Speech to be delivered by Hon'ble Governor of Haryana & Punjab and Administrator, U.T. Chandigarh, Prof. Kaptan Singh Solanki on the occasion of Independence Day Celebration, 15 th August, 2016. Beloved Countrymen! My heartiest Congratulations and best wishes on 70 th Independence Day. This very day in 1947, we had achieved the precious gift of Independence. Therefore, 15 th August is the day of pride and honor for the Indians. This auspicious occasion gives us an opportunity to salute all the patriots and pay a tribute to the martyrs whose sacrifice, blood and toil freed our country from the shackles of foreign rule. Celebrating this occasion is not a mere formality rather today we take a pledge to safeguard our Independence at any cost. Today, on this pious land of Chandigarh, I pay a heartfelt tribute to all the noted and unsung heroes of India's freedom struggle. Along with this, I also pay homage to all those freedom fighters who braved many hardships in the hands of foreign rulers in order to bestow upon the Indians the much awaited freedom and Independence. The aim of Independence was achieved after a long drawn struggle against the British Rule. Our freedom movement marked the beginning of a new era in History and is a memorable event for the entire world. Mahatma Gandhi led the freedom movement through the tools of truth and non-violence. On the other hand, the bravehearts like Rajguru, Sukhdev, Sardar Bhagat Singh happily embraced the noose of death.

Lala lajpat Rai got attacked with batons. Neta ji Subhash Chander Bose, Chander Shekhar Azad and many innumerable patriots sacrificed their lives for the sake of Independence. Dear Countrymen! We will always be indebted to those brave heroes. The memories of their sacrifices come alive in our hearts. Come, let s take a vow to follow the path of patriotism, integrity, courage, and dutifulness in all walks of life. We must strive to nurture the spirit of hard earned freedom and national unity. It is our prime duty to take care of the families and dependants of soldiers and martyrs who have sacrificed their lives for motherland. Therefore, our govt. has provided their families and dependents with different educational reservations and financial benefits so that they can lead a comfortable and respectable life. Brothers and Sisters! After Independence, rebuilding the country was the biggest challenge. To face this challenge, our leaders have made continuous efforts with their progressive thinking to make the country independent in every sphere. Our great visionary leaders like Dr. Rajender Prasad, Jawahar Lal Nehru, Sardar patel, Dr. B.R. Ambedkar, Lok Nayak Jai Parkash Narayan, Dr. Ram Manohar Lohia, Maulana Abdul Kalam Azad used the creative abilities of the citizens of India to achieve national unity and to lay a strong foundation of nation-building. These were the prime goals of Independence. We aspired for Independence from misgovernance, poverty, illiteracy, communalism

and caste prejudices. We have been struggling against these discrepencies for the last 69 years. During this tenure, India has not only become self-reliant but has also become one of the supreme powers of the world. India has made a commendable progress in the field of Science and Technology. We are proud of our great country- India. Today, we feel grateful towards the nation builders, Border Security Forces, efficient Scientists, food patron farmers and hard working citizens who have made India one of the biggest powers of the world with their expertise knowledge and diligence. I urge all the Countrymen to move on the path shown by them and make India the ultimate power of the world in 21 st Century. Dear Citizens! Each Indian has made an important contribution in the glorious journey from achieving Independence till now. We feel proud that the people of Punjab, Haryana and Chandigarh have shown a leading edge in the freedom struggle of India. The first spark of freedom struggle started at Ambala on 10 th May, 1857. The hero warriors like Amar Shahid Lala Lajpat Rai, Shahid-e-Azam-Bhagat Singh, Udam Singh were born in this region. The heroes of this region have played an important role to safeguard the country even after Independence. The soldiers of this country have set a new example of courage and bravery during the 1962, 1965 and 1971 foreign attacks and operation Kargil War. The courageous warriors of this country have never hesitated to sacrifice their lives for national unity and integrity.

