General Assembly, that the Constitution of the State of Arkansas prohibits the appropriation of funds for more than a one () year period; that the effectiveness of this Act on July, is essential to the operation of the agency for which the appropriations in this Act are provided, and that in the event of an extension of the legislative session, the delay in the effective date of this Act beyond July, could work irreparable harm upon the proper administration and provision of essential governmental programs. Therefore, an emergency is hereby declared to exist and this Act being necessary for the immediate preservation of the public peace, health and safety shall be in full force and effect from and after July,.
