COURSE AT IHEAL- SORBONNE JANUARY TO MARCH 2018 SYLLABUS OFFICIAL 1-COURSE IDENTIFICATION TITLE: Economic and Social Perspectives in Latin American in the 21 st Century LEVEL: Master Degree and others TIMETABLE: Friday from 9-12 PLACE: IHEAL, Room C PROFESSOR: Lauro Mattei Email: l.mattei@ufsc.br 2- DESCRIPTION Neither industrialization nor market reforms under Washington Consensus Agenda changed living standards in Latin America to the levels of developed countries over the 20 th century. The question is: will the 21 st century be different? Since the beginning of the new century, scholars and policy-makers have discussed new ways to recover the development strategies for Latin America. This course starts with an overview of economic formation of Latin American and the development model in the 20th century, and then moves to discuss the state of the art in Latin American Socioeconomic Perspectives in the 21 st century.
3 MAIN OBJECTIVES The main goal of this course is to enable students with diverse disciplinary backgrounds to understand better the contemporary perspectives on Latin American Socioeconomic Development Model and its contradictions. At the end of the course, we expect that students will be able to discuss contemporary tendency of socioeconomic development model in Latin America, and its contradictions and intra-regional differentiations. 4 THE MAIN TOPICS The course will try to cover the following topics: 1)Historical overview of Latin American Economic Formation 2)The Latin American Economic Model in 20th century, with focus on the ISI model and the urbanization process 3)The1980s economics crisis, with focus in debt crisis. 4)The structural adjustments in the 1990s, with focus in the economic globalization and the neoliberalism agenda 5)Changes in Latin America s Economic Development in the 21st Century 6) The 2008 Global Economic Crisis effects in the Latin America 7)The Latin America Economic situation after the Global Economic Crisis 8) The socioeconomic situation in Latin America, with focus on inequalities and poverty levels 5 TEACHING METHODS Each section of the course will consist of lectures that will be conducted by the professor. In this part we expect the participation of students through the information by articles that will be e-mailed by the professor to the students in each week of classes.
6 ASSESSMENT AND GRADES Attendance in class is an essential point. The date of the final exam cannot be changed. Absence on any activity must be justified through relevant documentation to the director of the program and the class professor. Readings should be completed in advance of classes.