On this auspicious day of Independence, I feel greatly honored to have the opportunity to unfurl the flag in the City Beautiful which is a symbol of India's pride and is fast becoming a 'Smart City'. It is the capital of Punjab and Haryana which were once the part of conjoint state of Punjab. We feel honored to announce that just like Chandigarh, Ludhiana in Punjab and Faridabad in Haryana have been added in the list of 'Smart Cities'. The diligent and progressive citizens of this region have set a glorious record of growth and expansion which is an example for the whole of the country. Haryana has also carved a niche in the field of development like Punjab. We all are aware of the contribution of Punjab and Haryana in making India self sufficient in foodgrains. Hence, this region is proudly called the food bowl of India. In the same way, these states have made remarkable achievements in the field of industry. In the sphere of education, various educational institutions of International level have been started which provide modern education in all streams and faculties. The best and modern basic facilities have been developed in this field. Here we have the most developed industrial units, roads and railways networking, excellent communication facilities and leading edge technical educational institutions. A strong network of Highways, Express ways and Railways has already been laid. The schemes like Digital India, Make-in-India, Start up India, Skill Development, Smart City, Prime Minister Jan Dhan, Safety Insurance and Jiwan Jyoti Scheme, Atal Pension Scheme, Swacch

Haryana- Swacch Bharat, Sansad Adarsh Gram Yojana, Beti Bachao- Beti Padhao Scheme etc. are being implemented at a fast pace. As you all know that Independent India's modern city Chandigarh is an ideal for the whole country. Whenever there is a discussion on city development, Chandigarh is always mentioned and appreciated for being a well planned city and its natural beauty. It is a moment of pride and honor that Capital Complex in Chandigarh has recently been declared as a World Heritage Site by UNESCO. The Capital Complex is considered as one of the most spectacular works of Le Corbusier. It was an honor for the city to host 2 nd International Yoga Day on 21 st June, 2016. Advocating the popularization of Yoga across the world, Hon'ble Prime Minister Shri Narender Modi participated in the mass yoga demonstration. According to Prime Minister's Digital India Scheme, Chandigarh, Administration has expanded its ability by utilizing modern techniques in Chandigarh. Chandigarh is the only city to launch 'National Record Modernization Programme'. Concrete Steps have been taken to strengthen the city with Information Technology through e-governance. In this direction 'My Chandigarh Mobile App' has been started which includes City Bus Guide and E- payment mobile App, M-Sampark, Mobile R-L-A and E-Campus Mobile App are already in use. Other initiatives by the administration include E-Sampark, E-Jan Sampark, M-Directory, E-Stamping, E-Campus, E-Education, E- Saksham, E-Payment and Gram Sampark. Food and Supply

Department has also excelled in providing facilities to the city dwellers through e-governance in the form of cash subsidy. Every month an amount of 2 crore 5 lakh rupees is transferred to 47,250 bank accounts by the department under Direct Benefit Transfer Scheme. To provide 24/7 drinking water supply in Chandigarh, the Municipal Corporation, Chandigarh has undertaken the task of getting an additional 35 million gallons of water everyday from Kajoli water works. With a motive to make the city slum free, Chandigarh Housing Board has made 2108 flats this year. Electricity Department UT Chandigarh has also planned to minimize the breakdowns occurring due to falling of trees/tree branches on its overhead lines by converting overhead distribution system of Sector-8 UT Chandigarh into underground distribution system as a pilot project so as to provide 24x7 power supply without interruptions. Based upon feedback received from this pilot project, the entire distribution system shall be made underground in a phased manner. In an effort to improve the transport services in the city Chandigarh Transport Undertaking has added 181 buses into the fleet and 49 Midi buses have replaced the old buses. CTU has entered 50% concession to the senior citizens of Chandigarh on long route buses. Chandigarh has been conferred with the Prime Minister Award for Excellence in Public Administration in UT category for successful

implementation of Pradhan Mantri Jan Dhan Yojna. As a part of this initiative, the Chandigarh Administration has achieved the target of one account per household within seven months of launch of Pradhan Mantri Jan-Dhan Yojna. I congratulate, Chandigarh Administration for being awarded three National Awards for rendering indoor and outdoor health services under the National Rural Health Mission. Mobile Food Testing Laboratory was also launched by the department to test the raw food samples so that the public is cautious and aware about adulteration. We have procured six new ambulances for the city residents which will provide free services. Health and environment are deeply connected and trees play an important role in protecting environment. It has been an achievement for the city to get an increase from 37% to 40% of green cover in the current year. The city was ranked first among the solar cities of the country in terms of roof-top solar power installation. We have received National Excellence Award in the field of Solar Energy. Administration has taken necessary steps to make Chandigarh Police, the smart police. To provide better safety and security to the city residents, the Chandigarh Police has started mobile facilities like I-click kiosk, Mobile Safety App, Women- Child Helpline, Women P.C.R, Pick and Drop facility, Operation Muskaan etc. On this occasion of Independence Day, I also congratulate the people of Punjab for moving ahead on the path of progress towards

