The 208 th ORGANIZATIONAL MEETING of the Town Board of the Town of Moriah was held at the Town Hall, 38 Park Place, Port Henry, NY on Thursday, January 7, 2016 at 6:00 P.M. Present: Thomas Scozzafava Supervisor Paul Salerno Councilman Thomas Anderson Councilman Lucille Carpenter Councilwoman Timothy Garrison Councilman Others Present: Brian Venne-Town Justice, Rose French-Town Clerk Thomas Scozzafava opened 208 th Organizational Meeting of the Town of Moriah Town Board the meeting by saluting the flag at 6 PM. The Supervisor had a final meeting on the dissolution of the Village of Port Henry. A plan has been developed and will be presented to the Village Board at their February 2016 meeting. The target date for the dissolution is March 31, 2017. 1. ON MOTION by Councilman Garrison, seconded by Councilman Salerno, the following RESOLVED to open a capital project account for the Smart Growth Grant in the amount of $39,902.00. Discussion: This grant will be shared between Moriah, Essex and Willsboro. Willsboro will receive $9,902.00, Essex will receive $10,000.00 and Moriah will receive $20,000.00 for the Iron Center Museum. 2. ON MOTION by Councilman Salerno, seconded by Councilman Garrison, the following RESOLVED that the Arthur Morgan is hereby appointed Water and Sewer Superintendent for the Town of Moriah with a salary that was adopted in the 2016 budget- $45,159.00. 3. ON MOTION by Councilwoman Carpenter, seconded by Councilman Anderson, the following RESOLVED that Deputy Supervisor position be hereby set for Town of Moriah for the year 2016. This position is the appointment of the Supervisor and Mr. Scozzafava hereby appoints Paul Salerno as the Deputy Supervisor. Said appointment carries an additional salary of $1,000.00. He is also authorized to sign checks in the Supervisor s absence. 4. ON MOTION by Councilman Garrison, seconded by Councilman Anderson, the following RESOLVED that Thomas R. Scozzafava, Supervisor, be and is hereby authorized by the Town Board of the Town of Moriah to attend the Association of Towns Meetings in New York City in February, 2016. Mr. Scozzafava will attend the Annual Business Session of the Association of Towns and will also be the Voting Delegate for the Town of Moriah. Any elected official desiring to go may attend. Reimbursement will be actual necessary expenses with meals being paid at the state rate. Discussion: Art Morgan Water & Sewer Superintendent would like to attend the Association of Towns Meeting in February. 5. ON MOTION by Councilman Salerno, seconded by Councilman Garrison, the following

RESOLVED that Art Morgan has permission to attend the Association of Towns Meeting in February 2016 6. ON MOTION by Councilman Salerno, seconded by Councilwoman Carpenter, the following RESOLVED that the position of Budget Officer for the Town of Moriah be set and that Thomas R. Scozzafava, Supervisor, be and hereby is appointed Town of Moriah Budget Officer for the year 2016 at a salary of $2,237.00. Rebecca Gilbo is appointed as Deputy Budget Officer at a salary of $2,514.00. 7. ON MOTION by Councilman Salerno, seconded by Councilwoman Carpenter, the following Cheyenne Morin be and is hereby appointed Town of Moriah Transfer Station Operator for the year 2016 at the hourly rate of $18.74 and set the rate of $13.28/hr. for the transfer station attendant. 8. ON MOTION by Councilman Salerno, seconded by Councilman Garrison, the following RESOLVED that Julie Ida, be and hereby is appointed Clerk of the Town of Moriah Water and Sewer Districts also Deputy Registrar for the year 2016 at a salary adopted in the 2016 budget of $22,040.00 and $974.00 as deputy. 9. ON MOTION by Councilwoman Carpenter, seconded by Councilman Anderson, the following RESOLVED that the Town of Moriah be authorized to pay $1,100.00 dues to the Association of Towns for the year 2016. 10. ON MOTION by Councilman Salerno, seconded by Councilman Garrison, the following RESOLVED that all Town Officials shall receive their actual and necessary expenses for mileage at the rate allowed by the IRS per mile for 2016 to perform the duties of their offices. Vouchers must have the place they left from and where they went, the miles to and from and what business was conducted for the mileage. 11. ON MOTION by Councilman Garrison, seconded by Councilwoman Carpenter, the following RESOLVED that the Town Board of the Town of Moriah hereby designates the The Sun as the official newspaper of the Town of Moriah for the year 2016 with the Press-Republican of Plattsburgh as an alternate. 12. ON MOTION by Councilman Anderson, seconded by Councilman Garrison, the following RESOLVED that Thomas R. Scozzafava, Supervisor, be and is hereby authorized to renew the contract with the Town of Moriah Ambulance Squad, Inc. for the year 2016, for the sum of $15,000.00 plus diesel to transport residents and persons within the boundaries of the municipality to hospitals (as per contract).

