A. CALL TO ORDER: Mayor Chris Parr called the meeting to order at 6:33pm. B. INVOCATION: Invocation was led by City Administrator Liz Mullane. C. PLEDGE OF ALLEGIANCE: Mayor Parr led pledge of allegiance. D. ROLL CALL: Roll call was taken by City Secretary as follows: Mayor Chris Parr Present Councilman David Mullane Present Councilman Tony Garza Present Councilman Greg Partin Present Councilwoman Jill Carlson Present Councilman Conley Wallace Present E. PUBLIC COMMENTS: City residents Ms. Chari Ricks and Ms. Donna Ward expressed their concerns in regards to City Paving damage to our streets due to a contractor s logging job already completed at address 1006 Four Fountains. Staff present Chief Carlisle reported that City Police Department was dispatched at the time of incident and acted upon. Issue was resolved in a timely manner. City Resident Joe Thompson voiced his opinion about potential parking issues on street Artesian Way after the building of eleven(11) townhomes due to the minimal space for owner parking on new homes. Council Members commented that plans were submitted and approved on homes by the City and documents in regards to driveway and plans adhered to Texas Building Code. Chief Carlisle reported that no traffic and/or parking concerns had been reported in the referenced street. New Caney ISD gave presentation on Bond Facts. Presentation was offered by New Caney School District Superintendent Kevin Franklin. Project Bond 18 is a $200 Million Bond focused on educational facilities supporting local elementary, middle and high schools. This Program has been brought to our area due to fast growth in student enrollment in our area in the last 10 years. More details are available in the School District s website. Other New Caney ISD Staff present were Matt Calvent, Deputy Superintendent; Viviana Antenangeli, Senior Executive Assistant and Dr. Scott Powers, Executive Director of Pulic Relations. F. Councilman Garza made a motion to approve City Council Meeting Minutes dated March 20, 2018 as written. Councilman Mullane seconded. Votes: All in favor Wallace, Partin, Carlson, Garza and Mullane. F2. Deliberate and consider possible action concerning approving Minutes of the March 26, 2018, Special Council Meeting. Councilwoman Carlson made a motion to approve City Council Meeting Minutes dated March 20, 2018 was written. Councilman Wallace seconded. Votes: All in favor Wallace, Partin, Carlson, Garza and Mullane. F3. Consider financial bookkeeping and take any action required in connection therewith Liz Mullane. Council members agreed all documentation was in good order. No action taken. F4. Consider the City Administrator report and take any action required in connection therewith Liz Mullane. No action taken by Council Members on City Administrator s monthly report. F5. Consider the Police Department update and take any action required in connection therewith. Monthly report was presented by our RF Police Chief with no action from Council Members. Chief Carlisle commented and invited all to attend and to support a program called Sharing is Caring with a special event happening in our area on May 5 th. G. REGULAR AGENDA ITEMS G.1 Discuss and consider the status of the following projects and taking of any action in conjunction therewith Liz Mullane A. City Drainage Improvements Section 1 and 2 of Roman Forest Subdivision B. City Paving Improvements Section 1 and 2 of Roman Forest Subdivision C. Venus Outfall Ditch Improvements Greg Phipps from JA & Constanza presented monthly report on current project Paving and Drainage Project. Mr. Phipps recommended project application payment. Councilman Mullane requested a more detailed report on all job project expenses. Mr. Phipps agreed to provide a report as requested for the next meeting. Council Members decided that a workshop was necessary to clarify current project schedule in our City and agreed to carry two workshops the next following week. City administrator acknowledged dates for two workshops. Due to more information was needed on the given report by Constanza Council members agreed on holding pay application. G. 2 Old Business - Discuss and consider possible action concerning ORDINANCE NO. 418-18 AN ORDINANCE BY THE CITY OF ROMAN FOREST, TEXAS PROVIDING FOR THE REGULATION OF CONSTRUCTION, INSPECTION AND MAINTENANCE OF PRIVATE WATERFRONT STRUCTURES ON PINE POND AND SHREK POND; SETTING OUT THE PURPOSE OF THE ORDINANCE AND SUPERVISION; PROVIDING PRIVATE WATERFRONT STRUCTURE REGULATIONS, LICENSING AND PERMITS; PROVIDING REGULATIONS FOR USE AND MAINTENANCE; PROVIDING A CRIMINAL PENALTY OF UP TO $500 FOR VIOLATIONS; PROVIDING A SAVINGS CLAUSE AND A REPEALING CLAUSE; PROVIDING A TEXAS OPEN MEETINGS ACT CLAUSE; AND PROVIDING AN EFFECTIVE DATE AFTER PUBLICATION. G.3 Old Business - Discuss and consider approving the Lease Agreement to be used along with ORDINANCE 418-18 for private waterfront structures on Pine Pond and Shrek Pond. Councilman Garza made a motion to approve Lease Agreement as written and to be carried along with Ordinance 418-18. Motion was seconded by Councilman Partin. Votes: All in favor Wallace, Partin, Carlson, Garza and Mullane. G.4 Discuss and consider approving a Permit Fee Schedule for signs, alarms and waterfront structures. Councilman Mullane made a motion to approve and accept as written the Permit Fee Schedule for signs, alarms and water front structures. Motion seconded by Councilman Garza. Votes: All in favor Wallace, Partin, Carlson, Garza and Mullane. G.5 Discuss and consider accepting the resignation of Christie Hantelman as Treasurer of the Roman Forest Special Events Committee. Councilwoman Carlson made a motion to accept resignation from Mrs. Christie Hantelman, Roman Forest Special Events Committee Treasurer. Motion was seconded by Councilman Wallace. Votes: All in favor Wallace, Partin, Carlson, Garza and Mullane. Council Members recognized and expressed their appreciation to Mrs. Hantelman for her hard work in the Special Events Committee. G.6 Discuss and consider appointing Bernadette Flores as Treasurer of the Roman Forest Special Events Committee. Councilman Garza made a motion to accept Mrs. Bernadette Flores as the new Treasurer of the Roman Forest Special Events Committee. Motion seconded by Councilman Partin. Votes: All in favor: Wallace, Partin, Carlson, Garza and Mullane. G.7 Discuss and consider update on July 4 th Fireworks costs for 2017 and take any action in connection therewith. Laura Carlisle, President of the Roman Forest Special Events Committee gave an update on the cost for the Fireworks Display Show for July 4 th, 2018. No action taken. G.8 Discuss and consider voting by PROXY for two directors, George Manning Rountree and/or Francis John White for the Board of Directors for Build America Mutual Assurance Company. Councilman Mullane made a motion to take no action on the PROXY s voting appointed directors. Motion seconded by Councilman Wallace. Votes: All in favor Wallace, Partin, Carlson, Garza and Mullane. H. ITEMS OF COMMUNITY INTEREST Double Tree has initiated a planting day to plant many Live Oak trees on Roman Forest Boulevard. Planting Day is Saturday, April 21 ST 2018 at 9am. Donations will be accepted to help pay for these trees. I. CITY COUNCIL REQUESTS FOR FUTURE AGENDA ITEMS Revisions to the current parking ordinance. J.