realizing the dream of making Punjab a developed State. Punjab has made a commendable contribution in the progress of the nation Post- Independence. The state has set milestones in economic development as well as Defence Services of the country. By adopting progressive policies, Punjab has been generating more electricity than required. This is the only state where farmers get free electricity and electricity rates have been slashed for industries. Punjab has received fine awards from Central Govt. for renewable energy and power generation. The Central Govt. has approved to open AIMS at Bhatinda in Punjab under Prime Minister's Health Protection Scheme. In the field of Road Transport Punjab has achieved its highly aspiring projects and is still working on many more. 28678 crore rupees have been invested for four laning of roads. 2174 Service Centres have been established in the state to provide transparent and time bound services through e-governance. Other than this 164 'Furd Centres', 132 'Suvidha Centres', '500 Saanjh Centers' are functioning. On this special day, I congratulate the people of Haryana for their dedication and hard work in making Haryana a leading state in various fields. Haryana is celebrating its Golden Jubilee this year. I feel proud that after 50 years of becoming an independent state, Haryana is now one of the developed states of this country. The progress of this state is appreciated across the globe. Haryana has made a memorable contribution in the freedom struggle. In free India, Haryana is also providing one out of ten

soldiers to the country. It is a state of sportsmen who have been bringing laurels to the country in Olympics and other international games. I appreciate the efforts of Haryana Government in providing an excellent administration through e-governance and adopting the policy of zero tolerance against corruption. Most of the departments have been digitalized in providing services to the people. In this agricultural dominant state to save the crops from natural calamities, 'Crop Protection Policy' has been implemented in Haryana. The state has sufficient power supply and is encouraging solar energy also. In the field of Health and Medical Services, the government aims to open a Medical College in every district. Government of Haryana has implemented new policies in sports and industrial sectors. To realize the Prime Minister's "Make-in-India Vision", new business promotion policy is being introduced. In an effort to promote this policy, Haryana successfully organized "Happening Haryana Global Investors Summit" in the month of March. In sports sector, Haryana has made a considerable effort by including yoga and regional sports in Haryana. "Physical Activities and Sports Policy", to provide a healthy youth power to the nation. To strengthen the Panchayati Raj System, Haryana has elected educated and well-informed people as Panch Sarpanch and has set an example for the nation.

Being a welfare state, efforts are made to provide basic facilities of 'food, clothing and shelter' to the poorest of poor, thereby extending the benefits of progress and development to all. On this holy land of Geeta, the state has conserved its rich cultural heritage even in this materialistic era. "Cow-Slaughter" is a criminal offence, 'Geeta Festival' is celebrated throughout the state and this year it will be celebrated at International Level. Efforts are being made for the revival of river Saraswati in Haryana. I applaud the entrepreneurs, energetic farmers and hard working labourers of Chandigarh, Haryana and Punjab for these achievements. It is a matter of great honor that unity, brotherhood and amity have been the tradition of this region. I hope that this tradition will be maintained by the years to come. This is a successful method to fight against the hateful intentions of anti-national powers. Dear Countrymen! We should all introspect about what remains to be done and walk ahead in accomplishing the same. New challenges and problems of the present day are making the society feeble and frail. Today, we have to instill the same spirit of patriotism in every citizen which inspired the hearts of our freedom fighters and martyrs during their struggle for independence. We should empower our children and youth with modernization and expertise as well as the ancient culture, traditions and moral values. They should progress with sovereignty and scientific vision.

On this historic day, when we have gathered here to celebrate Independence Day, let us all pledge today to respect and maintain the moral values and traditions of our ancestors and build a unified and integrated nation, so that we can accomplish the goal of all round development of the country. Once again I pay my respect and homage to all those who laid their lives for the country's freedom and wish you all very successful and gracious years ahead. Jai Hind