13. ON MOTION by Councilman Garrison, seconded by Councilman Salerno, the following RESOLVED that the Town of Moriah Town Board retain the position of Deputy Highway Superintendent to be filled at the discretion of the Highway Superintendent, Jamie Wilson. The position carries a salary as adopted in the 2016 budget in the amount of $19.74 per hour. The appointed Deputy can use a Town vehicle at Mr. Wilson s discretion. 14. ON MOTION by Councilwoman Carpenter, seconded by Councilman Garrison, the following RESOLVED that Thomas R. Scozzafava, Supervisor be and hereby is authorized to sign checks on all Town of Moriah Municipal Accounts at the Glens Falls National Bank, Port Henry, NY for the year 2016. 15. ON MOTION by Councilman Salerno, seconded by Councilman Anderson, the following RESOLVED that Rose M. French, Town Clerk and Tax Collector by and is authorized to sign checks on the Town Clerk s Account and the Tax Collector s Account at the Glens Falls National Bank, Port Henry Office, Port Henry, NY for the year 2016. 16. ON MOTION by Councilman Garrison, seconded by Councilman Salerno, the following RESOLVED whereas, under and by virtue of Subdivision 1, Section 164, Article 4 of the Town Law, this Board is required to designate the banks of trust companies in this State in which the Supervisor, Town Justices, Town Clerk and Tax Collector, Policeman of the Town of Moriah shall deposit all monies coming into their hands by the virtue of their respective offices, now, THEREFORE BE IT RESOLVED, that the Glens Falls National Bank, Port Henry Office, Port Henry, NY be and it hereby is designated as depository of all monies coming into the hands of the Supervisor, Town Justices, Town Clerk, Tax Collector, Policeman, of the Town of Moriah, by virtue of the respective office and said offices, and said officials are hereby directed to deposit all such monies coming into their hands in said depository for the year 2016. 17. ON MOTION by Councilman Garrison, seconded by Councilman Salerno, the following RESOLVED that Mr. Scozzafava, Supervisor, be and hereby is authorized to purchase Certificates of Deposit with available funds depending on interest rates. 18. ON MOTION by Councilman Salerno, seconded by Councilman Anderson, the following RESOLVED that the books of the Town Justices for the year 2015 will be audited at the conclusion of this meeting. See attached. 19. ON MOTION by Councilwoman Carpenter, seconded by Councilman Salerno, the following

RESOLVED that Stephen Stahl is re-appointed Officer in Charge, Full-time, for the year of 2016 at a salary that was set by the 2016 budget. Art Brassard will be appointed a Full-time Police Officer for the year 2016 at a salary set by the 2016 budget. All unionized employees will follow the schedule regarding sick, personal leave, and vacation days in accordance with the Union agreement. ON MOTION by Councilman Salerno, seconded by Councilwoman Carpenter, the following RESOLVED that Thomas R. Scozzafava, Supervisor, be and he hereby is authorized to renew the contract with the Sherman Free Library, Port Henry, NY for the amount of $6,000.00 for the year 2016, payable in May 2016. 21. ON MOTION by Councilman Salerno, seconded by Councilman Anderson, the following

