1. Summary for Chongzuo Shijinglin Road West Extension 1.1 Extension Content Shijinglin Road West Extension, as part of Chongzuo urban road and traffic safety facilities subproject of Guangxi Southwest Urban Development Project, has a width of 15.5m and a length of 3028.378 m, the road needs widening to a width of 54 m for Guangxi Gardening Expo which will be held in 2015. 1.2 Extension Location Chongzuo Shijinglin Road West Extension is one of main stems, which is connected with the new area in the urban south and Ningming Road to the west and travelling across the Shijinglin conservation area and Shuikouhu conservation area, bridging the southern and the northern part of the city and the old city districts according to Chongzuo master planning in east-west direction. 1.3 Extension Context According to Chongzuo Urban Master Plan (2002-2020), Chongzuo Shijinglin Road West Extension is designed as urban level II road with 6 dual-lanes and width of 60 meters. The construction contains two stages: i) short-term project with width of 15.5 meters, 2 dual-lanes and 50 km/h designed bicycle speed; ii) long-term project with width of 54 meters, 6 dual-lanes and 60 km/h designed bicycle speed. In 2009, Chongzuo Shijinglin Road West Extension is involved in ADB Guangxi Southwest Urban Development Project as one of sub-project of Chongzuo urban road and transport safety project. The 7 th Guangxi Gardening Expo will be held in October 2015 beside northwest Shuikou Lake in Chongzuo. According to Notice on Arrangement of the 6 th and 7 th Guangxi World Garden Expo, infrastructure construction around Expo must be finished by the end of June 2015. Chongzuo Shijinglin Road West Extension, as the main traffic of Chongzuo Expo, cannot meet the traffic requirement due to the Expo event. To solve the issue of actual traffic demand, it is proposed to start long-term Chongzuo Shijinglin Road West Extension project in advance, i.e. extend the road width to 54 meters. 1
1.4 Extension Approval The land use application was approved by Chongzuo Land and Resources Bureau on March 5 2013. (Chongzuo LRB Document No. 66 2013). 2. Extension Land Acquisition and Relocation Impact Chongzuo Shijinglin Road West Extension will increase permanent land acquisition 11.53 ha, affecting 133 persons from 32 households; increase relocation area 1,989.26 m 2, affecting 31 persons from 7 households. Of the relocation affected 7 households, 6 households with 27 persons are also affected by the increased land acquisition. The other household has 4 people doing business in Nanning and live there too. In conclusion, Chongzuo Shijinglin Road West Extension will increase 137 people from 33 households (see Table 1). The extension will require relocation of 2 hafnium electricity poles, 2 hafnium communication poles and 200 meter wires. Among new households involved in extension, there is no disabilities, and other vulnerable people. Also, there is no other ground appendage facilities needs be moved. Therefore the total household and person affected does not equals to the sum of acquisition and relocation. 2
land 2.54 ha, construction land 1.01 ha, and unused land 2.70 ha. The acquisition affects 21 households with 88 persons in Shuikou Village, and 11 households with45 persons in Xincun Village. The rates of land loss of all households involved in the acquisition are all below 5%. 4 households in Shuikou Village and 3 households in Xincun Village, affecting 31 persons in total. Public Consulting and Information Disclosure During the extension designing, Chongzuo Land Acquisition and Relocation Office, local government and urban investment company jointly conducted public consultation and information disclosure to affected people, in the 2 villages once a week on average. The consultation and disclosure covers the reasons for widening the road, the impacts, the compensation, site of relocation, etc. which much facilitated the affected people s understanding the situation and cooperation. 4. Land Acquisition and Relocation Compensation According to Chongzuo Document No.148 (2012), from January 2013 on, the compensation standard increased (see Table 6). In fact, besides the policy compensation, Chongzuo Municipal Government will offer additional CNY 75,000 to each affected household. 5. Resettlement Plan The three affected households from Xin Village will be resettled to centralized settlement site which is near Chongzuo bus station, and will be offered additional compensation and 30 m 2 homestead with Santongyiping 2 for the households to build their new houses. The four affected households in Shuikou Village will be resettled in their Village through assistance from the Chongzuo resettlement Office, and local government, and will be offered compensation and homestead with Santongyiping. During the period of relocation, the government will offer temporary transition fee, including house build fee and per diem, in specific: i) a temporary living place and CNY 30,000 house build fee 3 ; ii) a per diem of CNY 150 per month until moving in to new houses. 6. Recovery Measures for affected households The affected 33 households will follow similar recovery plan to that in the project updated resettlement plan, including: 0.3 mu land for each person affected; Priority job opportunity, including created by the engineering company, etc; Various training for affected people, such as driving, chief, gardening, etc. Social Insurance for the affected people, including pension and medical insurance as indicated in Guangxi Relocation Farmers Insurance Document; Subsistence allowances for vulnerable people; 7. Complaint Mechanism The original project complaint mechanism is followed. The affected household, group or individual can submit complaint concerning any resettlement and compensation issue. Besides government complaint procedure, the project has established public complaint procedure through village committee. The affected group or person, if not satisfied to local complaint result, can seek for legal solution. The project will conduct public meeting, resettlement booklet and media to help affected person understand the procedure. The resettlement authorities shall deal with complaint in time. 2 That is, flat ground with access to road, access to electricity and access to water. 3 In fact CNY 10,000 per household will be adequate for building a new temporary house. 5
8. Cost Estimate The cost of extension compensation is CNY 8,300,000, including CNY 4,100,000 of land acquisition fee, CNY 3,200,000 of resettlement fee and CNY 1,000,000 for others. 9. Resettlement Implementation Progress By the end of August 2014, land acquisition was completed. Relocation of 7 households will be completed by end of February 2015, and will be moved to new houses in April 2015. The ground appendages will be finished by the end of February 2015. 10. Internal and External Monitoring From 3 rd quarter 2014 on, the project internal and external monitoring will include land acquisition, relocation and resettlement impact and livelihoods recovery for Chongzuo Shijinglin Road west extension construction. 6
