9 9 9 0 0 CALL TO ORDER The regular meeting of November, was called to order by Mayor Withy at :0 p.m. ROLL CALL PRESENT: Councilmember Pfeifer, Councilmember Weiner, Vice Mayor Theodores, Mayor Withy ABSENT: Councilmember Leone PLEDGE OF ALLEGIANCE REPORT ON RESULTS OF CLOSED SESSION ITEMS There were no Reports on Results of Closed Session Items. APPROVAL OF THE AGENDA Councilmember Pfeifer moved, seconded by Vice Mayor Theodores, to approve the agenda as submitted. The motion was unanimously approved by a voice vote (Councilmember Leone absent). SPECIAL PRESENTATIONS / MAYOR'S ANNOUNCEMENTS A. Introduction of Deputy Fire Chief Chris Tubbs (Fire Chief James Irving) Southern Marin Fire Chief James Irving introduced Deputy Fire Chief Chris Tubbs, providing a lengthy description of his professional accomplishments. Minutes of the Regular City Council meeting of October. Councilmember Weiner moved, seconded by Vice Mayor Theodores, to approve the minutes of the regular City Council meeting of October, as submitted. Councilmember Weiner moved, seconded by Vice Mayor Theodores, to approve the minutes of the regular City Council meeting of October, as submitted. The motion was unanimously approved by a voice vote (Councilmember Leone absent). CONSENT CALENDAR Mayor Withy asked Councilmember Pfeifer if she would need a separate vote for item F (ordinance adoption for zoning amendments relating to the Valhalla Project), as she had previously abstained during its introduction. Councilmember Pfeifer acknowledged her desire to continue to abstain on that item. Councilmember Pfeifer then requested that item D (Receive and file status update on the Turney Boat Ramp Gangway and Public Dock Project) be pulled for questions and answers. Public Comment: There was no Public Comment on this item. Vice Mayor Theodores moved, seconded by Councilmember Weiner, to approve Consent Calendar items A through C, and E through F with the vote for item F reflecting an abstention for Councilmember Pfeifer. The motion was unanimously approved by a voice vote (Councilmember Leone absent). Councilmember Pfeifer then asked her questions regarding the Turney Boat Ramp Gangway and Public Dock Project. Staff was present to answer her questions. Councilmember Pfeifer moved to have the Council reconsider the project. The motion failed due to the lack of a second. Vice Mayor Theodores moved, seconded by Councilmember Weiner, to approve Consent Calendar item D. The motion passed by a voice vote (Councilmember Pfeifer dissenting, Councilmember Leone absent). The Consent Calendar items were approved as follows: A. Approved the Holiday Parking Meter Waiver B. Approved the City Hall Holiday Closure proposal to close City Hall on December, and January, C. Approved the Development Impact Fee Annual Report for FY/ D. Received and filed status update on the Turney Boat Ramp Gangway and Public Dock Project E. Adopted Resolution No. amending traffic regulations by establishing Yield Rightof-Way regulation for downhill San Carlos Avenue before its intersection with Sunshine and Central Avenues F. Waived further reading, reading by title only, and adopting Ordinance No. "An Ordinance of the City Council of the City of Sausalito Amending the City of Sausalito Zoning Map to Change the Zoning of Bridgeway (Valhalla Site) from Page of Page of

9 9 9 0 0 Neighborhood Commercial (CN-) Zoning District to Multi-Family Residential (R-) Zoning District and to Add a Planned Development (-Pd) Zoning Overlay District to Bridgeway (Valhalla Site) and Second Street (Single Family Residential Site)" Mayor Withy announced the Business Items would be heard before moving on to the Public Hearing on the Valhalla. PUBLIC HEARINGS A. Introduce and read by title only, "An Ordinance of the City Council of the City of Sausalito Amending Section.0.0C of the Sausalito Municipal Code to Prohibit Dogs from Inside the Fenced Area of the Playground at Martin Luther King Jr. Park" (Parks and Recreation Director Mike Lanaford) Parks & Recreation Director Mike Langford presented the staff report on this item. Council questions followed. Public Comment: Margery Lu Council comments followed. Councilmember Pfeifer requested that additional wording be added to the recitals to reflect that the property being discussed was the children's "fenced" area of the MLK park. Vice Mayor Theodores moved, seconded by Councilmember Weiner, to introduce and read by title only "An Ordinance of the City Council of the City of Sausalito Amending Section.0.0 C of the Sausalito Municipal Code to Prohibit Dogs from Inside the Fenced Area of the Playground at Marin Luther King Jr. Park". The motion was unanimously approved by a voice vote (Councilmember Leone absent). Mayor Withy continued the second reading and adoption of the ordinance to their November, meeting. B. Introduce and ready by title only, "An Ordinance of