RESOLVED, that Thomas R. Scozzafava, Supervisor, be and he is hereby authorized to state the appropriation for Moriah Fire District No. 1, Mineville/Witherbee Fire District No. 2, and Port Henry Fire District is $26,000.00 for each department plus an additional $5,000 of in-kind services for snow plowing for Fire Districts #1 & #2 for the year 2016 payable in May 2016. 22. ON MOTION by Councilman Salerno, seconded by Councilman Anderson, the following RESOLVED that the compensation for the members of the Board of Assessment Review for 2016 shall be $300 per year per person unless otherwise authorized by the Town Board, consistent with duties in Town Law as required. (This amount includes the 2 Special Meetings required by the state). 23. ON MOTION by Councilman Anderson, seconded by Councilman Garrison, the following resolution RESOLVED that the Town of Moriah Town Board enter into a shared services contract with Moriah Central School for in-kind services from the Town for snow plowing/ice removal in the amount of $5,000 in exchange for the use of the school for the summer program for 2016. Discussion: The school does not bill us for busing the Summer Program kids in exchange, we provide security at the football games. An Agreement will be drafted. 24. ON MOTION by Councilman Garrison, seconded by Councilman Salerno, the following RESOLVED that the Regular Meetings of the Town Board of the Town of Moriah for 2016 will remain on the second Thursday of each month at 6:00 PM to be held at the Court House, 42 Park Place, Port Henry, New York. 25. ON MOTION by Councilwoman Carpenter, seconded by Councilman Anderson, the following RESOLVED that all Department Heads must attend all Town Board Meetings. IF UNABLE TO ATTEND, THE SUPERVISOR MUST BE NOTIFIED OR THE COMMITTEE CHAIRPERSON IF THE SUPERVISOR IS UNAVAILABLE. 26. ON MOTION by Councilman Garrison, seconded by Councilman Salerno, the following RESOLVED that all Town Vehicles must carry the Town insignia decal on each side of the vehicle. Also, Town equipment shall not leave the Town of Moriah unless approved by the immediate Supervisor of that Department. Town equipment is to BE USED FOR TOWN WORK ONLY. Only Town Employees are to be in the vehicles with the exception of the police when making an arrest. 27. ON MOTION by Councilwoman Carpenter, seconded by Councilman Salerno, the following RESOLVED that Richard LaPier be and hereby is appointed to the position of Building Codes Enforcement Officer for the year 2016 at a salary of $14,467.00 as per the 2016 budget.

28. ON MOTION by Councilman Garrison, seconded by Councilman Salerno, the following RESOLVED that Elizabeth LaMoria be and hereby is appointed Town Historian for the Town of Moriah for the year 2016. Mrs. LaMoria as Town Historian shall receive a salary in the amount of $1,500.00 per year. 29. ON MOTION by Councilman Garrison, seconded by Councilman Salerno, the following RESOLVED that one Vital Record book per year is restored for a cost not to exceed $1,000.00. 30. ON MOTION by Councilman Garrison, seconded by Councilman Salerno, the following RESOLVED that Moriah Family Health Center s Dr. McKeever be appointed Health Officer for the Town of Moriah, at a salary of $745.00 per year, does not include health insurance, for the year 2016. (This amount is set by state law.) 31. ON MOTION by Councilwoman Carpenter, seconded by Councilman Garrison, the following RESOLVED to appoint Edward Roberts Animal Control Officer and $5,000.00 for the year 2016. BE IT FURTHER RESOLVED that the Town Board authorizes Mr. Roberts to perform Animal Control Officer duties during regular business hours in the case of an emergency upon approval from the Supervisor. 32. ON MOTION by Councilman Salerno, seconded by Councilman Garrison, the following RESOLVED that Kimberly Kolodzey be appointed Court Clerk 35 hours per week at a salary of $12.36 per hour for the year 2016 per the 2016 budget. 33. ON MOTION by Councilman Garrison, seconded by Councilman Salerno, the following RESOLVED that the Town Board of the Town of Moriah does hereby set the salaries of the following Town Officers and employees for the year 2016 beginning January 1, 2016 at the amounts respectively stated and such salaries shall be payable at the time specified. ON MOTION by Councilman Anderson, seconded by Councilman Garrison, the following RESOLVED that the Town of Moriah renew the contract with Essex County regarding USDA Summer Program, reimbursed by Federal Funds. 35. ON MOTION by Councilwoman Carpenter, seconded by Councilman Garrison, the following RESOLVED that the Town of Moriah renew the contract with Essex County regarding the YCC Program reimbursed by Federal and County Funds. 36. ON MOTION by Councilman Salerno, seconded by Councilman Garrison, the following RESOLVED the Town of Moriah gives the Chamber of Commerce $3,375.00 for 2016. The Town Board requests an annual statement. Discussion: The Lake Placid Visitor s Bureau is giving each Town $2,500.00. This money is to be used for tourism related expenses. 37. ON MOTION by Councilman Salerno, seconded by Councilman Garrison, the following RESOLVED that Rose M. French is hereby appointed Registrar of Vital Statistics for the year 2016. 38. ON MOTION by Councilman Garrison, seconded by Councilman Anderson, the following RESOLVED to contract with Wayne and Ruth Plunkett as Campground Managers at a contract amount of $17,300.00 and provide them with a site for the 2016 season.

Discussion: Tom stated that Wayne and Ruth Plunkett do a good job at the Campsite. Discussion of a system to know who is going into the Campsite was brought up. 39. ON MOTION by Councilman Anderson, seconded by Councilman Salerno, the following RESOLVED that the Town of Moriah Town Board contract with the law firm Stanclift, Ludemann & McMorris PC as Attorney for the Town for 2016 at a rate of $125.00 per hour.
