United Nations International Covenant on Civil and Political Rights Distr.: General 8 December 2011 Original: English CCPR/SP/77 Meeting of States Parties Thirtieth Meeting New York, 17 January 2012 Item 4 of the provisional agenda Election, in accordance with articles 28-34 of the International Covenant on Civil and Political Rights, of two members of the Human Rights Committee to replace those whose resignations were effective on 30 September 2011 GE.11 Election, in accordance with articles 28 to 34 of the International Covenant on Civil and Political Rights, of two members of the Human Rights Committee to fill two vacancies created by the resignation of Mahjoub El Haiba (Morocco), whose term was to expire on 31 December 2012, and Helen Keller (Switzerland), whose term was to expire on 31 December 2014 Note by the Secretary-General 1. In conformity with article 34 of the International Covenant on Civil and Political Rights, the Thirtieth Meeting of States Parties to the Covenant will be convened by the Secretary-General at United Nations Headquarters on 17 January 2012, for the purpose of filling two vacancies in the Human Rights Committee. 2. In a letter dated 26 May 2011, Helen Keller (Switzerland), who was re-elected at the Twenty-Ninth Meeting of States Parties to the Covenant, held on 2 September 2010, for a term that was to expire on 31 December 2014, submitted her resignation from the Committee effective from 30 September 2011. In a letter dated 31 May 2011, the Chairperson of the Human Rights Committee informed the Secretary-General accordingly. 3. In a letter dated 12 July 2011, Mahjoub El Haiba (Morocco), who was elected at the Twenty-eighth Meeting of States Parties to the Covenant held on 9 November 2009 for a term that was to expire on 31 December 2012, submitted his resignation from the Committee effective from 30 September 2011. In a letter dated 3 August 2011, the Chairperson of the Human Rights Committee informed the Secretary-General accordingly. 3. Pursuant to article 33, paragraph 2, and article 34, paragraph 1, of the Covenant, the Secretary-General declared the two seats vacant from the date on which the resignations took effect.. By note verbale of 3 October 2011, the States parties to the Covenant were invited to submit nominations, by 5 December 2011, for the purpose of filling the two vacancies for terms expiring on 31 December 2012 and 31 December 2014.

4. Annex I contains the list of candidates in alphabetical order. Annex II contains the curricula vitae of the persons whose nominations had been received by the secretariat by 5 December 2011. Nominations received after this date will be issued in addenda to the present document. 2

Current position/function A judge of the specialized financial court of Almaty city. Current position function is to consider civil cases between the participants of the regional financial centre of Almaty and also civil cases about restructuring of financial organizations.
