Minutes COUNCIL MEETING City Hall Bel Aire, Kansas August 4, 2015 7:00 P.M. I. CALL TO ORDER - Mayor David Austin called the City of Bel Aire Council meeting to order, August 4, 2015 at 7:00pm. II. III. IV. ROLL CALL Council Members present Dr. Ramona Becker, Guy MacDonald, Betty Martine, and Peggy O Donnell. Council Members absent Ken Lee. Also present City Attorney Alison McKenney-Brown, City Manager Ty Lasher, Assistant City Manager/Finance Director Michelle Meyer, and City Clerk/Utility Clerk Jamie Hayes. MOMENT OF SILENT PRAYER - A moment of silent prayer was led by Mayor David Austin PLEDGE OF ALLEGIANCE TO THE AMERICAN FLAG V. DETERMINE AGENDA ADDITIONS: None VI. CONSENT AGENDA A. Minutes of the July 21, 2015 City Council Meeting. MOTION: Mr. MacDonald made a motion to approve the consent agenda as listed. Seconded by Ms. Martine. Motion carried 4-0. VII. DISCUSSION AND APPROVAL OF APPROPRIATIONS ORDINANCE A. Appropriations Ordinance 15-15 in the amount of $645,154.13. MOTION: Mrs. O Donnell made a motion to approve appropriations Ordinance 15-15. Seconded by Dr. Becker. Motion carried 4-0. VIII. CITY REQUESTED APPEARANCES: Jim Benage, 4437 Rushwood Ct, talked to the Council about his wishes that they amend the current fireworks permit to allow for professional fireworks for special 1
occasions. Resurrection Church is having their 50 th anniversary this year and he believes it would be nice to incorporate professional fireworks for the special event. IX. CITIZEN CONCERNS: Oral communication from the audience (Please move to the podium and state your name & address so that you can be clearly heard by the viewing public as well as the Governing Body. Comments are limited to three (3) minutes unless additional time is granted by the Mayor). X. PROPOSED 2016 BUDGET PRESENTATION XI. PUBLIC HEARING: The purpose of the public hearing is to give property owners and other interested parties the opportunity to speak on the proposed 2016 City of Bel Aire Budget. Public hearing opened at 7:18pm MOTION: Ms. Martine made a motion to close the public hearing. Seconded by Mrs. O Donnell. Motion carried 4-0. Public hearing closed at 7:19pm XII. REPORTS: A. Mayor s Report Mayor Austin had no formal report. He had a meeting in Garden City this morning and then attended National Night Out before the meeting so he apologized if he seemed a little disheveled. Mayor Austin appreciated seeing a number of City employees at the event, Jamie, Michelle, Tristin, almost all of the police, as well as County employees from the fire station and EMS. National Night Out is going on until 8pm tonight if anyone is interested in going there is still time to make it, it was exciting to see such a big turn out this year. Mayor received 2 letters from the League of Kansas Municipalities encouraging us to send letters of appreciation to our Representatives on their work on the budget this year. B. Council Member Reports Dr. Becker reminded everyone of the Hot Dawgs Pool Party this coming Monday. It s a fun event for the dogs and everyone has a good time. There will be free treats for the first *40 dogs, there s several prizes and vendors will be there. Dr. Becker encourages everyone to come Monday night. *Correction per Dr. Becker at the 8/18/15 City Council meeting, change the number of prizes for the first 40 dogs to the first 50 dogs* 2
Mayor Austin also mentioned that Tristin will be on the Brett and Sierra Show Thursday as well as the Brett and Tracy Show that day as well talking about the Hot Dawgs Pool Party. There will be contests for the hairiest, smallest, largest, best dressed, and best trick. It s a lot of fun so come on out even if you don t have a dog. Mrs. O Donnell wanted to echo what Dr. Becker said earlier during the budget presentation and she thanked Michelle for the PowerPoint and her work on the budget. Mrs. O Donnell also mentioned that the website is so much easier to use now and that she had no trouble at all just now finding the budget online. Mr. MacDonald thanked the Mayor for his report on National Night Out. The Lions Club is responsible each year for helping put the event on and there should be several members of the club at the fire station right now for the event. Ms. Martine dittoed what everyone else had already said since they said everything she was going to talk about already. C. City Attorney Report City Attorney Alison McKenney-Brown had no formal report. D. City Manager Report Mr. Lasher gave all of the Council Members a copy of the 2014 audit to take home and review. The auditors will be at the next meeting to answer any questions that they might have. The brush site will be open this Saturday from 9am to 1pm. Mr. Lasher reported that a lot of people are really interested in adopting the fire hydrants and it s getting to be a lot of fun. The Hot Dawgs Pool Party will be on Monday and there are a lot of flyers around town, and it s also in the monthly newsletter and the Bel Aire Breeze. If anybody would like to receive the newsletter please sign up on the website or let someone at City Hall know and we will get you set up to receive those. E. Committees/Boards/Commissions Reports XIII. ORDINANCES, RESOLUTIONS AND FINAL ACTIONS: A. Consideration of the following Mayoral appointments at the August 18 th Regular City Council meeting: Dan Broyles Re-Appointment Utility Advisory Committee Art Tenbrink Re-Appointment Utility Advisory Committee Bill Moss Re-Appointment Utility Advisory Committee B. Consideration of a Municipal Advisory Services Agreement with Columbia Capital for financial advising. 3
MOTION: Mrs. O Donnell made a motion to select Columbia Capital as the City s new financial advisor and authorized the Mayor to sign. Seconded by Mr. MacDonald. Motion carried 4-0. C. Consideration of accepting a quote from AVI in the amount of $11,072.00 for audio and video upgrades to improve Cable Channel 7 programing as well as website video streaming of Council meetings. MOTION: Dr. Becker made a motion to approve the quote from AVI for audio and video upgrades in the amount of $11,072.00 and authorize the Mayor to sign. Seconded by Ms. Martine. Motion carried 4-0. D. Consideration an Agreement with the Villas at Elk Creek Homeowners Association related to City owned lots, dues and bulk watering. MOTION: Mrs. O Donnell made a motion to approve the Agreement with the Villas at Elk Creek HOA and authorize the Mayor to sign. Seconded by Mr. MacDonald. Motion carried 4-0. E. Consideration of a Letter of Support for the TIGER Grant application by the City of Wichita and Wichita State University. The TIGER Grant application requests federal funds for public infrastructure improvements around WSU campus to help with the Innovation wing as well as bus route improvements for this area. MOTION: Ms. Martine made a motion to approve the Letter of Support for the City of Wichita/WSU TIGER grant application and authorize the Mayor to sign. Seconded by Mr. MacDonald. Motion carried 4-0. F. Consideration of AN ORDINANCE CONCERNING THE ADOPTION OF CHAPTER 2, ARTICLE 10, OF THE MUNICIPAL CODE OF BEL AIRE, KANSAS, ESTABLISHING A LAND BANK IN CONFORMANCE WITH K.S.A. 12-5901 ET SEQ., WITHIN THE CITY OF BEL AIRE, KANSAS. MOTION: Mrs. O Donnell made a motion to approve AN ORDINANCE CONCERNING THE ADOPTION OF CHAPTER 2, ARTICLE 10, OF THE MUNICIPAL CODE OF BEL AIRE, KANSAS, ESTABLISHING A LAND BANK IN CONFORMANCE WITH K.S.A. 12-5901 ET SEQ., WITHIN THE CITY OF BEL AIRE, KANSAS and authorize the Mayor to sign.
