Record of Proceedings Mayor Ed Klco called the North Perry Village Council meeting to order at 7:00pm and led the Pledge of Allegiance to the Flag of the United States of America. Council Roll Call: called by Joanne Clapp Council members present: Roy Blalock, Mike Cutler, Larry Klco, Mary Ann Rideout, Ken Siegel, and Brian Titus. Personnel Present: Ed Klco, Mayor Joanne Clapp, Fiscal Officer Attorney Joseph Gurley, Solicitor Ron Radovanic, Police Chief Steve Sabol, Road Commissioner Chris Hazel, Park Supervisor Bill Baker, Village Engineer Audience Present: Four guests signed in Approval of Minutes: Cutler motioned to approve the August 2, 2018, Council Meeting Minutes. L. Klco seconded. Blalock, Cutler, L. Klco, Rideout, Siegel, and Titus voted in favor of the motion. L. Klco motioned to table approval of the August 16, 2018 Work Session Minutes. Blalock seconded. Blalock, Cutler, L. Klco, Rideout, Siegel, and Titus voted in favor of the motion. Rideout questioned the content of the Shoreline Erosion section on Page Two. The Mayor will listen to the audio tape of this section of the August 16, 2018 Work Session Meeting. Audience Jennifer Williams gave her opinion regarding the spending on the harbor Jennifer has a list of signatures of 116 residents that wish to bring to a vote the spending on the harbor. Administrative Reports: Fiscal Officer Joanne Clapp asked for approval for the expenses for the month of August. Total expenses were One Hundred Four Thousand Nine Hundred Eighteen Dollars ($104,918). The payroll in August totaled Seventy One Thousand One Hundred Sixty Eight Dollars ($71,168). Cutler motioned to approve the expenses for the month of August. Blalock seconded. Blalock, Cutler, L. Klco, Rideout, Siegel, and Titus voted in favor of the motion. The Ohio Municipal League has its annual conference October 31 st November 2 nd. Mayor Klco asked for committee reports. Mike Cutler stated there was no report for the JEDD at this time. Page 1 of 5
Mike Cutler stated there is no report for the Perry Economic Development Council at this time. Lake County Economic Development Council. no report Larry Klco reported for the Joint Perry Fire District. The District is making progress with medical bills being paid. Chief McDonald is watching the budget very closely. The Chief will be purchasing a new vehicle at the recommendation of the Joint Fire District Board. Joan Morehouse was not in attendance. There was no report at this time for the Perry Area Recreation Board. The next meeting is September 10 th. Mayor Mayor Klco attended a Coastal Management Seminar in Cleveland. The Ohio Department of Natural Resources (ODNR) may have funds available to help with the shoreline. No grants are available if the harbor is not opened to the public. Solicitor no report Police Chief Chief Radovanic reported that Sergeant Iliano has accepted a job as Judge Lucci s bailiff. He will be leaving in October. Parks Supervisors Chris Hazel reported that the Townline pool season wrapped on Labor Day. Before the pool was drained two kids tried to sneak in. Chris thanked Terry Sines for watching the park after hours. Haynes will do maintenance dredging on Tuesday, September 11 th. They will assess the buildup of sand in the middle of the harbor and recommend a solution. The lake water level has dropped about five inches in the last four to four and one-half weeks. Zoning Inspector Bill Baker reported he has received some general questions regarding zoning, The Mayor asked if the homeowner of the new home being built on Antioch Road has requested a driveway reimbursement. Mary Ann Rideout asked if the Village was still reimbursing for driveway aprons. The Mayor will look into this. Village Engineer Bill Baker stated the 319 Grant construction is scheduled to begin the 17 th of September. Next week there will be an onsite meeting with the County and Haynes Construction. A completion date should be around the end of September. Bill is working with the road commissioner, Steve Sabol, to obtain some quotes for televising the storm sewer on Lockwood Road east of Antioch Road to Townline Road. Two quotes have been received so far. Bill has requested quotes for the Asphalt Apron Repair Program. Price quotes have been requested from three contractors. Two price quotes have been received. One contractor said he was too busy to bid. Bill feels the quotes are too high and recommended to postpone the project. Larry Klco asked about repairs needed on Townline Road. Bill has been in contact with the County. The County feels there are other roads in worse shape in the County that need repaired. The drainage was checked behind the Village Hall at the shoreline. Bill recommended a possible repair. It would be a temporary fix. Discussion was held. This will be discussed further at the work session. Page 2 of 5
