PUBLIC COMMENTS APPROVAL OF MINUTES January 17, 2017 Non-Legislative Meeting January 24, 2017 Legislative Meeting approve the minutes of the January 17, 2017 Non-Legislative Meeting. A motion was made by Mr. Staley, seconded by Mr. Ross, to approve the minutes of the January 24, 2017 Legislative Meeting. February 21, 2017 Conditional Use Hearing February 21, 2017 Non-Legislative Meeting SOLICITOR S Deeds of Dedication Memorandums Minutes have been tabled due to unavailability. Solicitor Gary Sweat gave the following report: I have prepared four deeds of dedication for roadways in Waterdam Farms: Huntclub Drive, Stonegate Drive, St. Andrews Drive, and Windover Court. I have provided the Board with three memorandums. The first is the Columbia Gas staging area. Columbia Gas is working with Mr. Siffrinn to establish a timeline for the project. The second is discipline of an employee. The third memo addresses the participation of Supervisors in employee programs offered by the Township. I received an e-mail from Mr. Siffrinn indicating an application has been filed for a liquor license to be transferred into the Township. The Board may want to consider adding to the agenda the scheduling of that hearing on March 21, 2017.

ENGINEER S Planet Fitness Range Resources Medical Marijuana Engineer Joe Sites gave the following report: I visited Planet Fitness with the Fire Chief and the Building Inspector to do a preliminary inspection on outstanding items that need addressed prior to an occupancy permit being issued. There is paving, lighting, and line striping that needs to be done on the exterior of the property. The Fire Chief and the Building Inspector have some interior items that need addressed. I met with representatives from Range Resources to review its application for re-entry drilling on the Randolph site. Since this site has already been approved for drilling, this is an administrative function in which they submit documentation to be reviewed for the re-entry of the drilling site. We met this morning with a gentleman who is interested in establishing a marijuana dispensary in the Township. We discussed the zoning ordinance. The dispensary has to be located in a C-2 district. The location he was interested in was along Route 19 in an C-1 district. Fox Ridge, Phase 2 We received correspondence from the developer of Fox Ridge. He has committed to installing the necessary booster pump that will provide water to residents in Phase 2, and the required fire flows of 750 gallons per minute at the fire hydrants. MANAGER S Job Description Green Light Go Program UNFINISHED BUSINESS The Board requested an updated Public Works Director job description, which has been prepared and distributed to the Board. The Fire Chief and myself met with the project consultant on the Green Light Go Program. The Township received approximately $71,000.00 in grant funds from the Department of Transportation for preemption installation at six signalized intersections. We are in the process of completing the necessary paperwork for the bid advertisement. We have requested from the Department of Transportation permission to include the three additional signals on Race Track Road, which have been approved. Mr. Balogh commented that at last week s meeting a resident complained about the garbage hauler. The hauler was placing the trash cans in the middle of the driveway after being emptied. I just want to report, as I was leaving my housing plan the next morning, there were about six homes that had garbage cans placed upside down in the middle of their driveways. NEW BUSINESS Pathway Development A motion was made by Mrs. Stopperich Sulc, seconded by Mr. Ross, to approve a conditional use application submitted by Pathway Development Partners, 333 West Wacker Drive, Suite 1010, Chicago, IL 60606 for a senior living facility reflecting 108 units on a 7.323 acre parcel located on McDowell Lane in an R- 3 district. 4 YES 1 NO Mr. Staley Public Hearing - Hidden Acres schedule a public hearing on March 21, 2017 at 7:00 P.M. for a conditional use application submitted by North Strabane Properties LLC, 1299 McLaughlin Run Road, Bridgeville, PA 15017 for a mobile home park (Hidden Acres) reflecting
LEGISLATIVE MEETING-TUESDAY, FEBRUARY 28, 2017 PAGE 3 267 units located on a 182.051 acre parcel off Baltimore Avenue in an A-1 district. 2017 Pavement Maintenance Program A motion was made by Mr. Staley, seconded by Mr. Ross, to award for the 2017 road pavement maintenance program to Youngblood Paving Inc. in the amount of $806,545.40. Ordinance 370 A motion was made by Mr. Spicer, seconded by Mrs. Stopperich Sulc, to approve ordinance 370. This ordinance increases monthly sewer charges by the Canonsburg Houston Joint Authority for years 2017-2021, and further increases monthly user charges by the North Strabane Township Municipal Authority. 3 YES 2 NO Mr. Staley Mr. Ross Resolution 2017-2 approve Resolution 2017-2. This resolution permits the Township, pursuant to Section 150 of the Internal Revenue Code of 1986, as amended, to reimburse itself with the proceeds of tax-exempt obligations for the purpose of capital expenditures relative to building projects which may occur prior to the issuance of tax-exempt bonds. Resolution 2017-3 A motion was made by Mr. Stopperich Sulc, seconded by Mr. Staley, to approve Resolution 2017-3. This resolution authorizes the submission of applications for traffic signal project approvals for the installation of emergency vehicle preemption, and further authorizes the appropriate Board officers to execute said applications. Professional Service Fee proposals A motion was made by Mr. Staley, seconded by Mr. Ross, to approve professional service fee proposals submitted by Waller Corporation Project Manager, Pennoni Project Engineer, and RSSC Architecture Project Architect for the proposed Public Safety and Municipal Building projects. 4 YES 1 NO Mrs. Stopperich Sulc Hire Full-time Police Officers A motion was made by Mr. Staley, seconded by Mr. Ross, to hire Tim Bliss, 2404 James Street, McKeesport, PA 15332 and Logan Hradecky, 179 Locust Street, Muse, PA 15350 as full time police officers, effective March 13, 2017 and April 3, 2017 respectively, at an hourly rate of $33.70 with full benefits, subject to a one (1) year probationary period, and further subject to successful completion of medical and psychological examinations. Hire Full-time Firefighters A motion was made by Mr. Staley, seconded by Mr. Ross, to hire David Fair, 1255 Meadowbrook Drive, Canonsburg, PA 15317 and Brad Catto, 21 Willow Street, Canonsburg, PA 15317 as full time firefighters, effective March 12, 2017, at a base hourly rate of $21.71 with full benefits, and further subject to a one (1) year probationary period. July Fourth Celebration Committee A motion was made by Mr. Stopperich Sulc, seconded by Mr. Ross, to approve a sponsor donation as requested by the Canonsburg July Fourth Celebration Committee for this year s event in the amount of $ 1,000.00.

SWAT Team A motion was made by Mrs. Stopperich Sulc, seconded by Mr. Balogh, to approve participation by public safety, non-police personnel to participate as members of the Washington County SWAT team. 4 YES 1 NO Mr. Spicer Supervisors Benefit Programs A motion was made by Mr. Spicer, seconded by Mrs. Stopperich Sulc, to reject participation by eligible supervisors, effective January, 2018 in employee benefit programs. 3 YES 2 NO Mr. Staley Mr. Balogh Retirement of Public Works Director approve the resignation, due to the retirement, of Harry Hayman, Public Works Director, effective October 13, 2017. Appointment A motion was made by Mr. Spicer, seconded by Mrs. Stopperich Sulc, to table the appointment of Emergency Management Deputy Directors (5): Public Information, Police Services, Fire Services, EMS Services, and Rescue Services. A motion was made by Mr. Staley, seconded by Mr. Ross, to schedule a public hearing for the license transfer for Sheetz Inc., 2401 Washington Road, Canonsburg, PA 15317, on March 21, 2016 at 6:45 P.M.
