COMMISSIONERS AGENDA MEETING AUGUST 15, 2018 The Greene County Commissioners agenda meeting was brought to order by Chairman Blair Zimmerman at 10:00 am in the first-floor meeting room of the County office building. Others in attendance were: Commissioner Coder, Commissioner Trader, Chief Clerk Jeff Marshall, Cheryl Cowen, Stacey Courtwright, Steve Barrett, Kate Daugherty, Jake Blaker, Craig Wise, Charlotte Popielarcheck and Members of the Public. MINUTES Commissioner Coder made the motion and Commissioner Trader the second to approve the minutes from July 18, 2018. Vote unanimous. CERTIFICATES 1. Commissioner Coder made the motion and Commissioner Trader the second to place on the agenda the presentation of certificates for the Hunting Hills Hawk Eyes. Vote unanimous. FINANCE AND ADMINISTRATION to place on the agenda an ordinance authorizing nonelectoral debt/loan agreement in the presently estimated maximum amount of $1,120,000 with the Pennsylvania Infrastructure Bank at a rate of 2.375%. Vote unanimous. 2. Commissioner Coder made the motion and Commissioner Trader the second to place on the agenda a change order #6 from Morgan Excavating in the decreased amount of $3,067.50 for the Greene County Airport Access Road East & Parking Lot. Vote unanimous. 3. Commissioner Trader made the motion and Commissioner Coder the second to place on the agenda a deed between the County of Greene and Timothy Laird and Terri Jackson Laird regarding 0.105 acres of parcel 05-01-239A in Cumberland Vote unanimous. 4. Commissioner Coder made the motion and Commissioner Trader the second to place on the agenda a deed of easement between the County of Greene and Southwestern Water Authority regarding parcel 07-08-160-A. Vote unanimous. 5. Commissioner Trader made the motion and Commissioner Coder the second to place on the agenda a conflict attorney agreement between the County of Greene and Ben Goodwin pending courts approval. Vote unanimous.

BRIDGES to place on the agenda a proposal from Widmer Engineering for Greene County Bridge #46 for design and construction inspection effective 08-13-18. Vote unanimous. TAX CLAIMS 1. Commissioner Coder made the motion and Commissioner Trader the second to place on the agenda the Greene County Tax Claim Bureau has received a bid of one hundred dollars ($100.00), plus fees, for the following property: Control #6-171 located in Dunkard The property has been in tax claim since 2009 and it was taken to upset sale on 10-12-11 and judicial sale on 12-16-15 and remains unsold. Vote unanimous. 2. Commissioner Trader made the motion and Commissioner Coder the second to place on the agenda the Greene County Tax Claim Bureau has received a bid of one hundred dollars ($100.00), plus fees, for the following property: control #5-2552 located in Cumberland The property has been in tax claim since 1958 and it was taken to upset sale on 09-12-60 and judicial sale on 02-26-1998 and remains unsold. Vote unanimous. 3. Commissioner Coder made the motion and Commissioner Trader the second to place on the agenda the Greene County Tax Claim Bureau has received a bid of one hundred dollars ($100.00), plus fees, for the following property: control #5-2553 located in Cumberland The property has been in tax claim since 09-12-60 and judicial sale on 02-26-1998 and remains unsold. Vote unanimous. 4. Commissioner Trader made the motion and Commissioner Coder the second to place on the agenda in accordance with the real estate tax sale (Act of July 7, 1947, P.L. 1368 No. 542), section 613, as amended notice is given that a proposed sale price in the amount of two hundred nineteen dollars and 45/100 ($219.45), plus fees has been received and approved by the tax claim bureau of the county of Greene for private sale of the following property: Parcel # 21-05-120 located in Rices Landing Borough. Vote unanimous. VETERANS AFFAIRS 1. Commissioner Coder made the motion and Commissioner Trader the second to place on the agenda an application for Memorial Day Expenses in the amount of $180.00 from the Filer-Sadlek Post #954. Vote unanimous. 2. Commissioner Trader made the motion and Commissioner Coder the second to place on the agenda an application for Memorial Day Expenses in the amount of $356.83 from the American Legion Post #992. Vote unanimous.