Road Commissioner Bill Baker covered this in his report regarding road projects. Council Comments Larry Klco thanked Sergeant Iliano for his years of service. Ken Siegel stated Sergeant Iliano will be missed. Mike Cutler wished Sergeant Iliano best of luck with his new endeavor. Mary Ann Rideout thanked Sergeant Iliano for his service. She asked about extra patrols at the Lockwood Road turnaround. A resident mentioned her concerns about extra traffic in this area to Mary Ann. Mary Ann Rideout thanked Jennifer Williams for her comments. Mary Ann Rideout stated she has been researching information regarding the harbor. Ken Siegel stated having the sand pumped out of the harbor has its pros and cons. This has been looked into previously. OLD BUSINESS Cell Phone Tower Attorney Gurley has revised the contract. The cell phone company will have to apply for a zoning permit. The permit will specify exactly where the tower will be placed. Zoning and Council will review it and move forward. COMMITTEE REPORTS PUBLIC UTILITIES AND FINANCE (PUFIN) Chairman Ken Siegel reported discussion was held regarding zoning updates and recommendations were to be given to CT Consultants. Video of the Council meetings will no longer be televised. Perry Schools have decided not to televise the meetings. Attorney Gurley drafted a letter to the Lake County Ohio Port and Economic Development Authority asking for timely sharing with North Perry Village information regarding the South Shore property. Council approved the letter and requested the letter be mailed to Mark Rantala, Executive Director of the Port Authority. PARKS, RECREATION, STREETS, AND SAFETY Chairman Brian Titus reported on resident tie-in to the storm drains. This is covered in the Codified Ordinances of North Perry Village. The zoning inspector will manage these tie-ins. The Western Reserve Yacht Club met at the harbor again in August. The Townline Park will be used as a backup location for their national competition. At Council s request, Chris and Josh will be documenting additional information on the harbor dredging. Discussion was held on putting a signal light at Antioch and Route 20. Bill Baker will research and get data regarding traffic and accidents on Route 20. He will, also, inform Council on the cost involved in putting a light at this location. Page 3 of 5
NEW BUSINESS Zoning Inspector Update The Village has advertised for a zoning inspector. Nine or ten resumes have been received. Resumes must be received by September 15 th. Resumes will be sent to Council before the Council Work Session. RESOLUTION 18-17 RESOLUTION AUTHORIZING AND DIRECTING THE MAYOR TO EXPEND AN ADDITIONAL AMOUNT NOT TO EXCEED FIFTY THOUSAND DOLLARS ($50,000.00) FOR THE 2018 HARBOR DREDGING AND MAINTENANCE PROGRAM, AND FOR THE FISCAL OFFICER TO ENCUMBER AND EXPEND AN AMOUNT NOT TO EXCEED FIFTY THOUSAND DOLLARS ($50,000.00) FOR SAME, AND DECLARING AN EMERGENCY. Cutler motioned to suspend Council Rule. L. Klco seconded. Blalock, Cutler, Cutler motioned to approve the resolution authorizing an additional Fifty Thousand Dollars ($50,000.00) for harbor dredging and maintenance. Blalock, Cutler, RESOLUTION 18-18 RESOLUTION ACCEPTING THE AMOUNTS AND RATES AS DETERMINED BY THE BUDGET COMMISSION AND AUTHORIZING THE NECESSARY TAX LEVIES AND CERTIFYING THEM TO THE COUNTY AUDITOR Blalock motioned to suspend Council rule. Titus seconded. Blalock, Cutler, Rideout motioned to approve the resolution accepting the amounts and rates determined by the Budget Commission. Siegel seconded. Blalock, Cutler, Donation to Perry Joint Fire Department for Community Halloween Party The Perry Joint Fire District will have a meeting on September 17 th to discuss the Community Halloween Party. Audience Doug Dedek said, An attorney has been hired, the Board of Elections has been talked to, and 116 resident signatures have been obtained. They want the harbor to be voted on by the people. Siegel motioned to go into Executive Session at 7:53pm. Blalock seconded. Blalock, Cutler, Blalock motioned to come out of Executive Session at 8:37pm Council members discussed how they could work better together to assist the Village.
