Mayor Dillon read the following statement: BOROUGH OF RAMSEY COUNCIL MEETING MINUTES Wednesday, March 14, 2018 Please take a moment to ensure that your cell phones and other electronic devices have been placed on silent setting. Also note that Section 2-80 of the Code of the Borough of Ramsey establishes procedures for still photography, videotaping and audiotaping of public meetings. In accordance with the Code, audiotaping of this meeting is permitted. Videotaping of this meeting requires prior notice be submitted to the Borough Clerk. Hard copies of items on tonight s agenda of the regular Mayor and Council meeting are available for public review in the binder located on the table as you enter the Council Chambers. If there is something that you would like to submit to the governing body, please do not approach the dais, you may hand your item to the officer in the room. Mayor Dillon called the meeting to order at 8:55pm and asked Board of Education member Mr. Meiman to lead the flag salute. Mayor Dillon read the Open Public Meetings Act notice. Mayor Dillon asked for a moment of silence in order to honor Carl Weber, former Board of Education member and current Planning Board Chair who recently passed away. I. ROLL CALL - Present: Mayor Dillon, Councilmembers Gutwetter, Jachzel, Jones, Kilman, Verdone and Weber Also Present: Borough Clerk Bendian, Borough Administrator Vozeh, and Borough Attorney Scandariato II. APPROVAL OF MINUTES WS 02-14-18, WS 02-28-18, 02-28-18 Motion to approve by Councilman Verdone, seconded by Councilman Kilman. All in favor. Carried.

III. COMMUNICATIONS - Motion to accept and file the communications by Councilman Gutwetter, seconded by Councilman Weber. Mayor Dillon reported that Borough Clerk Bendian and Borough Administrator Vozeh were already looking into alternate polling locations. 1. Richard Muti, 66 Church Street, Ramsey, NJ 07446 letter dated February 26, 2018, requesting the consideration of changing polling locations out of the public school buildings 2. George Bumiller, 39 Lakeview Terrace, Ramsey, NJ 07446 letter dated February 28, 2018, regarding the Dykstra Walker topographic survey submission 3. V. CONSENT RESOLUTION Motion by Councilwoman Jachzel, seconded by Councilman Gutwetter. BE IT RESOLVED that the following resolutions herewith listed having been considered by the governing body of the Borough of Ramsey be and are hereby passed and approved: 071-2018 Resolution: payment of vouchers 072-2018 Resolution: ratifying the actions of the governing body for payroll number five 073-2018 Resolution: authorizing the tax judgment Block 5101 Lot 10 in the amount of $4,704.00 074-2018 Resolution: opposing proposed bee keeping legislation 075-2018 Resolution: authorizing the tax redemption for Block 2908 Lot 1 in the amount of $2,007.72 076-2018 Resolution: authorizing the certification of compliance with the US Equal Employment Opportunity Commission s Enforcement Guidance on the Consideration of Arrest and Conviction Records in Employment Decisions Under Title VII of the Civil Rights Act of 1964 077-2018 Resolution: confirming the appointment of Dennis Kutsin to the Rescue Squad 078-2018 Resolution: authorizing the Board of Public Works sewer fees BE IT FURTHER RESOLVED that the following applications and/or recommendations hereby be approved: A. SPECIAL PERMITS: Sprint for our Schools and Family Fun Run is requesting permission to place 50 lawn signs, 2 36 x96 banners at the RHS tennis courts and post signs in the local business windows from April 1-May 12, 2018 Go the Distance for Autism Ride a bicycling fundraiser is requesting permission to ride through the borough on Sunday, June 3, 2018 Mothers Against Gun Violence request permission to tie orange ribbons on the Main Street light poles in support of the March 14 National School Walkout. VII. COMMITTEE AND LIAISON REPORTS A. FINANCE AND ADMINISTRATION Councilwoman Vanessa Jachzel My condolences to the family of Carl Weber. It is evident that he was well loved and respected. He will be missed. Thank you to all employees and volunteers for all of the work during our last storm. Our DPW, Rescue, Fire, OEM, Police and Ambulance worked around the clock. And Mayor Dillon did an amazing job. She was in communication with people at O & R and representatives from the state and in the community going to people s homes and touring the neighborhoods with the representatives so that we could get power restored as quickly as possible. Thank you to Dennis Kutsin for joining Ramsey Rescue. The CAP Bank Ordinance is on for public hearing tonight and the budget hearing is March 28 th meeting. The budget brochure should be going out shortly. B. PUBLIC SAFETY Councilman Harry Weber My condolences to the family of Carl Weber on his passing. Thank you to all of the employees and volunteers on the great job that they did in these past two storms. Congratulations to Dennis Kutsin for joing OEM Thank you to the Junior Womans Club, Dr. Murphy, the Board of Ed and Ramsey Schools for the impactful opioid presentation earlier this month. I attended the Ambulance and Fire Department installation dinners. Congratulations to all of those officers for their service. C. BUILDING, PLANNING & ZONING Councilman Joseph Verdone Thank you to Dennis Kutsin for joining Ramsey Rescue. I want to thank Mayor Dillon for all of her work during the storm. Condolences to the family of my good friend Carl Weber on his passing. He will be missed. D. UTILITIES, BUILDINGS & GROUNDS Councilman Peter Kilman Thank you to all of the people who were involved in any way with the recent storm including Mayor Dillon. My condolences to the family of Carl Weber, he was a good man.

