(Coroner) (Blanchard/Brister) Dr. Chuck Preston - PowerPoint Presentation Joe Carriere - he supports Dr. Preston and all of his efforts, but definitely mental health. He has personal experience with mental health issues. His son, Scott, had a wife, two kids and a great future, but he got involved in drugs and alcohol and fell into a deep depression. His son had to go out of the state for treatment, and even though he fought the depression for 1.0 years, but the depression overwhelmed him, and he killed himself in his backyard. Dr. Preston was there for them and told them that depression is a disease that is sometimes fatal. He wishes that his son could have been helped here in St. Tammany Parish. Morris St. Angelo - he is a pastor in Slidell. He is very conservative, and speaking in favor of something like this is not like him. He has heard Dr. Preston speak on this, and now understands how important this is. He spoke to a lady in his church who told him that her sister was going to kill herself or someone else. In her case, he, as a pastor, cannot help solve mental issues, but there are professionals who can. Mental health needs to be addressed to stop tragedies like the four year old who drowned in a pool because his father was inside doing drugs. Bruce Olivier - he and his wife serve in the Chaplain core and volunteer to arrive at deaths along with the investigators to help stabilize an explosive situation. He has looked at this tax closely, but he realizes that it takes a lot to keep this Parish great. Many of their calls are suicides, and throughout the United States the mental health program is dead. However, we have a professional Coroner who cannot do a great job without this tax. Michael Christen - before this tax gets passed, he wants to see the state auditor go into the Coroner's Office. There is a DUI problem in the Parish, and we lead the state in credit card debt. He thinks it is all the Parish's fault. He wants to know where are the State and Federal representatives who spent money on bridges, ferries, flood protection and roads across the lake in the New Orleans area. He wants to know why they aren't here tonight.

They have now created new procedures to address the issues and how Tammany Utilities handles them. They revised all the reports to include spills they had not reported. They are preparing preventative maintenance schedules and procedures for all equipment. She asks that AT&T not be allowed to take away from her quality of life. Carl Sanders - he knows that commerce is important, but the box is hideous. He is concerned about it causes some of the changes that he has noticed in his health. He is also concerned for his neighbor because it is directly in front of her gate. Regina Sanders - her husband, her neighbor and her health have all declined. Her trees are dying from being dried out. Her appliances also turn on and off and act strange. Linda Meiners and Wayne Stein - she does the right-of-way work and Mr. Stein works with communications for AT&T. At the time of the installation, AT&T prepared for a future cabinet. Ms. Clark filed suit but was settled in favor of AT&T. Ms. Clark filed for a new trial, but was denied. AT&T filed for a permit to provide additional cabinet because the current one was at 95% capacity. Council discussion ensues. Smith - tonight we are discussing one utility box, we cannot address the existing box, if we were to allow AT&T to install the new box, we could still not address the existing box. Jeff Schoen - he represents the developer, DR Horton, Inc. This CEA will not allow the developer to provide inspectors, but allows the Development District to choose inspectors. It is a public body making approvals. They think this will add extra layers of protection than the Parish has in place. The project requires a good bit of inspections and certain forms of inspections that can be made by licensed engineering companies. There will be 2600 homes. It is a 1200 acre project. Mike Sevante - one of the additional unique properties of this project, is that the CDD will own, operate and maintain all of the infrastructure, none of it will be the Parish's responsibility.