EMERGENCY MANAGEMENT 1. Commissioner Coder made the motion and Commissioner Trader the second to place on the agenda a contract between the County of Greene and Mission Critical Partners for the regional IPSR and 9-1-1 legacy ALI Data Support Contract no cost extension. Vote unanimous. PROBATION to place on the agenda a Purchase of Service Agreement between the County of Greene and Jefferson County Juvenile Detention Center. Vote unanimous. 2. Commissioner Coder made the motion and Commissioner Trader the second to place on the agenda the Grant-In-Aid Application and Grant-In-Aid Agreement for improvement of Adult Probation Services FY2018/2019 continuing program. Vote unanimous. CHILDREN AND YOUTH SERVICES to place on the agenda the FY2017/2018 Bethesda Children s Home Contract. Vote unanimous. 2. Commissioner Coder made the motion and Commissioner Trader the second to place on the agenda the FY2018/2019 Westmoreland County Detention Center. Vote unanimous. 3. Commissioner Trader made the motion and Commissioner Coder the second to place on the agenda the FY2018/2019 Westmoreland County Shelter. Vote unanimous. 4. EQM Gathering OPCO, LLC, Civil and Environmental Consultants, Inc. is applying for coverage under the erosion and sediment control general permit (ESCGP-2) for earth disturbance associated with oil and gas exploration, production, processing or treatment operations or transmission facilities from the Pennsylvania Department of Environmental Protection located in Richhill 19. The Pennsylvania Department of Environmental Protection has presented a permit by rule notification for the American Energy Group Waynesburg Facility that they may operate as a container processing facility. 20. EQM Gathering OPCO, LLC is applying for coverage under the erosion and sediment control general permit (ESCGP-2) for earth disturbance associated with oil and gas exploration, production, processing or treatment operations or transmission facilities from the Pennsylvania Department of Environmental Protection located in Franklin, Jefferson, Whiteley and Wayne Townships. 21. EQM Gathering OPCO, LLC has submitted to the Greene County Conservation District general permit (GP-5), (GP-7), and (GP-8) registration located in Franklin, Jefferson, Whiteley and Wayne Townships for the construction of one 30 buried natural gas pipeline that will connect other EQM systems in Pennsylvania to ultimate sales outlets in west Virginia. 22. Southwestern Pennsylvania Water Authority is applying for a general permit (GP-5) utility line stream crossing from the Greene County Conservations District to install a water line which will result in one stream crossing to Browns Creek and two stream crossings to unnamed tributaries to Browns creek located in Morris 23. AMD Restoration is applying for a major modification to existing general NPDES Permit (PAF-02; GCCD#10986.01) for stormwater discharge associated with construction activities and two (GP-5) utility line stream

crossing general permits from the Pennsylvania Department of Environmental Protection located in Dunkard 24. Greylock Production, LLC, Civil and Environmental Consultants, Inc. is applying to the Pennsylvania Department of Environmental Protection for authorization under an ESCGP-2 permit for the Skib Well Development Impoundment located in Jefferson 25. EQM Gathering OPCO, LLC is submitting a chapter 105 permit application to the Pennsylvania Department of Environmental Protection to install one 16 diameter permanent buried HDPE waterline and one 16 diameter temporary aboveground HDPE waterline located in Morris 26. EQM Gathering, OPCO, LLC is applying for coverage under the erosion and sediment control general permit (ESCGP-2) for earth disturbance associated with oil and gas exploration, production, processing or treatment operations or transmission facilities from the Pennsylvania Department of Environmental Protection located in Morris 27. Washington Township is applying to the Pennsylvania Department of Environmental Protection for a GP-3 bank rehabilitation, bank protection, and gravel bar removal coverage to stabilize the streambanks on Pettit Run Road. 28. John Labrier is applying to the Pennsylvania Department of Environmental Protection for a GP-3 bank rehabilitation, bank protection, and gravel bar removal coverage to stabilize the streambanks on his property to help with flooding. 29. Consol Pennsylvania Coal Company, LLC has submitted applications to the Pennsylvania Department of Environmental Protection for the installation of a gob degas borehole, access road, soil stockpile, and erosion and sedimentation control facilities located in Richhill and South Franklin Townships. 30. Rice Poseidon Midstream, LLC is applying for coverage under the erosion and sediment control general permit (ESCGP-2) for earth disturbance associated with oil & gas exploration, production, processing or treatment operations or transmission facilities from the Pennsylvania Department of Environmental Protection and registering for a chapter 105 general permit GP- 5 utility line stream crossing and GP-8 temporary road crossing for associated construction activities located in Aleppo and Springhill Townships.