the City Council of the City of Sausalito Amending Title of the Sausalito Municipal Code to Add a New Section..00(B)() to Reguire a Design Review Permit for New Commercial and Industrial Structures and Consecutively Renumber Existing Portions of Section..00(B)" (Community Development Director Jeremy Graves) Community Development Director Jeremy Graves presented the staff report on this item. Upon the conclusion of the staff report, Mayor Withy noted that Mr. Graves was retiring. City Manager Adam Politzer also provided some words of praise regarding the work that Mr. Graves had accomplished while working for the City of Sausalito. Council questions then followed regarding the staff report. Public Comment: There was no Public Comment on this item. 9 There were no Council comments. Vice Mayor Theodores moved, seconded by Councilmember Pfeifer, to introduce and read by title only "An Ordinance of the City Council of the City of Sausalito Amending Title of the Sausalito Municipal Code to Add a New Section..00(B)() to Require a Design Review Permit for New Commercial and Industrial Structures and Consecutively Renumber Existing Portions of Section..00(B). The motion was unanimously approved by a voice vote (Councilmember Leone absent). Mayor Withy continued the second reading and adoption of the ordinance to their November 9, meeting. BUSINESS ITEMS A. Crime Update and Community Policing Report (Chief of Police Jennifer Teiada) Chief of Police Jennifer Tejada began the presentation on this staff report. She also used a PowerPoint Presentation. Chief Tejada then introduced Captain John Rohrbacher who continued with the presentation. 9 Chief Tejada then introduced Detective Ryan McMahon who continued. And finally, Chief 0 Tejada introduced Sergeant Stacie Gregory who concluded the presentation on the Crime Update and their community policing projects. Council questions followed. Councilmember Pfeifer moved to direct City Staff, specifically the Police Department, to research a solution for the Spencer area with respect to what combination makes sense following receipt of the analysis on the POST work resources, ie: beats, increased patrols, surveillance cameras, and come back at a future date to make a presentation. Mayor Withy seconded the motion, stressing the need to wait for the POST analysis. Discussion on the motion followed and the motion was reworded. 9 Councilmember Pfeifer moved, seconded by Mayor Withy, to direct the Police Chief to prepare a proposed for crime prevention researching options including beat structure, patrols and surveillance cameras by February,. The motion was unanimously approved by a voice vote (Councilmember Leone absent). Mayor Withy called for a five minute break. At 9:0 pm, Councilmember Leone took his seat at the dais. 9 B. Consider whether or not to enroll the City of Sausalito electricity accounts in the Marin Clean Energy "Light Green" Program or keep the City Accounts with Pacific Gas and Electric (Administrative Sen/ices Director Charlie Francis) Administrative Services Director Charlie Francis presented the staff report on this item. He also used a PowerPoint Presentation. Mr. Francis noted that Joe Horak of PG&E and Justin Kudo of Marin Clean Energy (MCE) were present to answer questions. Mr. Kudo of MCE addressed Council, providing a brief description of their services. 9 Council questions then followed regarding MCE. 0 Mr. Horak of PG&E then spoke briefly. There were no questions of Mr. Horak. Public Comment: There was no Public Comment on this item. Councilmember Leone moved, seconded by Councilmember Weiner, to move the City of Sausalito electricity accounts into the "Deep Green" program with Marin Clean Energy. 0 Councilmember Pfeifer moved to go with the "Light Green" program with Marin Clean Energy. Discussion on the motions followed. The motion of Councilmember Pfeifer failed due to the lack of a second. City Manager Information for Council City Manager Adam Politzer reported on: retirement party for Chief Irving on November ; retirement party for Jeremy Graves which will be held on Thursday; November, Danny Castro (the new Community Development Director) will be introduced; also addressing other related Community Development Department positions; Strategic Planning planned for 9 three dates; scheduling a Special City Council meeting on December for the Third Street 0 Appeal and starting at :00 pm; run down of the remaining Council meetings. Council comments followed. B. Councilmember Committee Reports Mayor Withy reported on ABAG meetings. C. Future Agenda Items 0 Discussion followed on the Strategic Planning dates and Councilmember Pfeifer advising that she was only available in December on the th. D. Other reports of significance Mayor Withy reported on a Sea Level Rise and Climate Change workshop that had been hosted by Supervisor Sears on November. Page of Page of