E. PUBLIC & GOVERNMENTAL RELATIONS Councilman William Jones My condolences to Carl Weber s family and thank him for his many years of dedicated service to the community. Thank you to Dennis for joining Rescue. With the recent storm Mayor Dillon s messages and Police Department alerts, keeping residents informed helped make a very difficult situation more manageable. Everyone did an outstanding job. I also attended the Fireman s dinner and Artie Keys was recognized for seventy years of service and Mr. Ackerson for sixty five. I thank them for their remarkable service. F. HEALTH, EDUCATION & SOCIAL SERVICES Councilman Michael Gutwetter My condolences to the family of Carl Weber. He will be sorely missed. I commend everyone who worked through the storm for their efforts getting Ramsey back in shape. And special recognition to the Mayor for her efforts in helping get power restored to residents. The Board of Education opioid presentation was very eye opening. G. MAYOR DEIRDRE DILLON My condolences to the family of Carl Weber. He will be sorely missed. Congratulations and thank you to Dennis Kutsin for joining the Rescue Squad. I cannot thank the fire department, rescue, ambulance, OEM, the police department., the DPW and Borough Administrator Vozeh enough for all of their work during the storm. A special thanks to Ralph Venturini, Jake Englishman, Steve Ahlstedt, Mike Skorupa and Chris Rago. A special thanks also to the Ramsey Rescue Squad for taking the power outages calls for dispatch, putting together the outage list for Orange and Rockland. As requested by O & R we provided our comprehensive outage list to them by 2pm on Thursday. I commend everyone who put together the March 4 th Opioid presentation at the Ramsey High School. H. VIII. PUBLIC COMMENT Anyone wishing to address the governing body should, when recognized, step up to the microphone and give his or her name (spelling the last name) and address. Please speak in an audible tone for the record and address your comments to the Chair. There will be a five-minute time limit per speaker, unless reduced because of the volume of business on the agenda. No one, other than the person having the floor, will be permitted to enter into any discussion without recognition by the Chair. George Bumiller, 39 Lakeview Terrace, Ramsey Made a presentation on the agenda items being made available on the borough website. Debra Sahler, 34 OakRidge Road, Ramsey Discussed the power outages and the service from O & R. Mayor Dillon explained that we will explore more options with O & R and that information was not being filtered down to the utility crews and that she had a very direct conversation with O & R executives. Braggin, AB, Ramsey Expressed his condolences to the family of Carl Weber, discussed the availability of marijuana and the power outages on his street and in the borough and suggested better ways for O & R to solve the power outages, and the communication between the borough and the residents. Not seeing anyone else wishing to speak, Mayor Dillon closed public comment.

IX. ADVERTISED PUBLIC HEARING FOR FINAL CONSIDERATION OF ORDINANCES ORDINANCE 03-2018- AN ORDINANCE AMENDING CHAPTER 4 THE CODE OF THE BOROUGH OF RAMSEY, BERGEN COUNTY, NEW JERSEY SO AS TO ESTABLISH SECTION 4-15 TOBACCO SHOPS, SMOKE SHOPS, CANNABIS SHOPS AND ELECTRONIC VAPOR SUBSTANCE INHALATION SHOPS - Tabled Motion by Councilman Verdone, there was no second. With so many changes made to Ordinance 03-2018 it will be introduced as Ordinance 07-2018 ORDINANCE 05-2018 AN ORDINANCE TO EXCEED THE MUNICIPAL BUDGET APPROPRIATION LIMITS AND TO ESTABLISH A CAP BANK (N.J.S.A. 40A: 4-45.14) Motion by Councilwoman Jachzel, seconded by Councilman Jones BE IT RESOLVED THAT AN ORDINANCE ENTITLED: An Ordinance to Exceed the Municipal Budget Appropriation Limits and to Establish a CAP Bank (N.J.S.A. 40A:4-45.14), final reading by title and that said ordinance be adopted by as an ordinance of the Borough of Ramsey AND BE IT FURTHER RESOLVED that the Borough Clerk be and she hereby is, directed to cause a copy of the title of said ordinance to be published in an official newspaper of the Borough in the manner provided by law together with notice of the date of introduction and adoption of said ordinance. Councilwoman Jachzel explained that this ordinance allows the borough to bank for two years certain unused appropriations that may be applied in future budget giving the borough flexibility with the 2% appropriations cap on certain budgetary items such as operations. Mayor Dillon opened the public hearing for Ordinance 05-2018. With no one wishing to be heard, Mayor Dillon closed the public hearing on Ordinance 05-2018. INTRODUCTION OF ORDINANCES ORDINANCE 06-2018 - AN ORDINANCE AMENDING CHAPTER 19 OF THE CODE OF THE BOROUGH OF RAMSEY, BERGEN COUNTY, NEW JERSEY AND MORE SPECIFICALLY SUBSECTION 19-2.1 THEREOF ENTITLED FEES FOR WATER USAGE Motion by Councilman Kilman, seconded by Councilman Verdone BE IT RESOLVED that an ordinance entitled An ordinance Amending Chapter 19 of the Code of the Borough of Ramsey, Bergen County, New Jersey and more specifically Subsection 19-2.1 thereof entitled Fees and water Usage, pass the first reading by title, and that said ordinance be further considered for final passage and adoption at a regular meeting of the Mayor and Council to be held on the 28 th day of March, 2018 at 8:15 pm prevailing time or as soon after as the matter can be reached in the Municipal Building in said Borough and; BE IT FURTHER RESOLVED that the Borough Clerk be and she hereby is, instructed to publish in an official newspaper of the Borough in the manner provided by law, a copy of said ordinance together with notice of introduction thereof and notice when the same will be considered for final passage and adoption. Councilman Verdone explained that this ordinance establishes a new section which regulates the location and operation of retailers of all such products listed in the ordinance with the objective to maintain the borough s character and quality of life.
